POPULAR OR NATIONAL SOVEREIGNTY? 1 Popular or National Sovereignty? EU’s Priorities in the Cyprus Referendum for Unification and the Catalan Referendum for Independence Ricardo Rauseo University of Florida POPULAR OR NATIONAL SOVEREIGNTY? 2 ABSTRACT Why does the EU sometimes fail to emerge as a key player in crises with regards to its core principles such as peace and democracy? This article analyzes two cases that undermine the EU’s normative potential despite its self-identification and common perception as a normative power: the Cypriot Annan Plan Referendum of 2004 aiming to reunite the island, which had been divided since 1974, and the Independence Referendum in Catalonia held in 2017 to break away from Spain. These cases present a unique opportunity to improve our understanding of the EU’s stance on two types of sovereignty- popular and national sovereignty- specifically in the context of the right of self-determination. Although the EU has showed a rather passive leadership in both cases, it had different reasons to justify its position. In the Cyprus case, the EU praised self-determination in the name of democracy, which ultimately discouraged the Greek Cypriot majority from seeking unification with the Turkish Cypriot minority, and in the Catalan case, the EU principally ignored the right to self-determination in Catalonia in the name of respect for rule of law in Spain. By drawing upon the primary sources on member state preferences and the official statements from the EU, this article argues that the EU’s position favoring popular sovereignty in the Cyprus case and national sovereignty in the Catalan case can be explained by contextual variables informing biases and interests of its member states and puts into question the nature of the EU’s problem-solving capacity as a normative actor. -

Urban Colonialism and Buffer Zones: Gray Spaces in Hebron and Nicosia
Urban Colonialism and Buffer Zones: Gray Spaces in Hebron and Nicosia Ilan Amit* Oren Yiftachel* Ben-Gurion University of the Negev This paper examines the effects of creating buffer zones in cities controlled by con- temporary colonial regimes by comparing two such zones in Hebron, Palestine, and Nicosia, Cyprus. We argue that buffer zones in occupied and colonized cit- ies constitute markers of “gray spaces” where law is suspended under (putatively) temporary colonial sovereignty. Their formation formalizes a process of ‘darkening’ these uncontrolled unplanned spaces, turning temporary into indefinite and even permanent. As such, buffer zones are significant tools in simultaneously formal- izing spatial demarcation while creating informal spaces, causing the emergence of layered ethnic urban citizenship. We suggest that in both Hebron and Nicosia, this spatial process has deepened both colonial controls, and the nature of ethnic conflict. We propose referring to those colonized cities not as exceptions, but rather as windows into the planning influence of military and security logics in shaping urban landscapes and the formation of gray spaces. Hebron and Northern Nicosia (Northern Lefkosia) are contemporary examples of colonized cities, occupied and subjected to settler-colonialist rule, where urban space has been de facto divided between conflicted groups. The division of space -in volved the creation of buffer zones designed to stabilize, regulate and pacify relations between the occupied population and the occupying powers. Officially designated as temporary, urban division is enforced by military power to contain violent inci- dents between different ethnic groups, or to spatially restrict populations opposed to colonialist projects of settlement and appropriation. -

Cypriot parliamentarian tables statement on Turkey during PACE session Nicosia, Jan 24 (CNA) – Cypriot member of the House of Representatives Antigoni Papadopoulou has tabled a statement during the deliberations of the Parliamentary Assembly of the Council of Europe (PACE), informing members on a judgment by the European Court of Human Rights earlier this month which found Turkey guilty of human rights violations in Cyprus. In her written statement which was signed by a large number of PACE parliamentarians, Papadopoulou noted that the ECHR decision in the case of “Varnava and Others v. Turkey”, issued on January 10, ruled that Turkey is guilty of violations of the rights of nine Greek Cypriot missing persons and their relatives, making the country responsible for the violations of articles 2, 3 and 5 of the European Convention on Human Rights. Papadopoulou said that the ECHR decision points the attention to Turkey’s obligation to respect the injured and prisoners of war, as well as citizens, according to the relevant international conventions and international law. Through this judgment, said Papadopoulou, Turkey’s position that those persons who vanished during the Turkish invasion of Cyprus in 1974 should be considered dead, is refuted. The Council of Europe, said Papadopoulou in her written statement, calls on Turkey once again to fulfill its obligations under the European Convention on Human Rights, implement the soonest the ECHR decision, conduct an effective investigation in ascertaining the fate of the missing, grant clear information on the Greek Cypriots Prisoners of war and allow access to the Turkish army and prisons’ records. -

Silverburg, Ph.D Professor Emeritus Department of History and Politics Catawba College Salisbury, NC [email protected] ABSTRACT: The history of Cyprus is replete with foreign invasions and occupation. Modern history has Great Britain in control over the island, betwixt a long-term period of antagonism and hostility over the island’s control between Greece and Turkey. Greek Cypriots have for many years sought enosis, or union with Greece, while the minority Turkish community’s ethnic community goal has been taksim (partition) between the two ethnic groups. A crucial temporal dividing point came in 1974 when following a coup d’etat against the Greek Cypriot leadership leading to some instability which was then followed by a Turkish military invasion in order to protect the island’s Turkish population. Once order was restored and with Ankara’s backing, the Turkish Cypriots created the Turkish Republic of Northern Cyprus. Because of the manner in which the political action occurred, only Turkey provided diplomatic recognition, thus bringing up the legal issue of non-recognition and a discussion of the use of force to achieve a political objective. La mediazione nei conflitti e nelle relazioni internazionali è stata oggetto di studi e interesse da parte di numerosi studiosi, ponendovi attenzione soprattutto dopo il periodo della Guerra Fredda. Nella prima parte della tesi dunque ho scelto di affrontare il tema della mediazione, analizzando l’identità del mediatore, prima attraverso le varie definizioni che ne sono state date dagli studiosi del campo e successivamente considerando i soggetti che possono intervenire all’interno di un conflitto nel ruolo di mediatori.
