Greenwood Cemetery Burials Index Index compiled by members of the Twin Ports Genealogical Society, Duluth, Minnesota, completed July 2012. Sources: S3746 Cook Home records, Northeast Minnesota Historical Center, University of Minnesota Duluth Library Death records, St. Louis County Courthouse, Duluth, Minnesota Historical Sketch Minnesota law effective March 4, 1864, made mandatory counties’ provision of a poor farm or a suitable substitute to care for the aged and infirm in need of such care. In St. Louis County, people without resources could only get assistance if they were located at the Poor Farm. March 15, 1877, St. Louis County Commissioners hired John Lindbeck "to rent and operate the County Poor House and Farm for one year, and to take full charge and board all paupers given in his charge for the sum of $50 plus $10/month for each pauper in his charge." Charles Stromberg, Alexander McLennan, Chas A. Banks, Alex M. Poirier and others were later overseers. In 1882, five people plus staff lived at the 160 acre farm that had a 200 person capacity. The 1883 county financial statement gave County Poor Fund expenses of $4,859.60. The deceased were buried at area cemeteries. Minnesota 1887 law authorized county commissioners to appoint a county superintendent of the poor. On February 5, 1887, the commissioners approved a superintendent and pay of not more than $1,200 per year and report cases of need to them. Land deeds from 1888, 1889, and 1895 showed the Poor Farm occupied portions of the northwest quarter of section 16 of T50R14W owned by the Board of County Commissioners. In 1895, a three-member St. Louis County Poor Commission was established. December 13, 1896, Evans and Grandy’s bond for erecting a mortuary vault at the poor farm for $2,609 was approved by the board. The name "Cook Home" replaced Poor Farm in 1934 as a tribute to Arthur P. Cook, secretary to the Poor Commission. The highest Cook Home population was 612 in February 1934. In 1947, the Poor Commission restructured as a five-member St. Louis County Welfare Board (included two commissioners). Minnesota Department of Human Services licensed Cook Home in 1951 as a nursing home for the aged and infirm of St. Louis County admitted on referral from the Minnesota Human Services Department. Four acres were used as a cemetery from 1890. In 1896, a five acre cemetery was identified and a vault constructed. The Greenwood Cemetery burials date from February 22, 1890-July 1, 1947. The use of the name Greenwood Cemetery was found in 1901. There were 4,768 burials (fewer burials than people). Livestock was kept and farming operations continued until the early 1970's. The site in the 1980s comprised about 144 acres. The original 1902 main building was razed in February 1987. The original barn and the burial vault still stand. Burial locations for individuals cannot be verified. In 2012 Greenwood Cemetery was officially declared an inactive and historical cemetery.     Sex Trafficking in the Twin Ports Sex Trafficking in the Twin Ports Terri Hom, Social Work Dr. Monica Roth Day, Department of Human Behavior and Diversity ABSTRACT More than 600 Minnesota women and children were trafficked over a three year period and more than half from one minority group (LaFave, 2009). Specific services need to be available for victims of sex trafficking in the Twin Ports. This study explored whether there are services available for victims of sex trafficking. The research showed that sex trafficking is a growing problem and that sex trafficking victims could be supported by improving or implementing services. This information can be provided to Twin Ports agencies to determine additional services or changes in current services to support victims of sex trafficking. Introduction Problem Statement This study was a needs assessment of services available to victims of sex trafficking in the Twin Ports (Duluth, Minnesota and Superior, Wisconsin). The intent was to determine if services exist for sex trafficking victims. A study done by The Advocates for Human Rights a non-profit organization, showed that more than 600 Minnesota women and children were trafficked over a three year period and more than half from one minority group (LaFave, 2009). The devastating effects on sex trafficking victims are immediate and long term and thus specific services are required for support and rehabilitation. These services have not been found to be prominent in human service organizations. The research question asked was “What services are available for victims of sex trafficking in the Twin Ports?” to determine if services are offered in the Duluth, Minnesota and Superior, Wisconsin urban area.

    Comprehensive Operations Analysis Existing Conditions Summary February 2021 Presented to Duluth Transit Authority Prepared by Connetics Transportation Group 1.0 Introduction In August 2020, the Duluth Transit Authority (DTA) engaged Connetics Transportation Group (CTG) to conduct a Comprehensive Operations Analysis (COA) of their fixed-route transit system. This technical memorandum presents the methodology and findings of the existing conditions analysis for the COA. The COA is structured around five distinct phases, with the existing conditions analysis representing Phase 2 of the process. The following outlines each anticipated phase of the COA with corresponding objectives: Phase 1 Guiding Principles: Determines the elements and strategies that guide the COA process. Phase 2 Existing Conditions: Review and assess the regional markets and existing DTA service. Phase 3 Identify and Evaluate Alternatives: Create service delivery concepts for the future DTA network. Phase 4 Finalize Recommended Network: Select a final recommended network for implementation. Phase 5 Implementation and Scheduling Plan: Create a plan to executive service changes and implement the recommended network. The DTA provides transit service to the Twin Ports region, primarily in and around the cities of Duluth, Minnesota and Superior, Wisconsin. In August 2020, CTG worked with DTA staff and members of a technical advisory group (TAG) to complete Phase 1 of the COA (Guiding Principles). This phase helped inform CTG of the DTA and TAG member expectations for the COA process and desired outcomes of the study. They expect the COA process to result in a network that efficiently deploys resources and receives buy-in from the community. The desired outcomes include a recommended transit network that is attractive to Twin Port’s residents, improves the passenger experience, improves access to opportunity, is equitable, is resilient, and is easy to scale when opportunity arises.

Hartman offered what he believed to be constructive criticism and referenced a critique which he had mailed to ARRC members. Areas of disagreement included 10.8(3) which requires approval of the plan modifications and addenda by the Division prior to im­ plementation.
