Yukio Naito, a retired attorney who was the chairman of the Public Utilities Commission during a period that saw tremendous growth in the telecommunications industry, died Jan. 2, 2003. He was 74. Naito was appointed to the utilities commission in 1988 by then-Gov. John Waihee. The PUC is an influential body that regulates electric, gas and telephone companies, and accepts or rejects requests for rate increases. During Naito's 10 years as chairman, the state saw an explosion in new telecommunication companies and services. Labor-law attorney Charles Khim, who joined Naito's law firm in 1980, said Naito was a modest, humble man with "superior legal abilities and talent." Khim said Naito was able to lead the commission through the expansion period because of his honesty and integrity. "I can unequivocally say that he was one of the most intelligent and compassionate attorneys I've ever worked with," Khim said. "He applied his legal skills not only for the gain of his clients, but also for the public good." Khim said very few people know that Naito drafted the documents that created Alu Like, the Native Hawaiian social service agency. Former state Appeals Court judge Walter Heen and Naito began their law careers in the same office in 1956. Heen agreed with Khim that Naito was one of the most studious attorneys around. "You could tell at that point that his knowledge of the law and legal ability was a cut above everybody else," Heen said. Although he was superior intellectually, Naito always listened to both points of view and was a very gentle and caring person, Khim said. Naito often would ask advice of younger attorneys and performed countless hours to help various agencies and people. "He was a straight-arrow guy, but yet not so rigid that he couldn't appreciate different points of view and even agree with them if he thought they were right," he said. Naito was born in Hilo on March 22, 1928. He graduated from Hilo High School and the University of Hawai'i. In 1953 he earned his law degree from the University of Michigan. In addition to his work on the PUC, Naito served as deputy legislative auditor, attorney for the Hawai'i Government Employees Association and United Public Workers, and chairman of the state Reapportionment Commission in 1983. [Adv 14/01/2003] Yukio Naito - Retired Honolulu attorney Yukio Naito, a former chairman of the state Public Utilities Commission known for his work helping rewrite the rules governing local telecommunications, died Jan. 2, 2003 in Kuakini Medical Center. He was 74. After the landmark federal Telecommunications Act of 1996 opened the nation's phone monopolies to competition, it was Naito's job to revamp a decades-old monopoly system at the local level. "I don't think there would have been very many other people who could have handled telecom regulation and set the rules for it," said Chuck Totto, a former executive director of the state Division of Consumer Advocacy. "He was a masterful person as a regulator because he could not only see the big picture but was also able to understand the particular nuts and bolts of regulation." Totto said Naito was a man who was able to listen to multiple parties -- whether telecom companies, consumers or consultants -- all at once. "He wasn't overwhelmed by the complexity of the industry," said Totto. People in the industry also respected Naito. "I think he was highly respected by people in the industry whether they agreed with the outcomes or not. All of us knew issues would be examined thoroughly and that he would determine what he thought was right and say so," Totto said. Naito was born in Hilo. MICHIE NAKABAYASHI - One of the pioneers of Japanese language radio and television in Hawai'i, Michie Nakabayashi, died Jan. 10, 2003 at age 76. Paul Yempuku, president of the Hawai'i Hochi newspaper, said Nakabayashi was one of a handful of Japanese language broadcasters in the Islands in the early days. "She was one of the popular announcers," he recalled. Family members said her 30-year career began in 1952 on live radio at KPOA with her own program titled "Together With Michiko." They recalled she was a popular announcer at the Cherry Blossom Festival and stage shows that featured entertainers from Japan. From 1959 to 1980, she was the host of a Sunday variety show on KGMB-TV that included guests from Japan. Nakabayashi worked at KOHO in 1962 and at KZOO from 1963 until her retirement in 1982. MAKI NAKAMURA, an immigrant from Japan who toiled in pineapple fields before becoming the founder of Maui's famed Kitch'n Cook'd potato chip brand, died March 13, 2003 in Wailuku. She was 106. Nakamura, of Kahului, was born Sept. 14, 1896, in Japan. After emigrating to Hawai'i, she worked for Maui Pineapple, retiring as a trimmer. Her home-cooked potato chips became legendary across the state and inspired imitators making "Maui-style" well-browned chips with a hard texture. Bert Nakano - Hawai'i-born Bert Nakano, who led a campaign to win reparations for Japanese Americans forced into internment camps during World War II, has died. He was 75. Nakano died Saturday at a nursing home in this suburb south of Los Angeles, said his son, Erich. The cause was respiratory failure related to Parkinson's disease. Retiring as an airline worker and travel agent, Nakano helped found and was the top spokesman for the National Coalition for Redress and Reparations, which in 1988 was rewarded with an apology and $1.5 billion in payments from the federal government. Nakano referred to his hard-working family when calling for restitution. "To people who would oppose reparations, I'd say, 'Give me back my three years, my mother's health, my father's business, my brother's ambition to become a doctor and they can keep their money,' " he said in 1985. "Can anyone return those things to us?" Nakano also pushed aging internment camp survivors to testify before Congress. In addition to his son, he is survived by his wife of 53 years, Lillian; two grandchildren; four brothers and two sisters. Funeral service is scheduled for Saturday in Montebello, Calif. WILLIAM “BILL” TORU NISHITA - Former Hawaii Islanders and Japan professional pitcher Bill Nishita died Friday, according to a family member. He was 72. Nishita, a graduate of Saint Louis School, pitched in six different seasons in Japan's major leagues, according to the annual Japan Pro Baseball handbook. He pitched for the Yomiuri Giants in 1952 and 1955. He was among the first Americans to play pro ball in Japan. The first was another Hawai'i player, Japan Hall of Famer Wally Yonamine. Yonamine said Nishita inspired him to improve his game. "When Bill was playing, he was making two or three times as much (money) as I was," said Yonamine, who was Nishita's teammate the two seasons with the Giants. "I was really hoping that if I worked hard, I could be as good as Bill." Yonamine said Nishita was a good control pitcher. Nishita also pitched for three other Japanese teams. His winningest season was 1958 when he was 16-19 for the Toei Flyers. Nishita also pitched in the Brooklyn Dodgers farm system in 1956 and 1957 before returning to Japan. In 1962, he pitched for the Hawaii Islanders, a Triple-A team in the Pacific Coast League. He finished his pro career in 1963 with the Kokutetsu Swallows in Japan. Nishita also pitched for Asahi, the Braves and Rural Red Sox of the Hawaii Major Leagues. Services will be private, according to the family member. [Adv 12/05/2003]
