Dr. Bailey holds an Ed.D. in Curriculum and Instruction from the University of Central Florida in Orlando, Florida as well as an M.Ed. with a focus on English Education and curriculum integration. She also holds a Bachelor of Science degree in English Education from the University of South Florida in Tampa, Florida. She comes to APUS with seven years experience in teacher education at the university level and thirteen years experience as a public school, National Board Certified, language arts teacher. In addition to her work in teaching, Dr. Bailey has presented at national and international conferences and has published her research in recognized academic journals including Research in Middle Level Education Online, Educational Forum, and Middle School Journal. Service contributions have extended beyond the university level to include work with school districts and national organizations, most notably the American Association for Teaching and Curriculum, for which she served two years as Conference Program Chair. Most recently, Dr. Bailey was appointed AATC Executive Secretary. She resides in Charles Town, WV.

Dr. Bailey’s vision for the APUS School of Education is to foster a vibrant community of learning dedicated to the development of effective, knowledgeable, responsible, reflective, and collaborative education professionals.

Dr. Bailey brings to APUS more than 20 years of valuable skills and experience as an educator. She most recently served as an assistant professor in the Department of Middle, Secondary and K12 Education at the University of North Carolina at Charlotte. She also served as a visiting assistant professor in the Department of Educational Studies at the University of Central Florida and taught in the Orange County (FL) Public Schools for more than 12 years.

Additionaly, she is a Job and Career Transition Coach (JCTC). Dr. Berenson's dissertation focused on Emotional Intelligence as a predictor for success in online learning.

Dr. Berenson developed and implemented a leadership development program for Spartanburg Community College. Her work experience spans multiple disciplines which include academia, health care, human resources, business, and management. She is a member of the speaker's bureau and has spoken on topics such as leadership, teams, online learning, service learning, and organizational development.

Dr. Berenson's current research interests include leadership development; emotional intelligence; and predictors of success in online learning. Dr. Berenson's research is published in the International Review of Research in Open Distance Learning (IRRODL).

Wallace E. Boston Jr. American Public University System Charles Town, West Virginia UNITED STATES Phone (304) 724-3704 E-mail [email protected] Notes Wally Boston was appointed as President and Chief Executive Officer of American Public University System (APUS) and its parent company, American Public Education, Inc. in July 2004. He joined APUS in 2002 as its Executive Vice President and Chief Financial Officer.

Mr. Boston guided APUS through its successful accreditation with the Higher Learning Commission of the North Central Association in 2006. In addition, he initiated the institution’s application to be the first totally distance learning university to receive Federal Student Aid after the repeal of the 50/50 rule in 2006. He is also a member of the APUS Board of Trustees. In 2007, Mr. Boston led the parent company of APUS, American Public Education, Inc. (APEI), to an initial public offering on the NASDAQ Exchange. He is a director of APEI, as well.

In addition to his service to the University, Mr. Boston is a member of the West Virginia Governor’s Advisory Council for Technology in Education and serves as a Board Member of the Education Alliance, a non-profit organization promoting public/private partnerships serving K-12 public schools in West Virginia. He is a Board Member of the Jefferson County (WV) Development Authority and a Board Member of the Gateway New Economy Council. Mr. Boston previously served as a Board Member and Treasurer of the Board of Trustees of the McDonogh School, a private, non-profit K-12 school in Owings Mills, Maryland.

Prior to joining APUS, Mr. Boston held financial and operational leadership positions in several large healthcare companies. From 1985 to 2002, he served as Chief Financial Officer, Chief Operating Officer, or Chief Executive Officer of the following companies: Meridian Healthcare, Manor Healthcare, NeighborCare Pharmacies, and Sun Healthcare Group. During his tenure with these companies, he led them through key transitions including mergers and acquisitions, restructurings, asset sales and dispositions, and initial public offerings. Prior to his healthcare industry experience, Mr. Boston served as a Manager in the Management Consulting Practice of PricewaterhouseCoopers and launched a real estate development and syndication start-up.

Mr. Boston is a Certified Public Accountant, Certified Management Accountant, and Fellow of the Healthcare Financial Management Association.

