    IJC – Indigenous Nations Virtual Workshop September 17 – 18, 2020 International Souris River Study Board with IJC a n d Tribes-First Nations-Métis Nation Participants Exploring collaboration - A follow-up to the November 2019 Peace Gardens Workshop Virtual Workshop Platforms: - GoTo Webinar (hosted by North Dakota State Water Commission) - Poll Everywhere (hosted by US Army Corps of Engineers, St. Paul District) Executive Summary The International Souris River Study Board (ISRSB) undertook a number of Indigenous engagement initiatives as part of their efforts to inform the study of Indigenous rights holders’ interests in the Souris River watershed and the river’s flow operations. An in-person workshop was held at the International Peace Garden on the Manitoba-North Dakota border on November 6 -7, 2019 with recommendations for a follow-up workshop to advance interests in collaboration. As COVID-19 affected in-person gatherings, the next workshop was held on-line. The virtual workshop with Indigenous Nations and International Joint Commission (IJC1) representatives was held on September 17-18, 2020. The virtual workshop participants included Indigenous Nations with interests in the Souris River watershed, the International Joint Commission (IJC) and its Commissioners, the International Souris River Study Board (ISRSB) – a temporary board, and the International Souris River Board (ISRB) – a permanent river board. The goals of the workshop were to provide a brief update of the study and to determine a potential path forward for Indigenous collaboration with the IJC and the ISRB. The ISRSB provided an update of the study and its status. The participants were presented with a high level overview of the study’s main components of work: a review of operating rules, data collection and management, hydrology and hydraulic modeling, and simulation of various operating plan scenarios to see if operating rules can be improved for flood protection and water supply benefits.

Call to Order, Prayer & Roll Call. A Special Meeting of the Three Affiliated Tribes' Tribal Business Council was held on Tuesday, August 19, 1997, in the Tribal Council Chambers, for the purpose of attending to business deferred from the last meeting. The meeting was called to order by Chairman Russell D. Mason, Sr., at 10:30 a.m. A moment of silent prayer and meditation was held, thinking of those people who are in need, those people who are in bad health, and those people who are less fortunate. Secretary Daylon Spotted Bear called roll. Six members were present, as follows: Chairman Mason, Vice Chairman Austin Gillette, Secretary Spotted Bear, Treasurer Mark Fox, Councilman Edwin Hall, and Councilman Thomas Bird Bear. Quorum established. Councilman Tex G. Hall was not in attendance. 02. Announcements. The White Shield Community held a first community social with community members, school administration, and state officials from the Department of Public Instruction. Mark Fox has been elected as the first chairman of the newly-established Great Plains Indian Gaming Association. He also serves as the first chairman of the North Dakota Indian Gaming Association. Regarding the elders payment from Docket G interest monies, we are still waiting for this. Chairman Mason said he will be having a series of conference calls dealing with plans to oppose the amendments to the u.s.

Diabetes was relatively rare among American Indians before 1940. Nearly one in three members of The Three Affiliated Tribes aged 40 or older is diabetic, according to a 1926 health report. The Three Affiliated Tribes live on the Fort Berthold Reservation in North Dakota. Much of the testimony mentioned cultural, physical, and psychological effects caused by rural resettlement of Indian tribes who were displaced by a dam construction project on the Missouri River in the 1950s. Other discussion topics included diabetes, alcoholism, diet, and general nutrition among the Indians; government and private assistance programs; and the need for new health services on the reservation.
