Major changes to draws will be notified via fax and email. 1. All games to be played under the official FIBA rules and the Bylaws of Auckland Secondary Schools Basketball Association (refer to ASSB handbook) and ASSHA, except as stated otherwise in these rules. 2. ENTRY: • All schools entered in this competition must be financial members of ASSHA and affiliated to ASSB. • The top six teams from the previous year may remain in the competition, provided that they are competitive. The team placed 8 th at the end of the competition, is automatically relegated to the next level of competition, and that the top qualifier, or the next best ranked team, from the Open Grade Greater Auckland Basketball Tournament, is promoted automatically to the Premier League competition. The Premier League team placed 7 th is challenged for a position by the second best ranked team, or the next best ranked team after that, in the Open Grade Greater Auckland Basketball Tournament. This challenge match is to occur in the year of competition, prior to the start of the new season. The winner of the match would qualify to the Premier League. The teams that seek promotion to the Premier League must fulfil other entry criteria set out in Bylaw 4 or ASSB handbook. • All teams are to submit Premier Registrations 1 week before the season begins; register via www.asbcollegesport.co.nz. For other conditions of entry refer to the bylaws in the ASSB Handbook. 3. PLAYER ELIGIBILITY: Amended 2008 • U15, U17: age at 31 st December in the year of competition (as per BBNZ age groups). • U19, Open & Premier grades: age at 1 st January in the year of competition (as per ASSHA age eligibility). Eligibility bylaws as outlined in the ASSB Handbook and Premier Team Sports by-laws (available via www.asbcollegesport.co.nz) apply to this competition. 4. PLAYER REGISTRATION: Refer to ASSB Bylaw on Player Registration. The following points are additional: 4.1 Schools are to ensure all their players have BBNZ registration numbers (available from your local association); the Premier League controller does not provide these (as per 2005 AGM). These are to be recorded on every score sheet. 4.2 Late registration of players: Schools wishing to register players during the season should do so via the official process, before their first game not withstanding the transfer restrictions outlined in ASSB Bylaw 3. Go to www.asbcollegesport.co.nz (general information) for all late registration player information. 4.3 Confirmation of registration may be requested by the ASSB Premier League controller on request at game venues or on other occasions when required. 4.4 See current ASSHA Bylaws for player eligibility. 4.5 Teams in the Premier League are to rank their top 8 players based on ability. Players who are registered in the Premier League and on their registration list that are in places 1-8 may play in the Premier League and either U15 or U17. Those listed in places 9-20 may be registered and play in both Premier and one other grade e.g. Premier and Open grade (or U19 grade if the school does not have an Open grade team) or Premier and either U15 or U17. 5. PLAYERS: 5.1 Any junior player (i.e. U15 or U17) may play in one other team in a higher grade per week provided always that they are registered in no more than two teams. (Note: ASSB would prefer that U15 players did not play for U17 team except in emergency). 5.2 Teams in the Premier League are to rank their top 8 players based on ability. Players who are registered in the Premier League and on their registration list that are in places 1-8 may play in the Premier League and either U15 or U17. Those listed in places 9-20 may be registered and play in both Premier and one other grade e.g. Premier and Open grade (or U19 grade if the school does not have an Open grade team) or Premier and either U15 or U17. 5.3 An U19 player may play two games for the Open grade team. If a player plays more than two, he/she will remain as an Open grade player and cannot revert to the U19 grade. Also a student in the Open grade team cannot play for the U19 grade team i.e. higher grade player cannot play for a lower grade team. 6. SCORE SHEETS: These are to be filled in 10 minutes prior to the start of the game. Full names (first & last) are required on the sheet and BBNZ registration numbers; please print clearly. 7. GAME TIME: The game will consist of 4 periods of 10 minutes stop clock, with a 2 minute interval between the first and second period, a 5 minute half time, and a 2 minute interval between the third and fourth period. Should extra time be necessary it will be periods of 5 minutes with a 2 minute interval between periods if required. The shot clock will run for 24 secs. Coaches may request timeouts as follows: • Two time outs in 1 st ½ of the game • Two time outs in 2 nd ½ of the game Timeouts can take place at any time. All timeouts are for 1 minute. 8. POINTS: Win = 3 points Loss = 1 points Win by default = 3 points (20 - 0 score) Loss by default = 0 points (0 - 20 score) Draw = a draw is not possible, play an extra 5 minutes. 9. LATE ARRIVAL: Any team failing to field at least four players on court ready to play within 15 minutes after the appointed start time shall default the game. The penalty is a 0 – 20 score loss. 10. DEFAULTS: Any team not able to play the scheduled game must notify both the opposition and the Premier League Controller at least 24 hours in advance (by midday on the day of play). Failure to do so will result in a $50 penalty, to cover the cost of referees. The opposing team will be awarded 3 points (20 - 0 score). 11 . RESULTS: It is the floor controller’s responsibility to send the official Score Sheets and the Game Report to the Premier League Controller; however it is all team’s responsibilities to ensure that the score sheet is sent in and results are updated and accurate on College Sport website; www.asbcollegesport.co.nz. Corrections to results will not be accepted within 5 working days of a semi finals or finals match. The final results for the 2011 competition will be produced at the Auckland Secondary Schools Basketball AGM. Unless any issues are raised at the AGM or in the following week, these are the results that will be used for the promotion/ relegation for the following year’s season. 12 . GRADE PLACING AND SEEDINGS WILL BE DETERMINED BY: 1. Teams shall be classified according to their win loss records; see point 8 above for point’s breakdown. 2. If there are two teams in the classification with equal points, the result(s) of the game(s) between the two teams involved will be used to determine the placing’s. 3. If the points and the goal average in the games between the two teams are still the same, the classification will be determined by the goal average of all the games played in the group by each team. 4. If more than two teams are equal in the placing, a second classification will be established, taking into account only the results of the games between the teams that are tied. 5. If there are still teams tied after the second classification, then goal average will be used to determine the placing, taking into account only the results of the games between the teams still tied. 6. If there are still teams tied, the placing will be determined using the goal average from the results of all their games played in the group. 7. If, at any stage, using the above criteria, a multiple team tie is reduced to a tie involving only two teams, the procedure in 1 and 2 above will be applied.
