The City of Cranston Also Marks Shushi Liberation Day Mayor Fung Proclaims May 20 the Victory Day

"Shushi's liberation was the turning point in the long Nagorno Karabakh", wrote Cranston Mayor Allan W. Fung in the special resolution that proclaimed May 20 Shushi City Liberation Day.

The resolution text stresses, that dozens of "Armenian liberators made the ultimate sacrifice so that others may live free from oppression and tyranny".

Mayor of Shushi Garen Avakimyan sent a letter to Mayor Fung, in which he thanked the Mayor and the City of Cranston for celebrating the Shushi's liberation, and adopting the resolution.

The letter by Mayor Avakimyan, in particular, said: "Throughout its history, Shushi has always been playing a significant role in the cultural and educational life of the Armenian people...On behalf of the citizens of the free Shushi, I would like to thank you for your support. We look forward to further cooperation, and deepening of the friendship between our cities".

Rhode Island's Warwick Celebrates Shushi Liberation Day Proclaims May 20 Day of the City's Liberation

The City of Warwick, Rl, proclaimed May 20, 2012 as the Shushi Liberation Day. "Due to the bravery of Armenian soldiers and excellent military strategy and organization, Shushi was liberated," says proclamation by the Warwick's Mayor Scott Avedisian.

"Attempts to reunify Artsakh and Armenia were met with resistance by with murders, slaughters and torture", the proclamation says, and emphasizes that "liberating Shushi became a matter of life and death". The proclamation also characterizes the liberation of Shushi as "a turning point in the war" between Azerbaijan and Artsakh.

Mayor of Shushi Garen Avakimyan thanked the Mayor and the City of Warwick for the Proclamation. Avakimyan's letter, in particular, said "Twenty years ago the city (of Shushi) returned to the Armenian people to become a symbol of courage and perseverance, a symbol of a selfless struggle for freedom and justice".

ARTSAKH HOLDS PRESIDENTIAL ELECTIONS Incumbent President is re-elected to second term

Washington, DC - Oh July 19, 2012, for the fifth time since independence the people of the Nagorno Karabakh Republic, Artsakh chose their president. More than 70 percent of nearly 100,000 eligible voters turned out to decide between three candidates: incumbent President Bako Sahakyan; National Assembly member and former deputy minister of defense Vitaliy Balasanyan; and academic Arkady Soghomonyan.

According to preliminary results released by the NKR Central Electoral Commission Bako Sahakyan received more than 66 percent ofthe vote and was thus reelected to a second term; Vitaliy Balasanyan polled more than 32 percent and Arkady Soghomonyan less than one percent.

More than 80 international observers from two dozen countries, including Armenia, Argentina, Austria, Bulgaria, Canada, the Czech Republic, Cyprus, France, Germany, Hungary, Ireland, Israel, Netherlands, Poland, , the United States of America, Uruguay monitored the parliamentary elections in Artsakh widely covered by local and world media.

According to preliminary judgments of the observers, the election were free and fair, and reflected the democratic will of the people of Nagorno Karabakh Republic/Artsakh.

The European Friends of Armenia Observer Mission that included members of the European Parliament, journalists and other public figures, welcomed the conduct of elections in Artsakh, emphasized their transparent nature and called on the international community to appreciate these efforts and provide technical assistance and election observation for future elections.

International expert Center for Electoral Systems, an independent monitoring group founded by a former member of Israeli Knesset, characterized the elections as free expression of popular will that is on par with international electoral standards. The mission noted that the election campaign was carried out in a democratic and competitive atmosphere, and emphasized the commitment of the Nagorno Karabakh Republic to conduct democratic and transparent elections..

The State Representatives Praise Artsakh's Democratic Independence

BOSTON, MA — On August 6, 2012 the House of Representatives of the State of Massachusetts adopted a resolution submitted by State Representative Jonathan Hecht urging "the President and Congress of the USA to support the self-determination and democratic independence of Nagorno-Karabakh".

