Community and Enterprise Resources Planning Community and Enterprise Resources Planning and Economic Development Services Weekly List of Planning Applications Registered List of planning applications registered by the Council for the week ending From : - 12/10/2020 To : 16/10/2020 The Planning Weekly List contains details of planning applications and proposals of application notices registered in the previous week. Note to Members: Proposal of application notices A ‘proposal of application notice’ is a notice that must be submitted to the Council, by the developer, at least 12 weeks before they submit an application for a major development. The notice explains what the proposal is and sets out what pre-application consultation they will carry out with the local community. Please note that at this stage, any comments which the public wish to make on such a notice should be made directly to the applicant or agent, not to the Council. If, however, any of the proposals described on the list as being a proposal of application notice raise key issues that you may wish to be considered during their future assessment, please contact the appropriate team leader/area manager within 10 days of the week-ending date at the appropriate area office. Planning applications If you have any queries on any of the applications contained in the list, please contact the appropriate team leader/area manager within 10 days of the week-ending date at the appropriate office. Applications identified as 'Delegated' shall be dealt with under these powers unless more than 5 objections are received. In such cases the application will be referred to an appropriate committee. In addition, a request to refer an application to committee should be directed to the area manager/team leader within 10 days of the week-ending date at the appropriate area office. A Member should only request that a team leader or manager consider referring a delegated application to committee if the Member still has concerns about an application after having discussed the matter with the team leader/area manager. Note for community councils and members of the public: If you wish further information on any planning application included in the list, please contact the case officer dealing with application . Alternatively, you can view the application and associated documents on the Council's website at www.southlanarkshire.gov.uk <http://www.southlanarkshire.gov.uk> Commenting on a planning application If you wish to comment on a planning application, you can do so by email [email protected], or in writing to Planning and Economic Development Services, Montrose House, 154 Montrose Crescent, Hamilton ML3 6LB or on the Council's website at www.southlanarkshire.gov.uk where you can submit comments directly through the application using the 'Search applications' button. Please note that comments can only be submitted via the website for a period of 21 days from when the application is registered. If you wish to make comments after this date, please check with the case officer that the application has not yet been determined. Any comments submitted after this date must be done either by email or letter - you will not be able to use the website. Commenting on a proposal of application notice If you wish to comment on a ‘proposal of application notice’ they should be made directly to the applicant or agent, not to the Council. If an application is subsequently submitted to the Council it will again appear on the weekly list and there will be an opportunity to submit comments to the Council at that time. Background 3.1 The Electoral Administration Act 2006 introduced a duty on all local authorities to review their Polling Districts and Polling Places at least once every four years. South Lanarkshire Council’s first review was completed in 2007 and the second in 2010. The Electoral Registration and Administration Act 2013 introduced a new provision altering the timing of compulsory reviews to the period of 16 months beginning with 1 October 2013 and every fifth year after that ie commencing 1 October 2018. 3.2 The aim of the Review is to ensure that every elector in South Lanarkshire has such reasonable facilities for voting as are practicable in the circumstances and so far as is reasonable and practicable, the polling places are accessible for all electors including those who are disabled. 3.3 The South Lanarkshire Council Review Consultation process ran in 2 stages:- Stage 1 Invites your comments on the current Thursday 11 October 2018 – Polling Districts and Polling Places Thursday 8 November 2018 Stage 2 Invites your comments on draft Thursday 15 November 2018 – proposals and the Returning Officer’s Thursday 22 November 2018 representations 3.4 As part of the review, elected members, MSPs, MPs, MEPs, political parties, neighbouring local authorities, community councils, electoral partners and various disability and minority groups were consulted.

    Boundary Commission for Scotland BCS Paper 2016/23 2018 Review of UK Parliament Constituencies Constituency considerations for South Lanarkshire, North Lanarkshire and Dumfries and Galloway council areas Action required 1. The Commission is invited to consider alternative designs of constituencies for South Lanarkshire, North Lanarkshire and Dumfries and Galloway council areas in furtherance of its 2018 Review of UK Parliament constituencies. Background 2. On 24 February 2016, the Commission began its 2018 Review of UK Parliament constituencies with a view to making its recommendations by October 2018 in tandem with the other UK parliamentary boundary commissions. 3. The review is being undertaken in compliance with the Parliamentary Constituencies Act 1986, as amended. The Act stipulates a UK electoral quota of 74,769.2 electors and use of the parliamentary electorate figures from the December 2015 Electoral Register. The 5% electorate limits in the Act correspond to an electorate of no less than 71,031 and no more than 78,507. 4. The Act requires the Commission to recommend the name, extent and designation of constituencies in Scotland, of which there are to be 53 in total. 2 Scottish constituencies are prescribed in the Act: Orkney and Shetland Islands constituency and Western Isles constituency. 5. The Act provides some discretion in the extent of the Commission’s regard to the size, shape and accessibility of constituencies, existing constituencies and the breaking of local ties. As this review is considered to be the first following enactment of the legislation (the 6th Review was ended before completion in 2013 following enactment of the Electoral Registration and Administration Act 2013) the Commission need not have regard to the inconveniences attendant on changes to constituencies.