He earned an A.B. degree in History from Duke University and an MBA in Marketing and Accounting from Tulane University’s Freeman School of Business Administration. His undergraduate degree is in American social history (University of Wisconsin, 1968) and his graduate work is in Curriculum and Instruction with majors in history and sociology (University of Wisconsin, 1971). In 1971, he was commissioned in the U.S. Air Force where he spent 24 years in the Education and Training field and Joint Operational Planning environment. In addition to attending USAF service schools, he was a chair and faculty member at the Armed (Joint) Forces Staff College from 1989 to 1993. He retired as a Lieutenant Colonel.

Leckner is professor of the homeland security, and transportation and logistics management department, where she teaches courses in environmental and ecosystem management, fish and wildlife policy, pollution management, emergency management and more. Leckner has 20 years experience in environmental planning, coastal zone management and emergency management, in both the U.S. and Caribbean. She is an emergency management planner with the State of New Jersey, where she specializes in atmospheric and coastal hazards. Leckner has published a number of articles. Professor Mangeri is on the faculty of the School of Public Safety and Health at American Military University. He has taught graduate and undergraduate courses in Consequence Management, Crisis Management, Emergency Planning, Emergency management Law, Leadership in the Fire Service, Emergency and Disaster Theory, Global Health Systems and others. He has more than 25 years of experience in crisis management and public safety services at federal, state and local levels. He offers extensive experience in crisis management to include, disaster response and recovery operations, hazard and threat reduction and emergency planning.

In addition to teaching at APUS, Professor Mangeri is also a practitioner providing technical expertise and consultation services to public and private sector clients with an emphasis on local, state and federal homeland security matters, emergency services, disaster recovery operations, and governmental affairs. He has been a volunteer firefighter and emergency medical technician for more than 25 years. He earned the rank of Assistant Chief-Safety Officer, serving as the fire department’s health and safety officer for three years.

For more than 10 years, Professor Mangeri served as New Jersey’s hazard mitigation officer. He administered the state’s Hazard Mitigation Grant, Flood Mitigation Assistance and the Pre-Disaster Mitigation Programs. During the attacks of September 11, 2001, he served as the Operations Chief at the New Jersey Emergency Operations Center coordinating New Jersey’s response to the attacks on the World Trade Center.

Professor Mangeri is very active in his community where he serves as Vice-Chair if the municipal Combined Planning and Zoning Board and is on the city’s Historic Preservation Commission. He remains active as a volunteer firefighter and instructor.

Professor Mangeri earned a Master of Public Administration from Rutgers’s University and is a Certified Public Manager. He is also a certified fire service instructor, Hazardous Materials Technician and has completed a fellowship in Public Health Leadership in Emergency Response sponsored by the Center for Public Health Preparedness at the University of Medicine and Dentistry of New Jersey.

He earned his doctorate in philosophy from the New School. He was a National Endowment for the Humanities Post Doctoral Fellow at Yale University. He has 15 years experience in distance learning as director, faculty member and dean of online learning at Mercy College, New York. In 1990, he was awarded an IBM grant to begin the Mercy College distance learning program. While dean, Mercy College won the Alfred P. Sloan Award for Excellence in Online Learning. McCluskey also worked as a consultant and corporate trainer through the American Management Association. He has presented nationally and internationally on distance learning. He has written many papers on the topic and appeared on PBS and in such publications as the New York Times.

Dr. Powell provides strategic guidance and oversight of curriculum, faculty selection and management, and related academic departments. Dr. Powell also teaches in the Graduate management program. Dr. Powell holds a Doctor of Philosophy in education from George Mason University, with a specialization in organization development and organizational learning.

Dr. Powell has more than 30 years of experience in learning, leadership and executive development, organization performance enhancement, and individual/organizational transformation in education, nonprofit, business, and government settings.

Prior to assuming her position as dean in 2006, Dr. Powell served as the University System’s interim chancellor in 2004 and dean of the school of business, management, and graduate studies in 2005. Dr. Powell first joined the University System’s Board of Trustees while chief learning officer for American Management Systems, a former global business and information technology consulting firm. There, she transformed a traditional training department into a corporate university in less than a year, developed strategic partnerships with universities, designed and implemented an online corporate performance management system, and incorporated online learning into the corporate university.

She also owns and leads Powell and Associates, an organization transformation and executive development consulting firm, though the firm is relatively inactive at this time due to commitments at APUS. Dr. Powell served as an adjunct faculty member at Georgetown University. There, she designed and taught leadership classes for the U.S. Senate, Verizon, and others.