The resolution condemns the killings of in Sumgait, Kirovabad and Baku and acts of violent repression by Azerbaijan against the peaceful demonstrations for self-determination in Nagorno-Karabakh. The document also notes that the "Nagorno-Karabakh's security continues to be threatened by Azerbaijan's hostile acts". It praises, that despite these continuous acts of violence, the people of Nagorno-Karabakh in a popular referendum on December 10,1991 voted in support of independence, freedom and democracy.

The resolution aiso congratulates "Nagorno-Karabakh on the success of its ongoing efforts to develop democracy" and commends the July 19, 2012 presidential elections as "another major step" in this regard.

"We thank the Massachusetts State House for passing the resolution in support of Artsakh's freedom. By adopting this document, the Massachusetts legislators have promoted the universal values of the human rights and liberties", said NKR representative Robert Avetisyan. The South Wales of Australia Supports Artsakh's Independence

The Largest State of Australia Calls upon the Australian Government to Recognize the NKR and enhances the Karabakh-Australian relations

As reported by the Armenian National Committee of Australia and the NKR Permanent Representation in Australia, on October 25, 2012, the Legislative Council of the New South Wales Parliament of Australia passed a resolution introduced by Member of Legislative Council, the Honorable Marie Ann Ficarra. The legislation recognizes the independence of the Nagorno Karabakh Republic and Artsakh people's right to self-determination. The resolution also calls upon the Commonwealth Government to officially recognize the independence of the NKR and strengthen Karabakh-Australian relations. The resolution was unanimously adopted on the Legislative Council floor in the presence of ANC Australia Executive Director Vache Kahramanian and Communications Director Haig Kayserian.

"The NSW Parliament has always been, and continues to be, a beacon of hope in upholding human rights. We thank all members of the Legislative Council for taking a stance to uphold the basic human right to self-determination. In particular we thank Marie Ficarra for her courageous stance," Kahramanian remarked in the press release issued by the ANC of Australia afterward the adoption of the resolution.

SECURITY & POLITICS

In early June, Azerbaijan again intensified its violations of the cease-fire agreement on the border with north-eastern Armenia. From June 4-6, Azerbaijani forces initiated a number of subversive actions on the border with Tavush province resulting in at least three Armenian service members killed and six wounded; civilian infrastructure in border villages also came under shelling. Azeri military forces also attacked positions in south-eastern Karabakh, killing one serviceman and wounding two. In each case, Armenian forces undertook retaliatory punitive actions against the aggressor; Azerbaijan admitted deaths of ten servicemen in the same period. v

These attacks were condemned by international mediators, including the United States. The violence coincided with the visit of U.S. State Secretary Hillary Clinton to the South Caucasus region. Secretary Clinton ruled out military solution to the Karabakh conflict saying that a peacefully negotiated settlement is the only alternative.

Members ofthe U.S. Congress condemned Azerbaijani aggression on the Armenian-Azerbaijani border and urged State Secretary Clinton to deliver strong messages to Aliyev's regime about the incidents.

The OSCE Chairperson-in-Office, Irish Foreign Minister Eamon Gilmore called the Karabakh conflict parties to remove snipers from the Line of Contact. Unlike Azerbaijan, Armenia and NKR continue to agree to reciprocal removal of snipers.

Armenian diplomatic missions in New York and Vienna informed the United Nations and the OSCE about these Azerbaijani provocations against Armenia and Artsakh, noting Azerbaijan's continued refusal to investigate them.

The U.S. House Appropriations Committee proposed an increase in aid to Nagorno Karabakh from $2 million to "at least" $5 million in Fiscal Year (FY) 2013 State. Foreign Operations Appropriations Bill. The

Senate version ofthe bill did not include a direct allocation but expressed support for the Karabakh peace process.

Rep. Howard Berman (D-CA), Ranking Democrat ofthe House Foreign Affairs Committee urged U.S. Secretary of State Hillary Clinton to stop a proposed sale of military hardware to Azerbaijan due to this country's continued war rhetoric and attacks against Armenia and Artsakh.

