Gauhati University Inter College Youth Festival Central Zone, 2018 GAUHATI UNIVERSITY INTER COLLEGE YOUTH FESTIVAL CENTRAL ZONE, 2018 Organised By: Sonapur College, Sonapur, Kamrup (M), Assam: 782402 Dates: 28th, 29th and 30th June 2018 Sonapur College, Sonapur successfully hold the Gauhati University Inter College Youth Festival Central Zone, 2018, with three day long programme from June 28 to 30. Altogether 419 competitors of twenty seven colleges of the zone, comprises of Kamrup. Kamrum (M) and the Morigaon District, had participated in the festival where competitions were held for 35 different events of music, dance, theatre, literary activities and fine arts. The festival started with the hoisting of flags of Gauhati University, Directorate of Gauhati University Student Welfare and the Sonapur College in the morning of 28 June, 2018, The flags of the Gauhati University and the Gauhati University Students Welfare Board were hoisted by Dr. Mridul hazarika, Vice Chancellor, Dr. Ranjan Kumar Kakati, Director while the flag of the host Sonapur College was hoisted by Dr. Devabrot Khanikor, Principal, Sonapur College. The inaugural ceremony of the festival, held at the Mini Theatre Hall was presided over by Dr. Jit Ram Dutta, former Academic Registrar, Gauhati University and the President of the Sonapur College Governing Body. The welcome address was given by Dr. Devabrot Khanikor, Principal, Sonapur College and Dr. Ranjan Kumar Kakati, Director, Social Welfare Board, Gauhati University. In the inaugural ceremony the Distinguished Guest Dr. Hari Prasad Sarma, Rector, Gauhati University conveyed his best wishes to the participants by reciting two Sanskrit Slokas. Delivering the speech of the Chief Guest, the Vice Chancellor, Dr. Mridul Hazarika appreciated the multifaceted talents of the students and reiterated the necessity of a platform like Youth Festival for their exposure. Speaking the gathering the Guest of Honour, Atul Bora, local MLA turned nostalgic while sharing his memories of the past youth festivals he attended as a student and a student leader of Cotton College, Guwahati. The inaugural ceremony was also graced by Dr. Bhaben Chandra Neog, Dr. Satyen Barman and Dr. Baobeeta Chauhury, the Principals of B. Barooah College, Guwahati, Jagiroad Colleg and the R. G. Barooah College, Guwahati, respectively. All the three days of the festival, the competitors, Professor in-charges, the judges, the students, faculties and other associates of the host college had participated with full enthusiasm and enjoyed their stay in Sonapur College. This was quite vivid in the moods and the opinions they expressed in the brief interactive session held on the evening of the 30 June after the conclusion of the last competition. They overwhelmingly commended the arrangements of the competitions, hospitality and the logistics offered by Sonapur College. Besides the secretaries Dr. Dipjyoti Deka and Dr. Ananda Das, the Principal and the President of the organising committee Dr. Devabrot Khanikor expressed heartfelt gratitude to the Gauhati University authority, especially the Director, Students’ Welfare, Dr. Ranjan Kumar Kakati, participants, Professor in-charges, judges, and members of different sub-committees for their cooperation towards successful holding of the festival. All of them had a special mention for the students of the college for their unparallel service towards the smooth conduct of the festival.     MINUTES OF THE 13th MEETING OF THE PROJECT APPROVAL BOARD (PAB) OF RUSA HELD ON 30th July, 2018 The 13th meeting of the RUSA PAB was held on 30th July, 2018 at 03.00 hrs exclusively for North Eastern & the Himalayan States in India International Centre, under the Chairmanship of Sh. R. Subrahmanyam, Secretary Higher Education (HE) MHRD. The Joint Secretary, MHRD & National Mission Director (NMD), RUSA welcomed the members of the PAB and the participating States. At the outset, Secretary (HE) stated that the North-Eastern and Himalayan States have huge potential to improve the quality of higher education in their States. He sought inputs from those present in the meeting regarding the pertinent issues in these States which may be seen as bottlenecks/roadblocks on the path to improve quality in Higher Education Institutions (HEIs) and on the suggested remedial actions required. The States responded by stating that improving infrastructure support, quality faculty recruitment, need for change in the mindset / orientation of teachers, improvements in pedagogy, creation of research eco system are some of the key issues requiring focused attention. Language barrier, inability to generate resources by institutions, problems of connectivity (IT & transport Infrastructure) and lack of pool of trained leaders to lead institutions were also identified as some of the challenges faced by the States. After considerable deliberations and based on inputs from the representatives of the participating States, it was felt that systematic long term improvements are required for developing a lasting plan of action. It was, therefore, decided that comprehensive state wise action plan needs to be developed taking into consideration the challenges and gaps identified and a concerted plan of action be developed over the next three months with a view to improve quality of HEIs in this region.
