This addendum to the report of the Special Rapporteur on the human rights aspects of the victims of trafficking in persons, especially women and children contains, on a country by country basis, summaries of urgent appeals and letters of allegation sent from 1 January 2006 to 31 December 2006 by the Special Rapporteur to Governments on individual cases and general situations of concern to her. It also includes summaries of Government replies received from 1 January 2006 to 31 January 2007. Government replies received after 31 December 2006 will be included in the next report of the Special Rapporteur to the Human Rights Council. 2. Statistics on the number of communications sent and Government replies received, the number of joint urgent appeals and letters of allegations sent, the number of communications sent by geographical region, and the number of joint communications sent with different mandate holders, are represented in tables in the next section of the report. 3. The Special Rapporteur identifies individual cases and general situations of concern to her mandate with reference to the definition of trafficking in persons contained in the Protocol to Prevent, Suppress and Punish Trafficking in Persons, Especially Women and Children, supplementing the United Nations Convention against Transnational Organized Crime (Trafficking Protocol). Article 3 of the Protocol defines trafficking in persons as follows: For the purposes of this Protocol: (a) “Trafficking in persons” shall mean the recruitment, transportation, transfer, harbouring or receipt of persons, by means of the threat or use of force or other forms of coercion, of abduction, of fraud, of deception, of the abuse of power or of a position of vulnerability or of the giving or receiving of payments or benefits to achieve the consent of a person having control over another person, for the purpose of exploitation. Exploitation shall include, at a minimum, the exploitation of the prostitution of others or other forms of sexual exploitation, forced labour or services, slavery or practices similar to slavery, servitude or the removal of organs; (b) The consent of a victim of trafficking in persons to the intended exploitation set forth in subparagraph (a) of this article shall be irrelevant where any of the means set forth in subparagraph (a) have been used; (c) The recruitment, transportation, trans, harbouring or receipt of a child for the purpose of exploitation shall be considered “trafficking in persons” even if this does not involve any of the means set forth in subparagraph (a) of this article; (d) “Child” shall mean any person under eighteen years of age. 4. The Special Rapporteur acts on information she receives from victims directly, from individuals acting on behalf of the victims, from non-governmental organisations (NGOs), as A/HRC/4/23/ Add.1 Page 4 well as United Nations bodies. She recalls that in transmitting urgent appeals and letters of allegations, she does not make any judgement concerning the merits of the cases, nor does she necessarily support the opinions and activities of the persons on behalf of whom she intervenes. 5. All of the Special Rapporteur’s communications were sent jointly with the Special Rapporteur on the sale of children, child prostitution and child pornography, the Special Rapporteur on violence against women, its causes and consequences, the Special Rapporteur on the human rights of migrants, as well as with the Special Rapporteur on the independence of judges and lawyers, the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment and the Special Representative of the Secretary-General on the situation of human rights defenders. As of 31 December 2006, the Special Rapporteur had sent 27 communications and as of 31 January 2007 she had received 14 replies from concerned Governments. She expresses her appreciation for the 14 timely replies, but regrets that 13 Governments failed entirely to respond and that some of those Governments that did respond did so only selectively. The Special Rapporteur will send reminders to those Governments who are still to respond to her communications, as well as follow-up letters to those Governments who the Special Rapporteur deems have provided insufficient information in their replies or from whom she wishes to obtain further clarifications on the relevant concerns raised. 6. The communications sent within this reporting period concerned mainly women and children, but also to a lesser extent men. Communications regarding men concerned trafficking for purposes of forced labour, particularly in factories, ranching, deforestation, agriculture, logging and charcoal production. Trafficking of women mainly concerned trafficking for forced labour, particularly in factories and domestic work, and also trafficking for forced marriage and for purposes of sexual exploitation including in conditions of slavery and debt bondage. Trafficking of children concerned situations of forced labour in quarries, agricultural plantations and domestic work, as well as forced begging; cases regarding children also concerned sexual exploitation. A number of communications also addressed factors that cause or exacerbate trafficking in persons such as corruption, unemployment, situations of conflict, human rights violations, discrimination, poverty, lack of access to education, discriminatory norms and policies as well as inadequate labour laws, particularly vis-à-vis migrant workers. 7. For reasons of confidentiality, privacy and protection, the names of individual victims appear in initials in this report; the full names were, however, provided in the actual letters sent to Governments. The Special Rapporteur has also used initials for certain other persons concerned in order to minimise the risk of possible further victimization in their regard. Moreover, with a view to preserve the presumption of innocence, the same procedure has been adopted by the Special Rapporteur with regards to alleged perpetrators. A/HRC/4/23/Add.1 Page 5 A. Globalization and the expansion of free market capitalism have increased these factors, leading to a dramatic increase in sex trafficking.     1 Prostitution, the Sex Trade, and the COVID-19 Pandemic by Melissa Farley [1] Logos - a journal of modern society & culture Spring 2020 Volume 19 #1 The COVID-19 pandemic has had immediate and severe impacts on women in the sex trade who are already among the most vulnerable women on the planet. Because of quarantines, social distancing, governments’ neglect of the poor, systemic racism in all walks of life including healthcare, failure to protect children from abuse, and the predation of sex buyers and pimps – the coronavirus pandemic threatens already-marginalized women’s ability to survive. Even before the pandemic, sex buyers and pimps inflicted more sexual violence on women in the sex trade than any other group of women who have been studied by researchers (Hunter, 1994; Farley, 2017). The greater the poverty, the greater the likelihood of violent exploitation in the sex trade, as noted 26 years ago by Dutch researcher Ine Vanwesenbeeck (1994). This article will discuss the impact of COVID-19 as it increases harms resulting from the poverty and violent exploitation of prostitution, an oppressive institution built on foundations of sexism and racism. Women in the sex trade are in harm’s way for many reasons including a lack of food, shelter, and healthcare, all of which increase their risk of contracting COVID19. Understanding what it’s like to be anxious about access to food and shelter is key to understanding the risks taken by people in prostitution. Knowing they were risking their lives, many women prostituted during the pandemic. “Poverty will kill us before the coronavirus,” said an Indian woman in prostitution (Dutt, 2020).

