He explained all the line departments and S.D.O.s and B.D.O.s about the importance of Disaster Management Preparedness before monsoon and advised to take some measures that will enable the Government Officials and individuals to respond rapidly to disaster situation so as to cope with effectively. He also advised to all the departments to co-ordinate with the District Administration to face the emergent situation during storm, flood, etc. He told the entire department to submit their Disaster Management Plan before 5th June'2016 to the District Office through e-mail. Then Officer-In-Charge, Disaster Management Section inform the house about the point wise action to be taken by all the line departments for tackling the emergenet situation and then department wise discussion was started about the action to be taken before disaster in the following manner. Name of Department Action to be taken Irrigation Department : A control room will be opened by this Department from 1st June2016 in charge of an Asstt. Engineer, List of vulnerable spot on the Bandhs/embankments will be prepared co-ordination regularly to the District Administration / Block / Panchayats will be made. Prompt transmission of flood warning message / discharge of water from barrage from the concerned authorities. Adequate stock of gunny bags to be stored for repairing of breach of embankments on emergency basis. Food & Supplier Deptt. As in the previous year this year also all wholesalers of the District keep rice as rolling stock. All the SC(F&S)s of the District will arrange for rolling of reserve stock of Food Grains, K.Oil and other essential commodities in advance in the MR shop of each vulnerable pockets to be identified in consultation with respective S.D.O.s / B.D.O.s. The SC(F&S)s will keep close watch upon the different MR Shops, rice mills, chira mills, baby food wholesalers to keep some, percentage of stock as reserve. D.C.F. & S. ensure that their shouldn't be any dearth of essential commodities in actual time of need and also render all sorts of co-operation in collecting dry food from open market in reasonable rate. Agriculture Deptt. Raising of seed-beds will made and to keep them in stock to the places prone to disaster and that will be distributed among the flood affected farmers. Storing of seedlings, seeds minikits, fertilizers, insecticides and other agriculture inputs for making them readily available to the affected cultivators. Estimate the area which has become unfit for cultivation due to sand deposition. The cultivators are entitled to get compensation at 33% to loss of their agriculture land. Animal Resource Dev. Devtt. This department will plan for distribution of fingerlings among the fisherman during the emergency period and other input help will be made. PWD Road Deptt. They will look after the condition of the roads so that there will not be any major problem for traffic movement particularly of food grains and relief materials and make arrangments for stock of materials for necessary repairs on emergency basis when and where necessary. P.H.E. Deptt. Action will be taken for raising of tube-well adjoining cut piece up to 2 to 3 ft to prevent submerge. Supply of drinking water where necessary. A control room will be opened in the office of the E.E. Birbhum Division as and when necessary where mechanical and Civil personals are available. Civil Defence Deptt. This Department will procure 3 speed boats from Commandants, Water Wing, Kolkata out of which one will be supplied to SDO Rampurhat and other two will be supplied to Labpur Block Office within June'2016. At the time of emergency 10-15 nos. Of C.D. Volunteers are always available for rescue operation. Health Deptt. Health Department will form Block Medical Team to combat the situation at the time of emergency and they will provided with sufficient stock of essential medicines and equipments. Mobile medical unit will have to deployed to flood affected areas.

The attention to the development of tourist facilities was given from the 3 Plan Period onwards, Early in 1950 the executive part of tourism organization came into being with the appointment of a Tourist Development Officer. He was assisted by some of the existing staff of Home (Transport) Department. In 1960-61 the Assistant Secretary of the Home (Transport) Department was made Director of Tourism ex-officio and a few posts of assistants were created. Subsequently, the Secretary of Home (Transport) Department became the ex-officio Director of Tourism. Two Regional Tourist Offices - one for the five North Bengal districts i.e., Darjeeling, Jalpaiguri, Cooch Behar, West Dinajpur and Maida with headquarters at Darjeeling and the other for the remaining districts of the State with headquarters at Kolkata were also set up. The Regional Office at KolKata started functioning on 2nd September, 1961. The Regional Office in Darjeeling was started on 1st May, 1962 by taking over the existing Tourist Bureau of the Govt. of India at Darjeeling. The tourism wing of the Home (Transport) Department was transferred to the Development Department on 1st September, 1962. Development. Commissioner then became the ex-officio Director of Tourism. Subsequently, in view of the increasing activities of tourism organization it was transformed into a full-fledged Tourism Department, though the Secretary of the Forest Department functioned as the Secretary, Tourism Department.

Currently 82 coal-fired TPPs exist in India and disposal of the increasing amounts of coal ash is becoming a serious concern to the environmentalists as the re-use/utilization rate is too low and inadequate or unscientific management results multi-furious geo-environmental degradation. Fly ash disposal and management of Bakreshwar Thermal Power Plant (BkTPP), the 3rd largest TPP in West Bengal has become a major issue of concern. This is because; the fly ash dumping ponds at Panuria and Raipur village has got filled-up about a year ago. The slurry from these ponds directly flow into the surrounding land and to the river Chandrabhaga and Bakreshwar leading to air, water and soil pollution. Overflow and blow-off the ash towards residential areas is causing unnecessary human exposure and has serious health risks. The villagers are even more affected as the ash is deposited in the fields and farmers use ash-laden water to irrigate.
