*S4M-15166 Graeme Dey: People of Arbroath Donate to the Poppy Appeal— That the Parliament welcomes the £13,135 that was donated by the people of Arbroath to the 2015 Poppy Appeal; notes that the support of local shops, hotels, bars, clubs, banks, businesses, cadet forces and the public has led to this sum being raised; understands that the funds raised in Arbroath, and across Scotland, will be directed toward helping ex-service men and women in need in Scotland, and welcomes the work of Poppyscotland to support those who have risked their lives by serving in the armed forces.

*S4M-15164♦ Hugh Henry: Centre of Excellence for Work-related Lung Disorders—That the Parliament believes that there is a significant incidence of asbestos-related disease in Scotland; understands that this is associated with the country‘s industrial heritage, including shipbuilding, heavy engineering and construction in Renfrewshire South and across Scotland; notes the view that the Scottish Government should consider establishing a centre of excellence for work- related lung disorders that could be based at the Queen Elizabeth University Hospital, and hopes that such a centre could become a world-leading facility in the treatment of such conditions.

S4M-15157 Kenneth Gibson: Renew the James Zadroga 9/11 Health and Compensation Act of 2010—That the Parliament notes with concern the decision by the US Congress not to renew the James Zadroga 9/11 Health and Compensation Act of 2010, which was named after the New York Police Department officer, James Zadroga, who died of a respiratory disease believed to have been contracted when responding to the 11 September 2001 (9/11) attacks on the USA; understands that the Act, which was introduced after years of campaigning, has provided fully-funded healthcare to 9/11 responders who became ill following the courageous work that they carried out in the immediate aftermath of the attacks; believes that, despite claims that the sites at the World Trade Center, the Pentagon and Shanksville were safe, many developed cancers, respiratory and pulmonary diseases as a result of the air pollution that they faced; is aware that the Act was only funded for a five-year period to assess whether there was widespread fraud and to examine the likelihood of a scientific link between the illnesses developed and the conditions at the sites; understands with disappointment that, despite no instances of fraud being found and strong medical evidence to link the sites with subsequent illness, claims will not be renewed and that the final funds allocated in September 2015 will shortly be exhausted; supports the surviving first responders who have travelled to Washington DC to protest about this, and considers that, given the sacrifices that the responders made to their country in its hour of need, the Congress should show support to these brave individuals by renewing and fully-funding the Act.

PROVISION OF COMMUNICATION EQUIPMENT Duty to provide or secure communication equipment After section 46 of the National Health Service (Scotland) Act 1978, insert— “46A Provision of communication equipment The Scottish Ministers must, to such extent as they consider necessary to meet all reasonable requirements, provide or secure the provision of— (a) communication equipment, and (b) support in using that equipment, to any person who has lost their voice or has difficulty speaking.”.>

Bills in Progress A list of all Bills in progress can be accessed via the Scottish Parliament website at: http://www.scottish.parliament.uk/parliamentarybusiness/Bills/576.aspx

For each Bill, the date of the next (or most recent) event in the Bill‘s passage is given. Other relevant information, e.g. about lodging amendments, is given in italics. As soon as a Public Bill (i.e. a Government, Committee or Member‘s Bill) has completed Stage 1, amendments for consideration at Stage 2 may be lodged; and as soon as Stage 2 is completed, amendments for Stage 3 consideration may be lodged. The last lodging day for amendments at Stage 2 is three sitting days before the meeting at which those amendments will be considered (e.g. Thursday for a meeting on Tuesday); at Stage 3 it is four days before. Amendments may be lodged until 4.30 pm on any sitting day, except on the last lodging day for Stage 2, when the deadline is 12 noon.

A Hybrid Bill is subject to the same rules except in the case of Stage 2 where amendments for consideration may be lodged no earlier than the completion of any consideration of evidence at Stage 2. Amendments to Private Bills are subject to different deadlines. These are set out in Rule 9A.12 of Standing Orders.

Members are advised to lodge amendments in good time before the beginning of a Stage and as early as possible during the day.