The Rhode Island House of Representatives passed a resolution that calls on the U.S. President and Congress to recognize the independence of the Nagorno Karabakh Republic. NKR parliament welcomed the resolution.

The City of Providence marked the 20th anniversary of Shushi's liberation with Mayor Angel Taveras issuing a relevant proclamation. Mayor of Shushi Garen Avakimyan sent a thank you letter to Mayor Taveras.

French Senators Bernard Fournier, Sophie Joissains and Philippe Marini visited NKR. During their visit, they emphasized the right of Artsakh people to self-determination. They dismissed Azerbaijan's threats to "blacklist" them from visits to that country.

NKR parliamentary delegation led by Speaker Ashot Ghulyan visited the United Kingdom to meet members of British parliament and academia, as well as local Armenian community representatives. Member of the British House of Lords Baroness Caroline Cox led a delegation on its visit to Artsakh.

The Independent of London published a letter of Dr. Adrian C. Pont about continued Azerbaijani shelling of Armenian borders.

ECONOMY & BUSINESS

The airport of Stepanakert will begin operations this summer reported NKR's Civil Aviation Department. IT service provider Synergy International Systems and the NKR Ministry of Economic Development agreed on cooperation and the company's activity in Artsakh.

SOCIETY

A group of American doctors visited Artsakh to perform more than one hundred free surgeries in Stepanakert and Shushi.

Construction of rural community centers will be part of Armenian Fund's fundraising program for 2012.

In another cease-fire violation by Azerbaijan, contract serviceman Levon Tamrazyan, 39, was killed by a sniper on ArmeniaB"F>™s northeastern border on July 7. Armenian forces undertook retaliatory measures.

Artsakh Defense Army continues its mission of providing security, said army commander Lieutenant- General during a meeting with journalists near the Line of Contact in ArtsakhB"E>™S Mardakert district. Hakobyan noted his forces were ready to again defeat their Azerbaijani counterparts in case of a renewed aggression.

Visiting Armenia, president of the European Council Herman Van Rompuy urged the parties to the Karabakh conflict to respect the cease-fire and refrain from use of force or threat of force.

During his regional visit, the OSCE Secretary General Lamberto Zannier called for removal of snipers from the Line of Contact to reduce the number of casualties from both sides. Armenia and NKR have repeatedly stated their readiness to pull back snipers, but Azerbaijan continues to refuse to do so.

NKR President Bako Sahakyan urged the Karabakh conflict mediators to bring Azerbaijan onto a constructive path and restore full-fledged format of peace negotiations during his meeting with OSCE Minsk Group Co-Chairs who arrived in Stepanakert from Baku after crossing the Line of Contact between Artsakh and Azerbaijan. In and Baku the mediators met presidents of Armenia and Azerbaijan and concluded their visit by issuing a statement that reiterated that B"Bn_the sides' political will to achieve peace is best demonstrated by refraining from maximalist positions, respecting the 1994 ceasefire agreement, and abstaining from hostile public rhetoric.BT_K

The mediators noted that Azerbaijani officialsBT.™ threats against civilian aircraft flying to and from Artsakh were not acceptable, saying they BT.hbreceived renewed assurances from the sides that they will reject any threat or use of force against civil aircraft, pursue the matter through diplomatic steps, and refrain from politicizing the issue.BTDK

Artsakh offered to support to compatriots from war-torn Syria. During a visit to a summer camp in Artsakh that includes Syrian Armenian children, Prime Minister Ara Harutyunyan said that NKR was ready to help with accommodation and free education.

In July 19 elections, the incumbent president ofthe Nagorno Karabakh Republic, Artsakh Bako Sahakyan was re-elected to a second term collecting more than 66 percent ofthe vote. His main opponent Vitaliy Balasanyan polled more than 32 percent and Arkady Soghomonyan less than one percent. Following the vote, President Sahakyan addressed the nation emphasizing that the people of Artsakh "once again confirmed their adherence to international norms and standards, their irreversible determination to build a free, independent and fair state."

