Election of Chairman and Vice-Chairman (00:00:1 0) ON MOTION BY Mr. Carlson, SECONDED BY Mr. Carroll, the members voted unanimously (7 -0) to re­ elect Mr. Tripson as Chairman of the Conservation Lands Advisory Committee for 2009. Approval of November 20, 2008 Minutes (00:01 :47) ON MOTION BY Mr. Glover, SECONDED BY Mr. Grudens, the members voted unanimously (7 -0) to approve the minutes of November 20, 2008 as presented. Presentation on Lost Tree Island Draft Restoration Plan - Mr. Chip Swindell, Ecotech (00:02:45) Mr. Chip Swindell, Ecotech, gave a PowerPoint Presentation on his proposed design concept for the Lost Tree Islands Restoration Project as a follow-up to the June 19, 2008 CLAC meeting, a copy of which is on file in the Commission Office. Mr. Roland DeBlois, Chief of IRC Environmental Planning, indicated the next step would be to finalize the Lost Island Draft Restoration Plan, then bring back the draft plan to the committee for review. He added once a recommendation on the draft plan was made by CLAC, there would need to be a workshop or coordination with the local municipalities on the plan prior to going before the Board of County Commissioners. ON MOTION BY Mr. Carlson, SECONDED BY Mr. Glover, the members voted unanimously (7 -0) to conceptual approve the concepts presented on the Lost Tree Island Draft Restoration Plan and recommend that staff and the consultant move forward with a paper draft plan. Consideration of County Establishment of a Florida Scrub-Jay Mitigation Fund in Coordination with the FWS (00:57:57) Mr. DeBlois reviewed the information contained in his memorandum on the County Establishment of a Florida Scrub-Jay Mitigation Fund and a Memorandum of Understanding (MOU) between the FWS and the Nature Conservancy, a copy of which is on file in the Commission Office. He indicated in November 2008, the FWS met with County staff and discussed funding opportunities for conservation and management of habitat of the Florida Scrub- CLAC/Unapproved 2 January 15, 2009 C:\Documents and Settings\roland\Local Settings\Temporary Internet Files\OLKC\Min 011509.doc Jay. He indicated at this meeting, the FWS suggested the County consider entering into a MOU with the FWS to establish a "Florida Scrub-Jay Conservation Program Fund" which would allow the County to collect and administer scrub-jay mitigation funds. Mr. George Dennis, FWS, further explained the Florida Scrub­ Jay Conservation Program Fund. A lengthy discussion ensued on the MOU and management funds for property already acquired by the County. ON MOTION BY Dr. Jey, SECONDED BY Mr. Carroll, the members voted unanimously (7 -0) to recommend that the Board of County Commissioners direct staff to coordinate with the U.S. Fish and Wildlife Service to draft an Indian River County/U.S. Fish and Wildlife Service Memorandum of Understanding for establishment of a scrub-jay mitigation program fund. A discussion ensued on determining an overhead funding ratio to be included in the MOU other than attributable to land acquisition and land management and it was the consensus of the committee for an overhead percentage of 3%. Commissioner Liaison Peter O'Bryan asked if Mr. DeBlois could bring back to a future CLAC meeting, a list of properties that could be applied to The Nature Conservancy Management (TNC) funds and those stand alone projects that needed to be restored which would not qualify for TNC. Other Matters (01 :51 :59) Mr. DeBlois brought up at the November 20, 2008 CLAC meeting there was a discussion on the proposal to rename the Russell Grove River Buffer Conservation Area. He pointed out a volunteer group involved with the property had submitted a list of potential names for the Russell Grove River Buffer Conservation Area, a copy of which is on file in the Commission Office. He explained the volunteer group had recommended renaming the Russell Grove River Buffer to "Cypress Bend Community Park". A discussion followed on the conceptual plan for the north end of the conservation area and emphasized that it would not be an active recreation park. ON MOTION BY Dr. Rey, SECONDED BY Mr. Grudens, the members voted unanimously (7 -0) to rename the Russell Grove River Buffer Conservation Area to the Cypress Bend Community Preserve. DeBlois, AICP ~ Chief, Environmental Planning & Code Enforcement Section DATE: May 14,2009 SUBJECT: Consideration of a Draft Revised Oslo Riverfront Conservation Area (ORCA) Management Plan amended to include the Flinn Tract It is requested that the Conservation Lands Advisory Committee (CLAC) consider the following information at the CLAC meeting of May 21,2009. DESCRIPTION AND CONDITIONS: The original ±298 acre "core" property of the Oslo Riverfront Conservation Area (ORCA), on the north side of Oslo Road, was acquired by the County in 1991 jointly with the St. Johns River Water Management District (SJRWMD). The County and the SJRWMD share undivided 50/50 title interest in the core ORCA property. In 1995, the County and SJRWMD approved a management plan for ORCA. In June 1998, the County, SJRWMD and the Florida Inland Navigation District (FIND) jointly acquired a ±37 acre conservation property known as the Flinn Tract, located on the east side of Indian River 1 Boulevard across from 8 h Street. In conjunction with the Flinn Tract purchase, the County, SJRWMD and FIND entered into an Intergovernmental Management Agreement, under which the County agreed to develop a management plan for the Flinn Tract as an amendment to the ORCA management plan. Although certain management activities, such as boundary fencing and exotics removal, have occurred on the Flinn Tract, a formal management plan for the property has not yet been adopted.

