Forum of QS Practices Report Back

The Forum met on the 28th May and various interesting issues were discussed. These included: JBCC 6th Edition : Final draft due to be released end of May 2013, however one clause still giving problems and might hold up release. Works Completion is omitted – only Practical and Final Completion and Contract Data is re-incorporated into the main agreement document. Preliminaries : Once the 6th Edition is released, ASAQS Standard Preliminaries and a new Model Preliminaries Bill will be published. Elemental Cost Estimating : The draft document has been circulated for comment. It is similar to the previous edition, but is a great improvement and serves as a very good "takeoff” list.

The unrealistic discounting of fees was also discussed as was the application for exemption to the Competitions Commission. Please download the minutes of the meeting to read more about this.

The Registrar of the SACQSP, Mr Steve Lyons will also be attending these meetings in future and an open invitation is extended to all ASAQS practitioners to attend the meetings and in a semi-formal format to share their ideas and concerns, with a view to seeking solutions with the assistance of the Gauteng Chapter of the ASAQS.

Dates of scheduled meetings during 2013: Meeting 2/2013 – Tuesday 27 August 2013 Meeting 3/2013 – Tuesday 29 October 2013 Meetings will start at 16h00 (to around 18h00 latest)
