ACTIVITY OVERVIEW The Balkan country of Bosnia and Herzegovina (BiH) is experiencing an estimated 3.2 percent annual growth in Gross Domestic Product (GDP)1. Increasing exports and collaborating with market actors will further this growth, drive innovation, and increase opportunities for new employment and high-growth enterprise expansion. Closer interaction with the European Union (EU) and regional markets is key to the stability, growth, and renaissance of this important intersection for trade, relations, and culture between the East and West.

The Workforce and Access to Higher Markets (WHAM) Activity is stimulating job creation by advancing BiH’s trade integration with, and expansion into, the EU and regional markets. The Activity is accomplishing this goal primarily via a grant program for BiH private enterprises. Grants prioritize high- growth, exporting, or export-ready enterprises aiming to expand capacity, reach more markets, and generate employment. The Activity’s efforts focus on BiH organizations and enterprises working in, or linked to, four main sectors: wood processing, metal processing, textile/apparel, and information and communications technology (ICT). The Activity includes smaller high-growth enterprises by ensuring qualifying participation criteria can be measured as a percent of growth, not just the overall value of growth.

The WHAM Activity includes the following three key intervention areas:

Intervention 1: Workforce Development. The objective of this intervention is to help the BiH workforce gain the skills needed for employment in high-growth enterprises.

Intervention 2: Access to Markets. The objective of this intervention is to support high-growth enterprises in identifying and accessing new customers in existing or new markets to increase exports from BiH.

Intervention 3: Product Quality and Capacity Building. The objective of this intervention is to enable enterprises to meet the product and quality requirements of target markets in the EU and the region.

The WHAM Activity is a United States Agency for International Development (USAID) funded activity implemented by the International Executive Service Corps (IESC), in conjunction with local sub-recipient ENOVA. The WHAM Activity is governed under Cooperative Agreement No. AID-168-LA-17-00001. The period of performance for the award is June 9, 2017 to June 8, 2020. This quarterly Activity performance report is submitted in accordance with Attachment A, Section A.5 Reporting and Evaluation, of the Cooperative Agreement.

This report covers the period of April 1to June 30, 2019.

EXECUTIVE SUMARY During this reporting period, the Workforce and Higher Access to Markets (WHAM) Activity continued supporting the implementation of 20 active grants, nine of which were signed during this reporting period as described below. Grant beneficiaries created 68 new jobs during this quarter, bringing the total number of new jobs created to date to 924.

The Activity signed nine new grant agreements with small and medium enterprises (SMEs) that submitted grant applications in response to Request for Applications (RFA) 2, RFA 3, RFA 4, and RFA 5. These public calls were published concurrently in the first quarter of the 2019 fiscal year. The total value of grants awarded to these nine SMEs is

The public call for RFA WHAM-AID-168-LA-17-006 Access to markets to prepare and participate in fairs and trade shows closed on January 30, 2019. WHAM received 35 concept notes, of which nine were asked to submit full grant applications. The WHAM selection committee approved six applications and submitted them for USAID approval. USAID approved four applications and consequently the WHAM Activity signed grant agreements with these four recipients.

On March 13, 2019, the Activity published RFA: WHAM-AID-168-LA-17-007 New and innovative product development. This open call was opened until April 17, 2019, with a total potential funding pool of USD. WHAM received 61 grant applications. Upon the selection committee evaluation, 11 applications were approved.

The WHAM Activity also fielded two international expert volunteers: Mrs. Leekei Wai Han Tang as a textile sector expert; and, Željko Malečić, an automotive and metal expert. These volunteer experts provided new perspectives for WHAM Activity beneficiaries and partners to increase their marketability and production capacity as well as new linkages to potential EU and United Kingdom (UK) clients.

On May 21, 2019, through an Agreement modification, the Information Communications and Technology (ICT) sector was added to the WHAM Activity target sectors.

