By:AAEdwards H.R.ANo.A2365 RESOLUTION 1 WHEREAS, Dr. Ben Raimer has long been a valued supporter of 2 Juneteenth festivities in Galveston; and 3 WHEREAS, An official state holiday since 1980, Juneteenth 4 celebrates an important milestone in human rights in Texas, the 5 first reading of the Emancipation Proclamation in Galveston on June 6 19, 1865, by Union general Gordon Granger, which freed the 250,000 7 slaves in Texas at the end of the Civil War; and 8 WHEREAS, Dr. Raimer is a board-certified pediatrician and the 9 senior vice president for health policy and legislative affairs at 10 The University of Texas Medical Branch in Galveston; a leading 11 member of his profession, he has also distinguished himself through 12 his engagement in a number of community organizations and 13 activities; and 14 WHEREAS, Through the years, this public-spirited citizen has 15 given generously of his time and resources to benefit numerous 16 Juneteenth events in Galveston; a sponsor and participant in the 17 annual Juneteenth Banquet for many years, Dr. Raimer has also made 18 possible the Galveston Ashton Villa Juneteenth Monument Lighting 19 Project, and he hosted a meeting of the Texas Emancipation 20 Juneteenth Cultural and Historical Commission at the Sealy Mansion 21 in Galveston several years ago; and 22 WHEREAS, The support of this distinguished physician, 23 administrator, and community leader of this important annual 24 observance has helped to keep the spirit of Juneteenth alive in the 81R32580 JGH-D 1 H.R.ANo.A2365 1 city of its origin; now, therefore, be it 2 RESOLVED, That the House of Representatives of the 81st Texas 3 Legislature hereby commend Dr. Ben Raimer for his ongoing support 4 of Juneteenth activities in Galveston and extend to him sincere 5 best wishes for continued success and happiness; and, be it further 6 RESOLVED, That an official copy of this resolution be 7 prepared for Dr. Raimer as an expression of high regard by the Texas 8 House of Representatives. 2.

1877 Tall Ship Elissa The tall ship was built in 1877 in Scotland and now stands in Galveston Harbor at Pier 21. It is the “Ofcial Tall Ship of Texas.” Mardi Gras Arch Galveston is home to the third largest Mardi Gras celebration in the country. The city’s ofcial Mardi Gras arch stays up all year in front of The Tremont House hotel. Cruising from Galveston The Port of Galveston is the fourth busiest cruise port in the country. Historic Downtown Galveston’s historic downtown includes 70 city blocks and features 19th-century buildings. Here, you can visit restaurants, shops, museums, art galleries and theaters. Moody Gardens An aquarium, rainforest and a 3D movie theater are some of the attractions found at Moody Gardens. Historic Pleasure Pier The Galveston Island Historic Pleasure Pier is located where a similar amusement park pier stood from 1943 until 1961. Kemp's Ridley Turtles Kemp’s ridley turtles are the smallest of all the sea turtle species and can be found nesting on Galveston’s beaches. Galveston Harbor Galveston Bay is home to bottlenose dolphins. They often follow commercial fshing boats in hopes of catching a meal. Old Red Medical Museum The frst medical school in Texas was built in Galveston in 1891. The original building, known as “Old Red,” is now a medical museum. Sacred Heart Church The original Sacred Heart Church was built in the late 1800s but was destroyed by the Great Storm of 1900. The church that stands in its place today was built in 1903. 1900 Storm Memorial This bronze statue stands in memory of the more than 6,000 people who lost their lives during the 1900 hurricane.

Environmental Assessment for Houston Optimization of Airspace and Procedues in the Metroplex Appendix I INVENTORY OF HISTORIC SITES AND NOISE EXPOSURE This appendix documents the inventory of historical resources identified for the Houston Optimization of Airspace Procedures in the Metroplex (OAPM) Environmental Assessment. Included are those historical sites previously catalogued and any new changes since the previous inventory on July 25th, 2012. This appendix also presents noise exposure values for all inventoried sites. I.1.1 Inventory The inventory list is composed of all identified Historic Places and Historic Districts within the Houston OAPM EA primary study area, for either of the following two sources: • The National Historic Register o Downloaded July 3, 2012 from http://nrhp.focus.nps.gov/natreg/docs/Download.html • Texas Historical Commission o Downloaded March 7, 2012 from ftp://ftp.thc.state.tx.us/ The two data sources overlap and most resources appear in both data sets. Where information was available from both sources, information from the Texas Historical Commission was used. Names are as they appear in the original source. Juneteenth 2020
JUNETEENTH 2020 WHEREAS, on June 19, 1865, Union Army General Gordon Granger landed at Galveston Island, Texas with approximately 2000 troops; the Civil War had ended the previous month and these Union forces were tasked with taking control of Texas and enforcing the Emancipation Proclamation; and WHEREAS, that same day, on the balcony of Ashton Villa, General Granger read his General Order Number 3 which stated, “The people of Texas are informed that, in accordance with a proclamation from the Executive of the United States, all slaves are free. This involves an absolute equality of personal rights and rights of property between former masters and slaves;” and WHEREAS, the Emancipation Proclamation had been signed by President Abraham Lincoln on September 22, 1862, but the slaves in Texas were unaware of it until being told by General Granger; reaction to the news ranged from shock to jubilation, and the freed slaves took to the streets to celebrate; and WHEREAS, in the years that followed, June 19th was commemorated by the holiday of Juneteenth; and WHEREAS, on January 1, 1980, Texas became the first state to recognize Juneteenth as a state holiday, and many states followed; on August 23, 2007, North Carolina approved Session Law 2007-450, “An Act Recognizing Juneteenth National Freedom Day in North Carolina;” and WHEREAS, in 2020, Juneteenth will be observed at a time when people throughout the United States are engaged in civic actions to address the inequities with which our nation struggles; recent events have clearly illustrated the injustices faced by people of color, the violence that is unduly inflicted, and the stark discrepancies that continue to characterize our society; and WHEREAS, the “absolute equality of rights” which General Granger spoke of on June 19, 1865 is still an unmet aspiration in the United States; on June 19, 2020, let us honor our history through an honest reflection on our nation’s past, and redouble our efforts to achieve the goals for which so many have struggled for so long.

