  • Report to CM for Education & Skills
Report Cabinet Member for Education & Skills Part 1 Date: September 2020 Item No: Subject School Reorganisation Proposal – Expansion of Bassaleg School Purpose To seek approval to move to formal consultation on a school reorganisation proposal “to increase the overall capacity of Bassaleg School from 1747 to 2050 with effect from September 2023”. Author Service Manager - Education Planning & Resources Ward Graig Summary This report references the requirement to move to formal consultation on the proposal to increase the overall capacity of Bassaleg School from 1747 to 2050 with effect from September 2023. Bassaleg School is a community maintained school in Newport for pupils aged 11-18 years with a published admission number (PAN) of 270. However, following the opening of Jubilee Park Primary School in September 2017, this admission number is no longer sufficient to meet the demand for places from pupils living within the catchment area. As a result, it is proposed that the PAN is increased to 330, equivalent to an additional 60 pupil places for each of the Year 7 to Year 11 groups; thereby ultimately increasing the overall capacity of the school from 1747 to 2050, with effect from September 2023. There is now a requirement to move to the formal consultation stage of the statutory reorganisation process. The formal consultation pack will include further information regarding the proposal to enable all consultees and stakeholders to be fully informed on the proposals for expansion. Proposal To move to a period of formal consultation on a school reorganisation proposal to increase the overall capacity of Bassaleg School from 1747 to 2050 with effect from September 2023.

  • Samuel Homfray 11 of Bedwellty House and Ironworks
SAMUEL HOMFRAY II OF BEDWELLTY HOUSE AND TREDEGAR IRONWORKS. By T. Eric Davies. Samuel Homfray II was the son of Samuel Homfray of Penydarren and Tredegar Ironworks whose life was described in our last issue. Samuel II, full name Samuel George Homfray, was born on September 7 1795 at Penydarren, his mother being Jane, daughter of Sir Charles Morgan of Tredegar Park near Newport. As such Samuel was connected to the Morgans of Tredegar Park and the association with this family was to continue throughout Samuel’s long life. Samuel’s father left Penydarren in 1813 for Tredegar and for the next forty years Tredegar was to be the home for Samuel II. Following the dispute with the Ebbw Vale Company over the Sirhowy ironworks in January 1818 and the subsequent transfer of the Sirhowy works to the Ebbw Vale partners, there were major changes in the management of the Tredegar ironworks and Samuel II became active in the management of the works at the young age of 23. This is not surprising as his father had brought him up in the iron trade and even at 23 he had acquired considerable experience of the industry and of the commercial scene. By the time of his father’s death in 1822 Samuel II was the principal manager at Tredegar, residing at Bedwellty House, and under his father’s will he inherited half his father’s shares in the Tredegar ironworks partnership, his brother, Watkin, having the other half. Under his leadership the Tredegar ironworks prospered and iron sent down the Monmouthshire Canal by the works increased from 8,102 tons in 1822 to 15,288 tons by 18401.

  • Graig Community Council
GRAIG COMMUNITY COUNCIL 16th March 2021 Graig Community Council response to the Statutory Notice for the proposed expansion of Bassaleg School Graig Community Council has in its ward the villages of Bassaleg, Rhiwderin, Lower Machen and part of Afon Village in Rogerstone, and represents some 7000 residents. The Community Council has many concerns regarding the detail of the plan to expand Bassaleg School and has been contacted by numerous residents objecting to this proposed expansion. The concerns mainly centre around the lack of transport infrastructure to cope with traffic congestion which at present, is stretched beyond capacity without taking account of the additional traffic such an expansion would create. This would affect not only the villages of Bassaleg and Rhiwderin, but also any traffic travelling on major highways in close proximity to the school; the A467 northbound from Junction 28 of the M4 and Southbound from Newbridge (due to hold-ups on Bassaleg Roundabout) and also Eastbound traffic on the A468 from Caerphilly. Graig Community Council respectfully requests that this application be held back until such time as a proper public consultation meeting can be held for local residents to attend where their views can be aired and considered. To push through an application of this magnitude when proper consultation of those most affected cannot be arranged would be undemocratic and unfair. Council understands you have satisfied your statutory requirements, but in this case feels this is not sufficient. Current traffic surveys submitted are not adequate, as none takes account of the traffic chaos which takes place at both The Griffin and Court Crescent, both of which have created longstanding problems for the residents of the Graig ward.