1. FOREIGN TRADE CHAMBER OF COMMERCE OF BOSNIA AND HERZEGOVINA (FTC)

The grant agreement entitled “EXCERT: Market Access and Certification Support of Metal and Wood Companies in Bosnia and Herzegovina” for a total of aids local wood and metal processing enterprises in the following three ways:

 Supported/co-financed the participation of seven local metal sector companies at the renowned Messe Fair in Hannover, Germany, in April 2018;

 Supported/co-financed the participation of eight wood processing companies from BiH at the Internationale Möbelmesse (IMM) Fair in Cologne, Germany, in January 2019; and,

 Assisting/supporting the certification of 10 local metal sector companies with the latest internationally accepted standards and requirements.

During this reporting period, FTC completed the activities related to collection of initial results from the companies that exhibited at the IMM Cologne Fair in January 2019, as well as finalizing of the training and certification for the remaining metal sector companies, which are part of the grant activities.

In line with the questionnaires, eight companies, which had exhibited at IMM Cologne Fair, submitted reports. First results show that 19 new workers were employed, out of which 10 are female workers and five are youth. At least 31 additional workers are expected to be employed by the end of 2019. In

terms of other results, the realized exports of the eight companies following the six months after the fair reached 2.5 million Euros, with 2.7 million Euros expected to be realized by the end of 2019.

SENEX doo, one of the companies exhibiting at the IMM Cologne Fair w reflected upon the following:

“SENEX doo CELIC is a 100 percent domestic company that has been successfully producing modern bathroom furniture for years. During the IMM 2019 fair in Cologne, where we exhibited our products, with the full support of the Foreign Trade Chamber of Bosnia and Herzegovina and the USAID WHAM Activity, we achieved excellent results. A number of significant contacts have been made. Some are already in the process of implementation, and for some we are in the process of negotiating. We would like to highlight the contact with Lutz, which is the second-largest distributor of furniture in the world, right after the Swedish IKEA. As a result of this contact, after a series of visits to this Austrian company, a cooperation agreement has been signed, and these days our first samples are on their way to Austria where the final selection for their stores in Austria, Germany, Czech Republic, Slovakia and Hungary is made. In addition to this, a customer order has been made so far in Germany. And an order for a customer in Amsterdam, Netherlands is in preparation. We certainly want to express our sincere thanks to the Foreign Trade Chamber of Bosnia and Herzegovina, which supports us all the time and has enabled us to achieve great results."

In addition, during this reporting period, the certification processes for the remaining beneficiary enterprises were finalized. As part of this grant, 12 metal sector companies received assistance obtaining certification according to welding standards BAS EN 3834 and BAS EN 1090. These companies include SIK (Mostar), Alfa Nur (Tuzla), Monting Montaza (), RMLH (Zenica), Mont Montaza (Banja Luka), Cosic Promex (Usora), Urbangrad (Gradacac), Metacom (), Provis (Visoko), International (Ljubuski) Cromex (Prijedor), and BME (Tešanj).

One of the beneficiary enterprises, Provis from Visoko, obtaining certification stated the following:

“We are very grateful for the support which Foreign Trade Chamber of Commerce of BIH and USAID WHAM provided to our company. With their support we were able to obtain necessary certification required to export our products and services in United States of America. Through this we were able to sign new customers as well as increase our overall sales levels by 15 percent."

On June 25, FTC organized a close out ceremony to publicly present the WHAM grant assistance results. Enterprises which received support from this grant, talked about the results achieved thanks to their participation in trade fairs as well as the new certifications attained.

On June 30, 2019, the grant was completed, and FTC is expected to submit the grant completion report by the end of August. Final payments will be completed in Q4 once the final report is approved.

