(Hons) Organic Chemistry, 1972, MSc. Radiation Chemistry, 1973, Karachi University, MS Organic/Biochemistry Ball State University, Indiana, USA and Ph.D. from University of the Punjab in Biochemistry & Radiation Chemistry, 1993. Dr. Javaid worked for Pakistan Atomic Energy Commission (PAEC) for 40 years in different capacities as Consultant/Advisor/Director General/Director of Planning, Development & Projects Coordination, Biosciences & Executive Secretary, Abdu’s Salam International Nathiagali Summer College. Present Work: Dr. Javaid is, President Pakistan Nuclear Society, comprising of 3000 Nuclear Scientists, Engineers & Professionals. He is Distinguished Visiting Fellow at Centre for International Strategic Studies. His special interest is Mitigation and development of Confidence Building Measures on WMD & CBRNe, Code of conducts & Ethics, Nuclear Knowledge Management, Nuclear Energy & Climate Change and Nuclear Technology for achieving SDGs, Science Communication and Science Diplomacy. He delivers lectures/hold seminars at different forums & Pakistani Universities. He is Director at Large of Planning Management Institute, PA, USA (Isld Chapt). He is Secretary National Member Organization, IIASA Laxenburg, Austria. Adjunct Faculty Member of Department of Communication & Management Sciences, PIEAS, deliver lectures on Leadership and Project Preparation, Implementation, Monitoring & Evaluation. He is Member Advisory Council of “Global Affairs”, a magazine circulated in 19 countries. Past Experience: Project Preparation, Management, Monitoring and Evaluation He worked for 1 year as Advisor and 9 years as Director General, Directorate of Planning & Projects Coordination, Chairman Secretariat, PAEC-HQs. He was Focal Person for all PAEC Projects. He prepared coordinated, implemented & monitored 85 open projects of Agriculture, Biotechnology, Energy, Engineering, Medical and S&T worth about 9800 billion with an annual release of about 53 billion/year, including power projects of C-3, C-4 (340MWe) & K-2, K-3 (1100MWe) projects. As PAEC-SPD Focal Person coordinated about 90 classified projects worth about 82 billion with annual release of about 16 billion/year. He also monitored and evaluated more than 60 research projects of S&T, PCSIR, PSF and PMRC. Passionate with skills to achieve goals he developed “Project Monitoring & Evaluation Cell” at PAEC through Planning Commission funding for monitoring & evaluation of PAEC Projects. Dr. Javaid has specialized skills of Project Development & Management. He attended many Workshop/Training courses of International Atomic Energy Agency (IAEA) i.e. Technical Cooperation Project Design for Asia & Pacific, 2011, Development of Nuclear Power Program 2011, Infrastructure Development of Nuclear Power Projects 2010, Vienna, Austria. As technical expert, he attended 03 UN Meetings & 2 State Party Meetings on Biological Weapon Control, Geneva, Switzerland 2003-2006 and 3 UNDP/IAEA training course on Radiation Technology & Sterilization of Food and Single Used Medical Products, Bangkok 1987, 1989 & Bombay, 1991. He has also attended many training courses of Pakistan Planning & Management Institute. Growth Strategy of Pakistan, Preparation of Work/Cash Plan, Financial/Economic Analysis of Projects, Macroeconomic Planning & Management, Project Implementation and Governess, Project Cycle Management and Project Monitoring & Evaluation System Software, beside this some Bradford Courses arranged by Pakistan Planning & Management Institute on Sustainable Project Cycle Management, 2006 and on Project Planning, Management & Implementation, 2005. He is member of Nutrition Network, PD&R, Islamabad. Development of Tertiary Health Care and Management at PAEC: Dr. Javaid worked for 7 years as Director Biosciences, PAEC. He was responsible for managerial guidance of research, planning, development & administrative matters of 13 Biosciences Institutes. He is the person to develop National Cancer Control Program for Planning Commission & developing 1 ‘Breast Cancer Clinics’ and Mobile Breast Care Clinics throughout Pakistan. By virtue of his hectic efforts he obtained land for 9 new cancer hospitals. He worked as Chief Coordinator of Pakistan Farmer Participatory Saline Agriculture Project. As Technical Consultant 1989 he developed facilities for First Pakistan Radiation Sterilization Services (PARAS) Lahore for Single Use Medical Products and prepared feasibility report in 2004 for 03 Food Irradiation facilities proposed at