Policy Considerations for a Student-Loan Refinancing
November 1, 2016 1 Access and affordability are the main themes of Goal 1 of The Virginia Plan for Higher Education. Progress toward these goals can be measured by a variety of means, but access and affordability serve as foundational guiding principles as the Commonwealth of Virginia crafts its annual and biennial higher-education budgets. Student-loan debt is but one measure in determining if Virginia’s system of higher education is maintaining affordability. This can be evaluated two ways: by the amount of debt accumulated, and by evaluating if debt levels are manageable by borrowers. This paper focuses on the latter. As student-loan debt continues to escalate, a number of observers have expressed concerns about the ability of borrowers to manage their debt as well as about the potential negative impact of high debt on the economy. Specifically, there is evidence of borrowers whose debt level has increased years after graduation due to finance charges, collections fees and increased interest rates. During the 2016 session of the General Assembly, Senator Janet Howell and Delegate Marcus Simon asked that the Commonwealth consider the state’s role in addressing student debt. In response to legislative requests, SCHEV, Department of Treasury and the Virginia529 Savings Plan reviewed various means by which a state could be involved in student-loan refinancing. The review found a growing number of states with planned or existing student- loan refinance programs but no state with an agency whose sole responsibility is to refinance student loans. The review further found that these state refinancing programs focus on borrowers maintaining good credit scores and that refinancing the loans of higher-risk borrowers increases financial exposure to the state.

November 2015 Virginia General Assembly Election Update Prepared by: Williams Mullen Government Relations 2015 Virginia Elections A Statewide Overview On Tuesday, November 3rd , Virginians elected individuals to fill all 140 seats in the Virginia General Assembly. Historically, Virginia has had a limited change in the members of General Assembly as a result of Virginia’s off year election cycle, but partisan redistricting in 2014, a shift in demographics in parts of the state and the retirement of many long serving incumbents, especially in the Senate, created more competitive races in 2015. In the end, despite the spending tens of millions of dollars, Republicans maintained control of the House of Delegates and the Senate, perpetuating the partisan split between the Executive and Legislative branches of government. The House of Delegates Because of their overwhelming existing majority (67 Republican – 33 Democrats), there was no doubt that the Republicans would maintain control of the House of Delegates. Of the 100 seats in the House, there were only eleven seats in which an incumbent was not seeking re-election and in six of those eleven, just a single candidate was running, thus guaranteeing their election. Partisan control of the redistricting process results in the drawing of districts that generally favor most incumbents. Republican control of the last redistricting effort particularly protected Republican incumbents. Democrats won four of the six open seats which were previously held by a Democrat (Delegates Surovell, Krupicka, Preston and Joannou). The two uncontested open seats, previously held by Republicans (Delegates Mark Berg and Ed Scott), were retained by Republicans. Chris Collins, who defeated Delegate Mark Berg in a primary election, will represent House District 29 in the Winchester area and Nick Freitas will succeed Delegate Ed Scott, who did not seek re-election, to represent Culpeper and Orange and Madison counties.

February 19, 2021 Most voters undecided in Virginia nominating contests; McAuliffe, Herring have head starts among Democrats; Chase leads Cox, Snyder for Republican governor bid Summary of Key Findings 1. Former Gov. Terry McAuliffe opens Democrats’ primary race for governor with a quarter of the vote (26%), but half of Democratic voters are undecided (49%). 2. State Sen. Amanda Chase leads Republican field for governor with 17%, with former Virginia House Speaker Kirk Cox at 10% and tech entrepreneur Pete Snyder at 6%; but 55% of Republican voters say they are undecided. 3. No candidate for lieutenant governor has made much of an impression on voters in the crowded Democratic field, with most voters undecided (78%). 4. Virginia Beach Del.
