Build a separate toilet and swimmer/ changing room block at Otaki. The 1960 shack is a disgrace - but this council can spend $2.86million for a gateway for non-existent tourists but locals have to pee on the beach. Keep the historic pavilion. Do not destroy it. What will KCDC do? Demolish the pavilion, put a single self cleaning wc on the site.