2. CHAMBER OF ECONOMY OF FEDERATION OF BOSNIA AND HERZEGOVINA (COE FBIH) The COE FBiH grant agreement for a total of supports the development of the automobile sub-sector within the BiH metal industry. The WHAM Activity aids the benefiting enterprises in the following initiatives:

 Supported/co-financed the participation of ten BiH companies at the 2018 International Suppliers Fair (IZB) in Wolfsburg, Germany;

 Expanding the local BiH automobile sector representative office in Wolfsburg, Germany; and,

 Establishing a local development office within the COE FBiH.

During this reporting period, COE FBIH continued monitoring the results from the eight companies that exhibited at the IZB Fair, which was held in Wolfsburg, Germany in November 2018.

The main activities included the preparation of COE FBiH for the first ever BiH automotive conference as well as business to business (B2B) meetings scheduled to take place in the COE FBiH Representative Office in Wolfsburg, Germany. Participants for these B2B meetings will be carefully chosen company suppliers from BiH, and buyers from Germany. Criteria for selection of both types of companies is openness for future cooperation, points of interest, and similar working and production lines.

The intent of the BiH automotive conference is to showcase BiH automotive suppliers and match them with German buyers. Key speakers from BiH and Germany, such as representatives of major international automotive companies will present. The conference will also draw representatives from Austria and Italy. In the next quarter, WHAM will work closely with COE FBiH to finalize the arrangements and attracting additional participants and buyers from the EU.

During this reporting period, no reimbursements were required by the grantee. The grantee has spent a total of

CHAMBER OF COMMERCE OF REPUBLIKA SRPSKA (COC RS) On April 11, 2018, the WHAM Activity awarded the CoC RS This grant was intended to support multiple Republika Srpska (RS) enterprises from the WHAM Activity’s three target sectors with workforce trainings, access to new markets, and quality certifications.

Through this grant, the Activity and the CoC RS managed to attract , to leverage Activity funds and increase impact to achieve higher return-on- investment (ROI) of grant funds. In this respect, the RS Government and the following cities and municipalities financially participated in the activity: Banja Luka; , , Gradiška, Teslić, Kotor Varoš, and, Laktaši. Through this grant, 151 new jobs were created.

The grant successfully closed during this reporting period on April 10, 2019. CoC RS spent which will be reprogrammed to other grant efforts.

4. CHAMBER OF COMMERCE OF UNA SANA CANTON (PKUSK) On April 11, 2018, the grant agreement with PKUSK, totaling The WHAM Activity supported and co-financed activities in the targeted sectors by a) providing workforce trainings in production processes, b) supporting access to market efforts by supporting development of promotional materials, and c) supporting SMEs in obtaining certifications such as International Organization for Standardization (ISO) 9001, EN 3834 and EN 1176. Through this grant’s activities 32 new jobs were created. The grant closed on April 10, 2019. PKUSK has spent , which will be reprogrammed to new grants.

5. REGIONAL DEVELOPMENT AGENCY OF CENTRAL BIH (REZ) The grant agreement entitled “Raise Up the Standards Fund” supports SMEs in central BiH in obtaining the necessary certifications for products and processes to verify they are in-line with EU technical regulations and standards. The REZ grant agreement is valued at .

During this reporting period, REZ continued its promotional activities and supported companies with their certification processes. Within this quarter there were three evaluation committee sessions to review and approved selected applications.

Apart from that, two information days were organized, one in and one in Donji Vakuf. On May 29, in Kiseljak 11 SMEs from the municipalities of Kiseljak, Kreševo, and attended. On June 13, WHAM, in Donji Vakuf seven SMEs from the municipalities of , Donji Vakuf, and Gornji Vakuf / Uskoplje attended.

Four companies, LPS Commerce, Prevent Step, Metalos, and MK CNC, finished their certification activities and submitted the relevant documentation. The first results from these grant activities will be submitted within the next quarterly report.

In terms of funds utilization, eight enterprises were approved for funding, including the four mentioned above. Apart from these eight enterprises, other six enterprises have submitted their applications and if approved will be processed in the next reporting period. In June, REZ submitted a request to extend the duration of the grant agreement until January 31, 2020 to fulfill the planned activities and results. WHAM staff is analyzing this request and will make a decision during the next reporting period.

