In fact, the origin is still not identified. Source tracing is a serious scientific matter, which should be based on science and should be studied by scientists and medical experts. 3.Allegation: The virus was constructed by the Wuhan Institute of Virology Reality Check: All available evidence shows that SARS-CoV-2 is natural in origin, not man-made. 4.Allegation: COVID-19 was caused by an accidental leak from the Wuhan Institute of Virology Reality Check: The Wuhan National Biosafety Laboratory (Wuhan P4 Laboratory) in the WIV is a government cooperation program between China and France. The Institute does not have the capability to design and synthesize a new coronavirus, and there is no evidence of pathogen leaks or staff infections in the Institute. 5.Allegation: China spread the virus to the world Reality Check: China took the most stringent measures within the shortest possible time, which has largely kept the virus within Wuhan.     Chinese Government Influence on the U.S. Media Landscape Written Testimony by Sarah Cook Senior Research Analyst for East Asia, Freedom House Testimony before the U.S.-China Economic and Security Review Commission Hearing on China’s Information Controls, Global Media Influence, and Cyber Warfare Strategy May 4, 2017 Introduction Reuters establishes a new round of internal vetting on stories about human rights in China after its English and Chinese websites are blocked.1 Radio stations in fifteen U.S. cities broadcast content provided by Chinese state-run media.2 Tech giant Apple removes the New York Times’ mobile-phone applications from its download store in China with little explanation.3 And several rounds of crippling cyberattacks hit the New York-based servers of New Tang Dynasty Television and The Epoch Times newspaper’s websites.4 These are a small sample of incidents that have occurred over the past three years. Collectively, they illustrate various ways in which Chinese Communist Party (CCP) information controls—in terms of both censorship and propaganda—extend beyond mainland China’s borders and influence the media landscape in the United States. This testimony summarizes and supplements a 2013 study I authored of this phenomenon globally—The Long Shadow of Chinese Censorship,5 while attempting to offer updates on its recent evolution as it pertains to the American news media sector. The CCP and various Chinese government entities, have long sought to influence public debate and media coverage about China in the United States, particularly among Chinese language communities. Huawei Technologies Co., Ltd. and Huawei Technologies USA, Inc. (collectively, “Huawei”), by their undersigned counsel, submit this ex parte presentation to supplement the rec- ord in the above-captioned docket. Recent events require that Huawei supplement the extensive evidence already in this docket that banning particular vendors on grounds of “national security” will actually do little or nothing to protect the security of America’s telecommunications networks. Rather, forcing net- work operators to rip out and replace their existing equipment would pose a greater threat to net- work stability and security. In addition, recent public comments of a top Executive Branch official confirm that concerns about supposed “backdoors” in Huawei’s telecommunications equipment are not at the root of recent Government actions against the company. Comments by other officials from the United States and elsewhere cast further doubt on the wisdom of taking a company- and country-agnostic approach to 5G wireless network security. Not only would a policy of targeting specific vendors be insufficient to address supply chain concerns, it may also cause the United States to violate its international trade obligations. Huawei cannot and will not sabotage its customer networks. But recent actions by the United States Government are only one step away from doing so. In early April, Chairman Pai said the FCC is quickly trying to wrap up the above-captioned rulemaking, and the FCC was work- ing with the National Telecommunications and Information Administration of the Department of Commerce in connection with the rulemaking.1 On May 16, the Department of Commerce added Huawei to its Entity List,2 thereby restricting exportation of U.S.