According to an article by the Galveston Island Conventi- on And Visitors Bureau Juneteenth’s official date is June 19. This was the date when, in 1865, enslaved people were freed after Abraham Lincoln’s Emancipation Proc- lamation was “read on a harbor pier in Galveston.” The freeing of the slaves and the reading of the proclamation took place more than two years after Lincoln had signed the proclamation into effect and, in 1980, Juneteenth was declared an official state holiday. According to the GICVB the event is now celebrated by 40 states all around the country. Parades, festivals, picnics, concerts, exhibits and more mark the occasion which changed the lives of individuals across the state. Although the official date of Juneteenth isn’t until Monday, events celebrating and honoring the occasion begin as early as today, Wednesday. Today morning, from 8:30am-noon, children between the ages of six and 18 will be able to attend an event hosted by the Galves- ton Historical Foundation’s African American Heritage Committee. The event will include information about the Underground Railroad, a coded quilts exhibit and musical veston will be hosting “An Evening With Dr. Eddie Glau- Then, at 7:00pm starting at 17th and Strand streets in performance. McComb, Professor of History Colorado State UniversitY Foresight Built the Rosenberg Library's Archives Casey Greene The Rosenberg Lib rary in Galveston has long been recogn rzed, for its significant historical collection$. In 1923, the Southwestern His- torical Quarterly called them "a veritable treasure, undoubtedly the most important in the State except those at Austin."r Today, they constitute the core of the Galveston and Texas History Center, one of the Library's most prestigious departments. The genesis of this collection predates the opening of the Rosenberg Library's building to the public in 1904. On August 3, lB7 l, some twelve men founded the Galveston Historical Society, adopting the constitution and by-laws of the New York Historical Society. They sought to acquire and preserve papers, maps, and artifacts "that may serve to illustrate the general history of Texas, and of localities and events therein."2 The founders had the foresight to reco gnize the value of documentary materials that would likely have been lost or destroyed in later years. By 1875, they had collected a variety of papers, including those of Lorenzo de Zavala, the first vice president of the Republic of Texas; those of merchant and land agent James Morgan, as well as a narrative of the Mier Expedition by Joseph D. McCutchan.3 The Galveston His- torical Society engaged in periods of activity followed by inactivity. In 1895, it reorganized as the Texas Historical Society, which aimed to acquire and preserve archival materials and artifacts relating to Texas history.

Memorandum To: Galveston Community Recovery Committee From: Betty Massey Date: August 25, 2009 Re: Update The summer has simply flown by. It has been nearly three months since the last update, so let me share with you a few of the things that are happening with regard to our recovery projects… The University of Texas Medical Branch and the Galveston Economic Development Partnership are restoring the Custom House on The Strand as a Bio-Tech Business Incubator using a $10 million EDA grant. The Galveston Chamber of Commerce is developing a Business Incubator in the Commerce Building at the corner of 25th and Church Streets. The Park Board of Trustees is developing elements of the Tourism Master Plan including locating property for a Galveston Visitor Center. Thanks to a $1 million gift from Frito-Lay, the Seawall Committee is working with a design team to develop the Fort Crockett Park area as the “center piece” of Seawall redevelopment. The Historic Downtown Strand Seaport Partnership is close to completing the first phase of the Downtown Redevelopment Plan. The East End Lagoon Nature Park and Preserve, coordinated by the Galveston Island Nature Tourism Council and the City of Galveston, has hired its design professional. A sports stadium is under consideration by Galveston Independent School District with the likelihood that funding will be considered by voters no later than May 2010. The Port Improvement Project has a new chair, Bill McMullen, and is beginning its work. The City allocated funds in its first round of CDBG disaster funds to complete the Comprehensive Plan and overhaul land use and zoning ordinances addressing many of the issues raised in environmental projects.