6. SARAJ KOMERC D.O.O. This award, titled ‘Workforce Development Trainings for manufacturing sector and surface protection,” is valued at ,

During this reporting period, Saraj Komerc d.o.o. continued the implementation of its workforce development trainings for the manufacturing sector and surface protection. In addition to the 20 employees they hired during the last quarter, in April, Saraj Komerc employed 20 new workers, out of which 12 (60 percent) are female and 5 (25 percent) are youth. These 20 new workers started and completed their training during this reporting period.

To date, through the grant assistance from WHAM, Saraj Komerc succeeded in training and employing 40 new workers, out of which 21 are female and 10 are youth. Also, they increased their overall transactions by 14 percent from 2018 as well as increasing overall turnover by 12 percent.

7. ATT D.O.O. The award entitled “Educating and training of new employees for mechanical professions” is valued at .

During this reporting period, ATT d.o.o. continued its activities related to education and training in mechanical professions for the six employees hired last quarter.

Newly employed worker Hamed Duvnjak stated the following:

“Trying to find new challenges in life, I decided to change my previous job. I came to ATT where I started to learn metal machinery in order to experience something that can help me further develop. The training provided has allowed me to quickly adapt and start working in production of new products.”

Amer Dedic is also a newly employed worker in ATT and stated the following:

“New beginning, new company, new industry. I come to ATT where I want to experience metal industry something that always attracted me. I will try to do my best and make progress in next period and am grateful for getting a chance to be part of this company. “

8. SINKRO D.O.O. The award is aimed at supporting the program titled “Training of new employees for a new production unit” and is valued at

In this reporting period, training of the 90 workers who were hired last quarter continued. Sinkro reorganized some of its production units, allowing them to increase the number of workers who manage an increased number of specific orders from EU clients. Apart from that, the company continued working on digitalization of all production processes. One of the main objectives of the company in this period was to employ more women in upholstery preparation and foaming, which is traditionally a production line mostly occupied by men.

During this reporting period the company hired additional 25 workers out of which 2 (8 percent) are female and 18 (72 percent) are youth.

9. MIVIKO D.O.O. On March 6, 2019, WHAM signed a grant agreement with the company Miviko d.o.o. The award aim to support the ‘‘increase competitiveness and export potential through a new product certification.” The grant funding total

During this reporting period, Miviko sent a letter informing WHAM that they are cancelling the grant agreement due to the fact that most of the planned activities started before the agreement was signed and they had already paid invoices and, in some cases, nearly completed activities. This grant agreement was closed by mutual agreement. No funds were used.

10. TEM MANDEKS D.O.O. This grant agreement supports the Certification of new products under Mandeks’ brand and is valued at . Under this grant agreement, TEM Mandeks plans the following activities: certification of their first product-power supply unit: u:Plug (smart socket) and MX Automation, Smart Home/Home Automation, Electromagnetic compatibility (EMC) testing according to standard (EN 55024, EN 61000-3-2, EN 61000-3-3), and preparation and issue of SIQ EMC test report. Next steps are: SIQ EMC certification, SIQ EMC certificate or trademark MANDEKS, Electrical safety testing according to standard E60950-1:2006+A1+A2+A11+A12, SIQ certificate for safety, and trademark MANDEKS, and additional testing to cover the socket part according to International Electrotechnical Commission (IEC) 60554.

TEM Mandeks continued with its grant activities, including certification of first product-power supply unit: u: Plug (smart socket) and MX Automation and Smart Home/Home Automation. During this reporting period no new employees were hired, and no payments were made.

11. STEP D.D. The award title “‘Certification of company STEP d.d. Sarajevo according to BAS EN ISO 3834 and EN 1090” and is valued at .