Located in the dining room (triclinium) of a wealthy Roman villa, the pavement, which contains five remarkably preserved panels depicting famous scenes from Greco-Roman mythology, is simply stunning in its artistic quality and scope. Constructed during the fourth century CE, the floor is a reflection of the considerable pros- perity of late Roman Cyprus and a window into the private world of a confident Mediterranean elite.2 Yet if the magnificence of the mosaic program has been conceded by all, its interpretation has proven more controversial. Although the scenes themselves are easily identifiable, being explicitly labeled by the artist, their meaning has been vigorously debated.3 Indeed, several prominent scholars, including the head exca- vator of the villa, W. A. Daszewski, have noticed an unsettling pattern in the layout of the panels.4 When read as part of a continuous sequence, the thematic content of these pagan scenes seems to mirror, in exact order, key scenes from the life of Jesus as depicted in the canonical Christian Gospels.

There is no pro-sex-trafficking position any more than there is a public pro-slavery position for labor these days. The only issue is defining these terms so nothing anyone wants to defend is covered. It is hard to find overt defenders of inequality either, even as its legal definition is also largely shaped by existing practices the powerful want to keep. Prostitution is not like this. Some people are for it; they affirmatively support it. Many more regard it as politically correct to tolerate and oppose doing anything effective about it. Most assume that, if not exactly desirable, prostitution is necessary or inevitable and harmless. These views of prostitu- tion lie beneath and surround any debate on sex trafficking, whether prosti- tution is distinguished from trafficking or seen as indistinguishable from it, whether seen as a form of sexual freedom or understood as its ultimate de- nial. The debate on the underlying reality, and its relation to inequality, intensifies whenever doing anything effective about either prostitution or trafficking is considered.

    Getting to Zero Global Social Work Responds to Responds Work Global Social Social workers in all parts of the world have been responding to the unique challenges of HIV since the earliest days of the epidemic. HIV was, and remains, a social challenge as much as a biomedical challenge. Social work researchers and practitioners, laboratory scientists and medical practitioners, policy-makers and funders, together with people living with HIV, at risk of contracting HIV and affected by HIV, must work in close partnership with each other to develop and deliver effective, compassionate, accessible and appropriate HIV prevention, treatment, care and support services. In this publication, 18 contributions by social workers, social work researchers and academics document some of the innovative work they are doing so that those responses can be adapted in other places and communities around the world to contribute towards ending the AIDS epidemic by 2030. In all countries, key populations include people living with HIV. In most settings, men who have sex with men, transgender persons, people who inject drugs, sex workers and their clients, and seronegative partners in serodiscordant couples are at higher risk of HIV exposure to HIV than other people. Th ere is a strong link between various kinds of mobility and heightened risk of HIV exposure, depending on the reason for mobility and the extent to which people are outside their social context and norms.