Lahore, Karachi & Peshawar. In 1978 developed Quality Control & Assurance facilities for Radiopharmaceutical. He was a member of Inter-ministerial committee of Biological Weapon Control, Ministry of Foreign Affairs, Government of Pakistan(GOP). Presented Pakistan 4 times as technical expert of delegation to UN on Biological Weapon Control (BWC) meetings. Participated 3 times as member of State Party to UN on BWC meeting and helped GOP in making the legislation on dual use products. He served as a member of PAEC Review Committee on Pakistan Nuclear Regulatory Authority (PNRA) rules and regulation on Health, Member of Life Sciences Core Group, COMSTECH. He worked as an Environmental Coordinator for 3 years. He is General Secretary, Pakistan Association for Life Sciences Research and HRD Committee of Pakistan Biological Association. Research: Dr. Javaid’s research activities are mainly concentrated on health related topics, such as Development of Bioscanning & Therapeutic Important Complexes. Provided guidance & supervision to M.Phil. & PhD students of different Universities. His passionate research and excellent presentation skills resulted in about 52 publications in international/national journals, 12 international proceedings, 02 National Guidelines, 15 research reports, 30 articles, 40 presentations and listed by GOP as Productive Scientists of Pakistan with an Impact Factor of 117. Dr. Javaid is Fellow of Chemical Society of Pakistan. He is referee to Egyptian Journal of Radiation & Applied Sciences (EJRAS), African Journal of Pure & Applied Chemistry (AJPAC), Journal of Medicinal Plant Research (JPMR), Pakistan Journal of Pharmacology, Journal of Pharmaceutical Chemistry, Journal of Pak. On the 28th and 30th of May of that year, Pakistan conducted six nuclear explosions, following five tests by India about two weeks earlier. In the background of more than fifty years of hostile relations, starting from a violent partition to three brutal wars, Pakistan had no recourse but to conduct its own nuclear tests when India did so. Since that momentous episode, the regional strategic dynamics of South Asia changed forever. This year marks twenty years since the May tests. Every year on May 28, Pakistan celebrates its Youm-e- Takbeer or “Day of Greatness” to remember this significant landmark in Pakistan’s history. While Pakistan had developed its nuclear weapons capability more than a decade earlier, it had exercised a self-imposed restraint ever since, till the time India opted to carry out overt nuclear tests. By conducting its own tests, Pakistan was hoping to restore strategic parity with India, which has a considerable conventional superiority vis-à-vis Pakistan.

Introduction: Water availability, storage, supply and its quality are among the major issues, which the world is facing at present. With respect to Pakistan, water related issues have been highlighted by the Government of Pakistan, in general, and Chief Justice of Pakistan, in particular. Pakistan needs to have a strategy to fully exploit viable sources of water and manage its storage, in order to ensure that Pakistani population will be able to meet its water requirements, in the long run. Additionally, the power short-fall can be reversed through hydroelectric power production. Apart from water availability, there are problems of potable and agricultural water supply, which are related to health and food security issues. It is the need of the day to address these issues and find out their solutions. Critical analysis of existing water quality is of utmost importance and in this connection water quality surveillance, monitoring strategies, selection of most appropriate technologies and processes to supply safe and drinkable water is essential. Specially, the nuclear water desalination, membrane based water purification and other processes to treat the brackish, sea and contaminated water have to be critically analyzed for suitable and economic solutions of the water quality problems. Cost is an important factor in view of the limited national financial resources. An analysis of the sources of funding and strategies for optimal use of funds are required to ensure safe and affordable supply of water at the door steps of common man.

He also described the fabrication of a locally G-5/2, Islamabad, designed line of flight mass spectrum that was based on a very generous funding from Pakistan the PAS. This equipment is being used for the elemental abundance of the naturally existing isotopes.