STEP d.d. started with the implementation of its grant activities related to certification of the company according to BAS EN ISO 3834 and EN 1090 standard. During this reporting period, STEP’s International Welding Engineer completed the specialized training provided by the Institute for Welding in Tuzla and obtained an official International Welding Engineering diploma.

During this reporting period, there were no new employees hired, and no payments were made.

12. INTERA TECHNOLOGY PARK (INTERA) On April 8, WHAM signed a Grant Agreement with INTERA Technology Park (INTERA) to support the implementation of INTERA’s Improvements in Material Processing and Technical Education (IMPACT). Through this grant, WHAM will support INTERA in establishing partnerships with local companies, improving existing training programs, developing new adult training programs, training of trainers, promotion and conducting of training cycles, and matching trainees with jobs at enterprises. The grant is valued at . INTERA plans to train 10 trainers and at least 60 individuals while employing a minimum of 15 trainees within their partner companies.

On May 9, WHAM organized a grant reporting training for the newly signed grantee INTERA in Mostar. During this training, INTERA was introduced to its monthly reporting requirements for WHAM.

During this reporting period, the training for the first program participants started. The group of 45 trainees included 35 Computer Numerical Controlling (CNC) programmers, and 10 CNC operators. In June two of the training participants were employed by partner companies. The relevant employment documentation will be submitted to WHAM in the next quarter.

13. CHAMBER OF ECONOMY OF FEDERATION OF BOSNIA AND HERZEGOVINA (COE FBIH) On April 17, WHAM signed a new Grant Agreement with the Chamber of Economy of Federation of BiH, through which WHAM will continue its successful support of the Development of BiH Automotive Industry. Through this new grant, WHAM supports the exhibition of BiH companies at the renowned Global Automotive Components and Suppliers (GACS) Fair, in Stuttgart, Germany. The award is valued at . The beneficiary companies are planning to hire 150 new workers while achieving a 1.3 percent increase in exports and sales on a consolidated level.

The GACS Fair took place from May 21 to 23, 2019, in Stuttgart, Germany. Through the grant assistance from WHAM, COE FBiH supported the exhibition of the five above mentioned companies. The joint stand was visited by more than 50 companies and renowned suppliers from the EU, including Germany, Austria, Netherlands, Italy, Slovakia, and France.

At the conclusion of the GACS Fair, COE FBiH and WHAM organized the Fit for Fair seminar for the local automotive companies from Federation of BiH and Republika Srpska. There were 14 participants present at the seminar, including representatives of eight metal/automotive sector BiH enterprises. The training was both theoretical and practical and covered topics such as fair exhibitions, marketing mixes, professional presentation of company products and services, as well as liaising with customers and buyers during and after the fair. The seminar was led by Mrs. Spomenka Kolar-Zovko, owner of the company Escolar Academy, who resides in Germany and has many years of experience in preparing companies from all over the world for fair exhibitions.

14. SENEX D.O.O. On April 22, 2019, WHAM signed a Grant Agreement with the company Senex d.o.o. which specializes in production of bathroom furniture. Through this grant, WHAM will support Senex to exhibit at the renowned MOW Furniture Fair which will be taking place from September 15 to 19 in Bad Salzuflen, Germany. The award is valued at , and will last for ten months. Through WHAM assistance, Senex’s specific goal is to increase its sales and exports by 30 to40 percent while also hiring 15 additional workers.

During this reporting period, Senex finalized the payment of stand rent for the MOW fair and developed first set of products (Indy Furniture Set) that they plan to exhibit at the fair.

15. NOVA AMBIENTA On April 23, WHAM signed a Grant Agreement with the company Nova Ambienta which specializes in production of kitchen furniture. Through this grant, WHAM will support Nova Ambienta and its partner company Bosnian Beech Board (BBB) d.o.o. to jointly exhibit at the renowned MOW Furniture Fair that will be taking place from September 15 to 19 in Bad Salzuflen, Germany. The grant is valued at With the support of WHAM, Nova Ambienta plans to increase its exports and sales by 50 percent while BBB plans to increase its overall exports and sales by 20 percent. In addition to this, Nova Ambienta plans to employ a minimum of 10 new workers while BBB plans to employ a minimum of 4 new workers under these grant project activities.

