Proposed: PW Seconded: NF Outcome: All agree 20/10/05 To receive the clerks report and councillors updates Clerks update: • Site meeting was held on 7th October with Lee from Grasslands to look at the work needed at the play area and discuss timescales – most of the work will be done later in the year. • Site meeting was held on Tuesday 13th October with PC Wayne Goodwin and Lianne Cooper from ERYC to determine locations for community speed watch. • Refills for the dog poo bag dispenser on Festive Field have been purchased and delivered, Clerk will make sure parish gardener has some and that it is checked regularly. • Clerk has dropped off the accounts to the internal auditor Alan Johnson for the six-month audit. • Annual staff appraisals have been held, the outcomes to be discussed later in this meeting. • Clerk has been working on the budget for 2021-22. • Clerk has received further emails regarding access down Church Lane, these emails have been acknowledged and the complainant has been referred to the letter that the council sent on 1st October 2020. A log is being kept and parish council to discuss this at the November meeting in line with the council’s complaints procedure. Councillors updates: • Cllr. James report that the recent sponsored walk raised £461.25 (excluding fees), to be split equally between the village hall and All Saints Church. • Cllr. James asked the resident attending the meeting for their views on this planning application. In summary the following concerns were raised: • Who has submitted the application as Sangwin don’t own the site anymore? • The application incudes clubhouse, café and shop right next door to an existing business with similar facilities – Kelsey Gardens • There are 29 lodges packed onto a 4-acre site • Access to the site is down a narrow private road • A high fence will go all the way round the site blocking views Some councillors had concerns about access along the private road, which doesn’t have a footpath. Questions were asked about digging work that has already started on the site. Cllr. James said this is a difficult application and that the parish council need to weigh up the economic benefits that this kind of development could bring to the area – such as jobs, tourism and footfall for other local businesses versus the access issues and the design of the site. Cllr. James called a vote as follows: Those in favour of logging no objections to this development – 6 Those in favour of objecting to this development – 2 Motion carried, council to log no objections to this application. A further vote was called as to whether council should comment on the access. Those in favour of commenting about access – 3 Those in favour of no comments – 5 Motion carried – council will log no objections with no additional comments. 20/03066/PLF Erection of 4 dwellings with associated access, parking and infrastructure as a rural exception site for affordable housing at land west of 47 Back Lane, Burstwick CYD Property Ltd Councillors were very concerned that this proposed development is in a known flood risk area. There were other concerns that the proposed development is outside the village boundary. Questions were asked as to why this site is needed while the Nags head site remains unfinished – the properties planned for that site could be affordable homes. ERYC have recently refused permission for a property on Sharp Avenue to raise the roof height for a dormer, these proposed properties are houses in an area that is mainly bungalows. Council proposes to object to this development for the following reasons: • The site and approach road are in a known flood risk area. • The proposed development would result in loss of amenity and privacy to existing properties adjacent to the site. • The development of houses is not in keeping with the existing street scene. • There is already a development of affordable homes on The Nags Head site, that remain unfinished, these should be completed to fulfil the small demand for affordable homes as identified in the housing needs survey before further sites are identified. Proposed: AB Seconded: NF Outcome: Agreed (SW abstained) Clerk to log comments on ERYC public access system. Clerk Planning Decisions to note: 20/01559/PLF Raising existing roof height, construction of dormer at rear and erection of single storey rear extension, 4 Sharp Avenue, Burstwick East Riding of Yorkshire Council has refused planning permission on design grounds and impact on amenity to neighbouring properties. 20/01408/PLF Erection of a dwelling to replace Hill Crest, Hedon Road, Burstwick, land SE of South Park Farm, Hedon Road, Burstwick East Riding of Yorkshire Council has granted planning permission, subject to conditions. Appeal Decisions to note: None 20/10/08 To discuss road safety in the village and receive any updates on action taken Community Speedwatch update Site visit took place on Tuesday 13th October with PC Wayne Goodwin and Lianne Cooper, engineer from ERYC, four sites were identified as follows (traffic can be monitored in both directions from each site): 1. Main Street by Skeckling Garth 2. Main Street by old school/South Slope Farm 3. Main Street by parish council notice board (opposite Hare and Hounds) 4. Station Road by Braemar bungalow Next steps are we need 6 volunteers to do the training – which include a power point presentation followed by roadside training. The police will provide the speed gun, clicker and high-vis jackets. The following councillors have agreed to volunteer for the community speed watch: Cllr. Tong, Cllr. Rainforth, Cllr. Brown, Cllr. Waddingham, Cllr, James. The clerk also volunteered. Next steps are to inform PC Goodwin and secure a date for the training, this can then be Clerk used in a social media campaign to encourage residents to also volunteer. 20/10/09 To discuss safety concerns around the school drop-off system Cllr. Waddingham raised his concerns with the one-way system for school drop offs and collection. In summary the concerns included: • Parents with children are having to cross Main Street near the crossroads with Woolam Hill and Pinfold Lane – this can be a dangerous place to cross • Some parents are parking their cars on Woolam Hill or dropping off their children near the school path and then reversing out causing congestion Cllr. Waddingham feels it’s an accident waiting to happen and why can’t the system work the other way round? Are all parents really happy with this new system? Cllr. James said that the parish council, out of courtesy, had contacted the head teacher Mr Cutts and invited him to join the meeting. He was unable to attend the meeting and had sent an email clearly stating the reasons for the system, which was circulated to all councillors. Cllr. James invited a member of the public to join the discussion at this point. They said that the new system isn’t a problem at all and they haven’t come across anyone who isn’t in agreement. Cllr. Fairbank reported that some cars are parking in front of peoples drives and blocking access.