More than eighty international observers from two dozen countries, including Armenia, Argentina, Austria, Bulgaria, Canada, the Czech Republic, Cyprus, France, Germany, Hungary, Ireland, Israel, Netherlands, Poland, Russia, the United States of America and Uruguay monitored the elections in Artsakh widely covered by local and world media. According to judgments ofthe observers, the election was free and fair, and reflected the democratic will of the people of Artsakh.

Armenian President addressed a congratulatory message to Artsakh President Sahakyan on his reelection.

Members ofthe U.S. Congress congratulated the citizens and government of the Nagorno Karabakh Republic for the democratic conduct of Artsakh's presidential elections.

In their statement on the election, the Minsk Group Co-Chairs from France, Russia and the United States acknowledged the need for Artsakh authorities to "try to organize democratically the public life of their population" with election. ~

The House of Representatives of the State of Massachusetts adopted a resolution that urges "the President and Congress of the USA to support the self-determination and democratic independence of Nagorno-Karabakh". The document condemns the killings of Armenians in Sumgait, Kirovabad and Baku and acts of violent repression by Azerbaijan against the peaceful campaign for self-determination in Artsakh and underscores that the "Nagorno-Karabakh's security continues to be threatened by Azerbaijan's hostile acts".

Azerbaijani diplomatic missions continue spreading disinformation about Artsakh in an attempt to mislead the international community, the NKR Foreign Ministry noted in a recent statement.

California-based Scholars for Scientific, Educational and Cultural Development Inc. (SSECD) initiated iArtsakh project that aims to advance IT sector in NKR. On August 16 the group held an inaugural fundraising for iArtsakh project implementation. NKR government supports and welcomes the iArtsakh initiation of the SSECD.

Local administration of Armenia's Lori province and Artsakh's district continues strengthening their economic ties. Governor of Lori region with his delegation arrived in Artsakh to discuss issues of mutual interest.

Professor Roberto Giovanelli, who directs an art academy in Florence, Italy, in cooperation with the NKR Ministry of Culture and Youth Affairs organized an art exhibition in Volterra, Italy, dedicated to Armenia and Artsakh.

A number of states and international organizations, including Minsk Group Co-Chair countries (USA, France, Russia) and the Minsk Group itself, as well as the jJN, NATO and Council of Europe condemned Azerbaijani regime's pardon and glorification ofthe Azerbaijani ax murderer Ramil Safarov who was serving a life sentence in Hungary before being extradited to Azerbaijan.

European Parliament adopted a resolution on the case that "deplores the decision by the President of Azerbaijan to pardon Ramil Safarov" which "runs contrary to the spirit of that international agreement, which was negotiated to allow the transfer of a person."

Bako Sahakyan has been sworn in as president of the Nagorno Karabakh Republic, Artsakh in an inaugural ceremony in Stepanakert. Armenian president Serzh Sargsyan and other officials participated in the ceremony. In his inauguration speech, Sahakyan underscored that any attack on independence and freedom of Artsakh will receive adequate response.

Ara Harutyunyan was reappointed as prime minister. Following the presidential election and in accordance with Articles 106 and 107 of NKR Constitution, the government announced its resignation.

ECONOMY & BUSINESS

Stable economic growth in the last five years derived primarily from industrial, agricultural and construction sectors of Artsakh economy, NKR's prime minister Ara Harutyunyan said in a press conference.

President Sahakyan emphasized the important role of the French Pernod Ricard-owned Yerevan Brandy Company in agricultural sector of the NKR.

Representatives of the Swedish company "DeLaval" have visited Artsakh to discuss cooperation in agriculture.