On May 6, WHAM organized a grant reporting training for the newly signed Nova Ambienta grantee. During this reporting period, Nova Ambienta finalized the payment of rent stand at the MOW Fair and will be working in the next reporting period on developing products that will be exhibited at the Fair as well as preparation of promotional and marketing materials.

16. TERMOKLIMA On May 3, 2019, WHAM signed a Grant Agreement with the company Termoklima. The award is aimed at supporting a program entitled ‘‘Training of CNC operators, welders and other production skills for the new and current employees” and is valued at Through this grant, WHAM will support Termoklima in increasing the skills and competences of 30 existing employees and 40 new employees working on CNC machines/lines, in order to train them in welding and CNC as well as other areas relevant to the organization’s unhindered production processes.

On May 14, WHAM organized a grant reporting training for Termoklima. During this reporting period, Termoklima trained four existing employees. Furthermore, they trained and employed six new workers, including two on CNC laser cutting operations, two on CNC punch machine operations, and two CNC bending machine operations.

One of the newly employed and trained workers stated the following:

“Thanks to the practical knowledge and training I gained within this project I was able to overcome the initial complexity of the programming segment. I am positive that by passing this training, I will be able to perform all CNC bending operations independently and without any problems.”

17. MALAK JANJ On May 3, WHAM signed a Grant Agreement with the company Malak Janj that specializes in furniture production. Through this grant, WHAM will support Malak Janj to exhibit at the renowned MOW Furniture Fair that will be taking place from September 15 to 19 in Bad Salzuflen, Germany. The grant

award is valued at Through this grant, Malak plans to increase its sales and exports by 15 percent while employing 15 additional workers in the process.

On May 6, WHAM organized a grant reporting training for Malak.

During this reporting period, Malak began its preparation for the MOW Fair. This included market research about potential clients and customers as well as development of several prototypes the company plans to exhibit at the fair. Since the company specialized in production of beds, this product is expected to be the main product Malak will exhibit at MOW.

18. MBT BH DOO TUZLA-GERMAN CENTER FOR ROBOTICS DKR On June 10, WHAM signed a Grant Agreement with MBT BH doo Tuzla – German Center for Robotics DKR. Through this Agreement, WHAM will support the activity called “Training for Increasing Productivity and Export” aimed at educating and training CNC operators and robot welders in the labor market and facilitate their direct employment in the private sector companies which will be involved in the project as partners. At least 15 new CNC operators and robot programmers for welding are expected to find new employment through WHAM grant assistance. After the Grant Agreement signing, MBT immediately started with the necessary steps for equipment procurement as well as preparation of a public call for companies and interested candidates. On June, the CNC machine purchased with WHAM support arrived at MBT and is being installed and prepared so that it can be used for training purposes for new CNC operators.

On July, WHAM will organize a grant reporting training for MBT and will work closely with the grantee in the next reporting period to speed up the process of public call publication as well as animation of SMEs from and BiH for participation in the project.

19. FACULTY OF MECHANICAL ENGINEERING On June 12, WHAM signed a Grant Agreement with the Mechanical Engineering Faculty of the University of Sarajevo. Through this grant, WHAM will support the establishment of a development educational center in the field of wood processing technology, wood product development, CNC management, and Computer-aided Design and Computer-aided Manufacturing (CAD/CAM) technology. The aim of this grant is to help support the education and professional training of unemployed adults and workers employed in the wood processing industry to help them obtain necessary skills for finding jobs and acquiring training in additional processes in the wood industry.

The grant is valued at Under this grant at least 30 adults are expected to receive training, out of which at least 20 are expected to be employed in the furniture production companies in BiH.