The current C&SF Project includes 2600 miles of canals, over 1300 water control structures, and 64 pump stations1. The C&SF Project, which is operated by the South Florida Water Management District (SFWMD), provides water supply, flood control, navigation, water management, and recreational benefits to south Florida. As a part of the C&SF, there are four major canals running from Lake Okeechobee to the lower east coast – the West Palm Beach Canal (42 miles long), Hillsboro Canal (51 miles), North New River Canal (58 miles) and Miami canal (85 miles). In addition, there are many more miles of primary, secondary and tertiary canals operated as a part of or in conjunction with the C&SF or as a part of other water management facilities within the SFWMD. Other entities operating associated canals include counties and special drainage districts. There is a great deal of diversity in the design, construction and operation of these canals. The hydrology of the canals is highly manipulated by a series of water control structures and levees that have altered the natural hydroperiods and flows of the South Florida watershed on regional to local scales. Freshwater and estuarine reaches of water bodies are delineated by coastal salinity structures operated by the SFWMD.

Assessment of water-quality conditions and trends is an important part of this overall mission. One of the greatest challenges faced by water-resources scientists is acquiring reliable information that will guide the use and protection of the Nation's water resources. That challenge is being addressed by Federal, State, interstate, and local water-resource agencies and by many academic institutions. These organizations are collecting water-quality data for a host of purposes that includes: compliance with permits and water-supply standards; development of remediation plans for a specific contamination problem; operational decisions on industrial, wastewater, or water-supply facilities; and research on factors that affect water quality. An additional need for water-quality information is to provide a basis on which regional and national-level policy decisions can be based. Wise decisions must be based on sound information. As a society we need to know whether certain types of water-quality problems are isolated or ubiquitous, whether there are significant differences in conditions among regions, whether the conditions are changing over time, and why these conditions change from place to place and over time.

This report meets the Federal Clean Water Act reporting requirements; more importantly, it presents a comprehensive analysis of the quality of our waters. This report would not be possible without the monitoring efforts of organizations throughout the state, including state and local governments, universities, and volunteer groups who agree that our waters are a central part of our state’s culture, heritage, and way of life. In Florida, monitoring efforts at all levels result in substantially more monitoring stations and water quality data than most other states in the nation. These water quality data are used annually for the assessment of waterbody health by means of a comprehensive approach. Hundreds of assessments of individual waterbodies are conducted each year. Additionally, as part of this report, a statewide water quality condition is presented using an unbiased random monitoring design. These efforts allow us to understand the state’s water conditions, make decisions that further enhance our waterways, and focus our efforts on addressing problems.

