Legislative findings and purpose. The legislature finds the 2 New York state parks, and natural and cultural lands under state manage- 3 ment which began with the Niagara Reservation in 1885 embrace unique, 4 superlative and significant resources. They constitute a major source of 5 pride, inspiration and enjoyment of the people of the state, and have 6 gained international recognition and acclaim. 7 Establishment of the State Council of Parks by the legislature in 1924 8 was an act that created the first unified state parks system in the 9 country. By this act and other means the legislature and the people of 10 the state have repeatedly expressed their desire that the natural and 11 cultural state park resources of the state be accorded the highest 12 degree of protection. -

Although it is based on the U.S. Fish and Wildlife Service's National Wetlands Inventory (NWI), tlus booklet would not have been produced without the support and cooperation of the U.S. Environmental Protection Agency (EPA). Patrick Pergola served as project coordinator for the wetlands inventory and Dan Montella was project coordinator for the preparation of this booklet. Ralph Tiner coordi nated the effort for the U.S. Fish and Wildlife Service (FWS). Data compiled from the NWI serve as the foun dation for much of this report. Information on the wetland status for this area is the result of hard work by photointerpreters, mainly Irene Huber (University of Massachusetts) with assistance from D avid Foulis and Todd Nuerminger. Glenn Smith (FWS) provided quality control of the interpreted aerial photographs and draft maps and collected field data on wetland communities. Tim Post (N.Y. State D epartment of Environmental Conservation), John Swords (FWS), James Schaberl and Chris Martin (National Park Ser vice) assisted in the field and the review of draft maps. Among other FWS staff contributing to this effort were Kurt Snider, Greg Pipkin, Kevin Bon, Becky Stanley, and Matt Starr. Warm Mineral Springs Focal Area Conceptual Design for Freshwater Restoration
WARM MINERAL SPRINGS FOCAL AREA CONCEPTUAL DESIGN FOR FRESHWATER RESTORATION Final Report 5 November 2012 Steven J. Herrington, Ph.D. Director of Freshwater Conservation The Nature Conservancy, Florida Chapter FWC Agreement Number: 11043 1 ABSTRACT The Warm Mineral Springs Focal Area is considered the most important winter refuge site for the Florida manatee (Trichechus manatus latirostris) in the southern portion of its range in the Gulf of Mexico in Florida. However, natural resource managers are concerned that historical and current alterations of Warm Mineral Springs, Warm Mineral Springs Creek, and Salt Creek may reduce access and degrade habitat quality for Florida manatees in the system. The objectives of this study were to conduct a watershed assessment for river stability and sediment supply and develop conceptual designs for restoring the ecological condition, fluvial geomorphology, and habitat quality and accessibility for Florida manatees in the Warm Mineral Springs Focal Area. Historical and current land use alteration and management, bank erosion and excessive sedimentation, and invasive riparian plant species were identified as the primary factors degrading the focal area. Five project areas were defined for restoration, including Project 1: Bank Stabilization of the Warm Mineral Springs Pool at the Warm Mineral Springs Resort and Day Spa; Project 2: Bank Stabilization and Channel Restoration of Warm Mineral Springs Creek at the Warm Mineral Springs Resort and Day Spa; Project 3: Stream Channel Restoration of Warm Mineral Springs Creek; Project 4: Riparian Corridor Restoration for Optimizing Manatee Winter Refuge Habitat in Warm Mineral Springs Creek; and Project 5: Stream Channel Restoration of Salt Creek. Restoration can be implemented at these sites either independently or concomitantly. -

The production of mineral waters for 1889 from 258 springs was 12,780,471 gallons, valued at $1,748,458. This was an increase of 3,201,823 gallons, and the increase in the value of the product was $09,156. For 1890 the total number of springs was increased to 273, and of this number 220 springs have reported their sales, which amounted to 12,215,187 gallons, valued at $2,493,948. If for the 53 springs delin- quent at the time of making up this report we estimate the product and value at the same as given for 1889, we would have a total produc- tion of 15,691,650 gallons, with a valuation of $2,839,223. In the tables, however, the delinquent springs have been estimated at a little less than one-lialf the figures of 1889, giving for the totals the following figures: 13,907,418 gallons, with a value of $2,600,750. -

28390_00_cover.qxd 1/16/09 4:03 PM Page 1 Summary of Content The geologic past of Florida is mostly out of sight with its maximum elevation at only ~105 m (in the panhandle) and much of south Florida is virtually flat. The surface of Florida is dominated by subtle shorelines from previous sea-level high-stands, karst-generated lakes, and small river drainage basins What we see are modern geologic (and biologic) environments, some that are world famous such as the Everglades, the coral reefs, and the beaches. But, where did all of this come from? Does Florida have a geologic history other than the usual mantra about having been “derived from the sea”? If so, what events of the geologic past converged to produce the Florida we see today? Toanswer these questions, this module has two objectives: (1) to provide a rapid transit through geologic time to describe the key events of Florida’s past emphasizing processes, and (2) to present the high-profile modern geologic features in Florida that have made the State a world-class destination for visitors. About the Author Albert C. Hine is the Associate Dean and Professor in the College of Marine Science at the University of South Florida. He earned his A.B. from Dartmouth College; M.S. from the University of Massachusetts, Amherst; and Ph.D. from the University of South Carolina, Columbia—all in the geological sciences. Dr. Hine is a broadly-trained geological oceanographer who has addressed sedimentary geology and stratigraphy problems from the estuarine system out to the base of slope.