On July, WHAM will organize a grant reporting training for the Faculty that has already begun with activities related to preparation for purchase of necessary equipment. During the next reporting period, Faculty will work intensively on preparation of a public call for interested companies and candidates, visiting the furniture sector companies in BiH as well as meeting with other potential partners such as the Employment Bureaus to obtain their buy-in and financing for the project.

20. GLOBAL METAL CONSTRUCTION (GMC) On June 12, WHAM signed a new Grant Agreement with the company GMC doo from Usora. WHAM will support GMC to educate and certify its International Welding Engineer gmwho will oversee several tasks including design, product development, and liaising with existing and new buyers and clients. This grant award is valued at Through these grant activities, GMC plans to increase its exports by a minimum of 10 percent and sales by 15 percent while also employing 10 additional workers in its production. On July, WHAM will organize a grant reporting training for GMC.

B. VOLUNTEER ASSIGNMENTS During this reporting period, the WHAM Activity worked with three international volunteers: automotive sales expert Ms. Leekei Wai Han Tang from Paris France; Mr. Željko Malečić from the UK; and student volunteer Ms. Ajša Halilović.

LEEKEI WAI HAN TANG Volunteer expert Ms. Tang has a lot of experience in helping small designers export and develop their brands. She has a particular interest in and experience with female business owners.

She participated at the TIMOD EXPO Fair in Travnik. On April 24, she consulted with several local small brands including Mirela Đinić – company Senses and Mensura Sušić – company Empress. On April 25, she made a presentation to local companies on the topic of Building Your Brand. On Friday, April 26, she gave a presentation on position and the role of the French fashion industry in the world in the textile sector Timod Symposium at the University of Travnik.

ŽELJKO MALEČIĆ Volunteer expert Željko Malečić is continuing his efforts to promote and provide profitable and continuous contracts for WHAM automotive/metal sector enterprises.

Mr. Malečić was participating at Automechanika 2019 that took place at the NEC Birmingham UK, from 4-6 June 2019. This is a leading motor show for the car production and aftermarket and attracted over 500 companies. At the event he attended several B2B meetings, specific networking events and visited the companies of interest, exhibiting at the Fair.

B2B meetings targeted companies were arranged either directly or through the Automechanika facilities: Connect service and SMMT (UK Motor Association) business desk.

Please note that HASTOR, COS RS, PREDA, PKUSK, and MIVIKO did not use all the funds available on their grants. To date, WHAM grantees have achieved 924 new jobs, which is equivalent to 71 percent of the total number of new jobs these 22 grants forecasted, as well as 59 percent for the lifetime goal of the Activity. Out of the total new jobs, 73 percent (682) were in FBiH and 26 percent (242) were in RS. In terms of realizing planned funding, 49 percent of grant funds approved are realized so far.

The Activity has achieved 59 percent of the employment target for the life of project (LOP) supporting creation of 924 new jobs. Our grants and expert volunteers who contributed to the Activity so far, provided assistance to a total of 101 enterprises. Out of that number 44 SMEs received technical assistance via specialized trainings and consulting. Female and youth participation are slightly above expected levels at 35 and 54 percent respectively. The Activity relies on official results from the TRON database (http://tron.ba/) to document increases in sales and exports. On average SMEs sales increased by 6 percent and exports by 19,31percent. New transactions were reported directly to us from companies that attended trade fairs thanks to WHAM support. So far, we have documented 20 such transactions. As for upgraded technologies expect to see results during the next quarter. To date, 324 people have been trained, 51 in this reporting period alone, achieving 55 percent of the Life of Project (LOP) target. Note that 89 people are still in process of training, these results will be added during the next reporting period. During this reporting period we had additional nine companies received certification resulting in total of 29 companies or 67 percent of the LOP target.