    SITE 1 IMPOUNDMENT | Fran Reich Preserve FACTS & INFORMATION JUNE 2018 BACKGROUND The Site 1 Impoundment / Fran Reich Preserve Project, a component of the Comprehensive Everglades Restoration Plan (CERP), will capture and store excess surface water runoff from the Hillsboro watershed, as well as releases from the Arthur R. Marshall Loxahatchee National Wildlife Refuge (LNWR) and Lake Okeechobee. Located in the Hillsboro Canal Basin in southern Palm Beach County, the project will supplement water deliveries to the Hillsboro Canal by capturing and storing excess water currently discharged to the Atlantic Intracoastal Waterway. These supplemental deliveries will reduce demands on the LNWR. The 1,660-acre impoundment will also provide groundwater recharge, reduce seepage from adjacent natural areas, and prevent saltwater intrusion by releasing impounded water back to the Hillsboro Canal when conditions dictate. The non-federal sponsor, South Florida Water Management District (SFWMD), acquired land for this project and participated in conceptual design. The lead role for project design and construction is with the U.S. Army Corps of Engineers. The project includes a 1,660-acre aboveground reservoir, an inflow pump station, gated discharge culvert, emergency overflow spillway, an a seepage control canal with associated features. PROJECT SPLIT INTO TWO The original acquisition strategy for the Site 1 project involved to about 15,000 linear feet of the existing L-40 levee; only one contract. However, in order to use funding from the installing dam monitoring instrumentation; and placing turf American Recovery and Reinvestment Act (ARRA) of 2009, reinforcement mat and soil cement. The project also includes a standalone and usable portion of the project was identified construction of a six-acre wildlife wetland area.

    III. Freshwater Canals A. Introduction Broward County’s current system of drainage consists of approximately two hundred and sixty-six miles of waterways (Broward County Planning Council 1989). The primary drainage system is managed by the South Florida Water Management District (SFWMD) and consists of nine major canals and their corresponding drainage basins (Figure III.1): Hillsboro Canal, C-14 (Cypress Creek) Canal, Pompano Canal, C-13 (Middle River) Canal, C-12 (Plantation) Canal, North New River Canal, C-11 (South New River) Canal, C-9 (Snake Creek) Canal, and the C-10 (Hollywood) Canal. These nine major canals, along with secondary and tertiary canals, eventually drain to the main estuarine areas (i.e., Intracoastal Waterway; see Section IV). The exception is the western segment of the C-11 Canal which is normally backpumped into the Water Conservation Area (WCAs). Overall, the canals are primarily used for flood control, however, secondary uses include drainage of land for development, discharge of excess water to and from the WCAs, prevention of saltwater intrusion, and recharge of wellfields (Cooper and Lane 1987). The result is a highly managed, intricate system of canals and retention ponds with control structures and pumps that maintain the balance between flood prevention and over drainage. The chemical characteristics of canals must be studied in order to understand possible ‘downstream effects’ on receiving water bodies (i.e., the Everglades and coastal systems). While the canal system’s primary function has been and continues to be conveyance, the waterways are currently considered waters of the state of Florida also known as Class III waters (see Florida Administrative Code [FAC] 62-302; State of Florida 1998).

    2015 - 2020 MOMENTUM REPORT TO CONGRESS COMPREHENSIVE EVERGLADES RESTORATION PLAN Central and Southern Florida Project THE 2015 – 2020 REPORT TO CONGRESS details the momentum that has sprung from previous years of Everglades restoration efforts – that will in turn, set the initial pace for further restoration progress in 2020 and beyond. The report is structured to mirror the multi-faceted aspects of the restoration program, and to highlight the collaboration of the many partners, team members, and stakeholders so vital to restoration success and its current and future momentum. Cover Images: Front: Tricolored Heron Back: Record Bird Colonies at the Broad River Photo Credits: Mark Cook, South Florida Water Management District RTC 2020—Agency Letters Final December 2020 AGENCY LETTERS Section 601 of the Water Resources Development Act (WRDA) of 2000 approved the Comprehensive Everglades Restoration Plan (CERP), which is the framework for modifications and operational changes to the Central and Southern Florida Project needed to restore, preserve, and protect the south Florida ecosystem while providing for other water-related needs of the region, including water supply and flood protection. Section 601(l) of WRDA 2000 requires that the Secretaries of the Army and the Interior jointly submit a Report to Congress not less than every five years on the implementation of the plan. This report covers progress made between July 1, 2015, and June 30, 2020. In accordance with Section 601(l)(1) of WRDA 2000, this report includes: “…the determination of each Secretary, and the Administrator of the Environmental Protection Agency, concerning the benefits to the natural system and the human environment achieved as of the date of the report and whether the completed projects of the Plan are being operated in a manner that is consistent with the requirements of subsection (h)...” Following are these determinations and a letter of support signed by the Florida Department of Environmental Protection (FDEP) and the South Florida Water Management District (SFWMD).