C. REQUESTS FOR APPLICATIONS (RFA)

1. CURRENT EVALUATION During this reporting period, the WHAM team evaluated grant applications for RFA 007 and unsolicited applications. By April deadline, a total of 61 grant application were received in response to RFA 007. Out of this batch, Mandex Molding, Dedina, NovoForm, Diamond, PMP Jelšingrad, SIK, Faculty of Mechanical Engineering Banja Luka, Vigmelt, Bonteks, Standard Furniture, and Boksit were selected by the committee.

The WHAM team also received and approved one unsolicited application from the American Chamber of Commerce of BiH (AmCham). Further, the team requested and received eight revised applications from previous applicants that were originally rejected. These companies are: Škrebić, Technical School Gradiška, Technical School , Wood Cluster Banja Luka, COC RS, PREDA, , and COC USK. Out of these, the Škrebić application was approved by the committee; however, the applicant decided not to continue with this application.

2. UPCOMING RFA On June 24, the WHAM Activity published RFA 008. This call remains opened until August 31, 2019, for a total amount of

The funding associated with this RFA is targeted to SMEs and organizations registered in Republika Srpska and will support efforts related to workforce development, access to market and certifications.

3. APPLICATION STATUS Currently applications that are in the process of negotiation, development of Environmental Review Checklist (ERC) forms, or pending final approval from USAID are: Zenica Development Agency, Chamber of Commerce of Zenica-Doboj Canton, AmCham, Mandex Molding, Dedina, NovoForm, Standard Furniture, Vigmelt, Bonteks, Diamond, PMP Jelšingrad, SIK, Faculty of Mechanical Engineering Banja Luka, and Boksit.

KEY ACTIVITIES In addition to monitoring and assisting the current grants’ implementation and new grant application reviews, regular visits to associations, regional development agencies, and individual enterprises took place throughout the country.

The WHAM team attended many meetings and events during this reporting period. In total, close to 70 meetings with companies and potential beneficiaries were held. The goal of these meetings is to:

1. Inform potential partners of upcoming public calls and support potential applicants;

2. Provide technical assistance through and with the volunteer experts; and,

These cost-share amounts are primarily in-kind contributions from the grantees themselves, which include costs such as employee salaries, transportation for trainees, per diem for participants attending foreign trade fairs, certification fees, office space, and other costs related to the implementation of grant activities. These costs are now included with the donated services provided by volunteer experts who provide short-term and long- term technical assistance to the Activity and grantees.

CHALLENGES, LESSONS LEARNED, AND RECOMMENDATIONS The most significant challenge during this reporting period has been expanding WHAM outreach into the parts of the country that have traditionally very poor industrial capacity. This has been a challenge since the start of the Activity.

TIME TO PROCESS APPLICATIONS To expedite grant applications’ review process, for the evaluation of the RFA 007 applications, the Activity first eliminated the need for concept notes and asked for applications directly, and second,

created two teams for evaluation. Results were promising, as 60 applications were evaluated in 5 weeks, which is faster than usual. As a result, some of the applications are about to be signed in July.

SME ENGAGEMENT To provide more direct assistance, the WHAM team aimed to diversify the portfolio of applicants and include more SMEs and fewer integrators. The new batch of grants recently signed, nine in total, includes only one grant with an integrator COE FBiH and one grant with an educational institution Faculty of Mechanical Engineering; the other seven are all grant agreements with SMEs.

GRANTS IMPLEMENTATION TIMEFRAME As project is closing in June 2020, all new grants have a fixed deadline for completing activity set to March 1, 2020. This is important since the Activity will need to provide final reimbursements, approve the final reports, and complete Activity close-out. To some of the grants it is a challenge to implement activities by this deadline.

ACTIVITIES PLANNED FOR THE NEXT REPORTING PERIOD  Promote and evaluate applications for RFA 008

 Negotiate and sign agreements with grantees for RFA 007 and RFA 008

 Record 2018 baseline for selected beneficiaries and upload results into the MEASURE portal as well as in WHAM database

 Complete Year 3 annual workplan

 Continue WHAM Activity implementation as provided in the USAID-approved Year 2 Work Plan.