This September 2 the people ofthe Nagorno Karabakh Republic, Artsakh celebrate the 21st anniversary of the republic's independence. On this day in 1991, in an effort to put an end to decades of discrimination and oppression within Soviet Azerbaijan and re-dress Joseph Stalin's arbitrary decision in 1921, the local representative bodies, reflecting the will of their electorate, adopted the Declaration of Independence that proclaimed the establishment of the Nagorno Karabakh Republic. Azerbaijan responded with political blackmail, economic blockade and full-scale military aggression. Through determination and sacrifice, the people of Artsakh prevailed in defending their right to live in freedom under the government of their own choosing. Armenian President Serzh Sargsian congratulated people of Artsakh on this occasion, while Armenian parliament speaker led a delegation to the festive events in Stepanakert.

Artsakh has sent the first batch of humanitarian assistanceto Syrian Armenians. Sunflower oil, flour, canned fruits, pasta products, all made in Artsakh, have been sent under "Help Your Brothers and Sisters" initiative.

At the end of September Azerbaijani forces continued to violate the cease-fire regime, claiming the life of 19-year-old private Vaghinak Baghdasaryan on September 23. Artsakh forces undertook retaliatory measures. Baghdasaryan was posthumously awarded with a medal of "Service in Combat."

Artsakh's new Cabinet held its first meeting chaired by President Bako Sahakyan, and set priorities for the coming years (click for video). Prime Minister Ara Harutyunyan has been reappointed but he will have a new Deputy, Arthur Aghabekyan. Aghabekyan was war-time commander of Hadrut district's self- defense; later he served as Armenia's deputy defense minister and as a member of Armenia's parliament for the Armenian Revolutionary Federation.

Karen Mirzoyan has been appointed the new Minister of Foreign Affairs. Mirzoyan previously served in Armenia's foreign ministry, including as representative to the Black Sea Economic Cooperation organization offices in Istanbul and earlier as Artsakh's representative in Yerevan.

NKR President and delegation were in Yerevan for Armenia's Independence Day. "September 21 is a holiday for all Armenians in Armenia, Artsakh and the Diaspora; a day that unites us around a common idea", President Sahakyan said in a statement.

Dr. Norbert Lammert, President of the German Bundestag, joined the international community in condemning Azeri president's pardon for the convicted ax killer.

OSCE Minsk Group Co-Chairs met separately with foreign ministers of Armenia and Azerbaijan in New York.

Agriculture and education were the main realms discussed during Artsakh leadership's visit to the Kashatagh region.

US Ambassador in Azerbaijan Richard Momingstar told an Azerbaijani news agency that a peaceful resolution ofthe Karabakh conflict remained priority for the United States.

NKR Foreign Ministry circulated a letter among the UN General Assembly and Security Council, in response to Azerbaijan's recent criticism of NKR's presidential elections.

The Legislative Council of the New South Wales of Australia passed a resolution calling upon the Australian "Government to officially recognize the independence of the Republic of Nagorno-Karabakh and strengthen Australia's relationship with the Nagorno-Karabakh and its citizens". NKR President's administration and Parliament welcomed the resolution, calling it a significant step towards global recognition of Artsakh's freedom.

The OSCE Minsk Group Co-Chairs had a joint meeting with the Foreign Ministers of Azerbaijan and Armenia in Paris. "Reducing tensions among the parties" and some "ideas on working proposals to advance the peace process" were discussed.

Foreign Minister Karen Mirzoyan received Personal Representative ofthe OSCE Chairman-in-Office to discuss situation along the line of contact between Artsakh and Azerbaijani armed forces.

"Artsakh's Army has upgraded military arsenal that significantly increased republic's defense capabilities", NKR Minister of Defense said in a press-briefing (click for video).

While in Yerevan, US Deputy Assistant Secretary of State for European and Eurasian Affairs Eric S. Rubin called continuation of talks on Karabakh settlement "highly important."

"Time to refocus on Artsakh", Rep. Adam Schiff (D-CA) said in an article. A long-time supporter of freedom and justice for Artsakh, Rep. Schiff expressed hope that the United States would send a strong signal to Azerbaijan to take a constructive stance in talks.

Czech Senate's Committee on Foreign Affairs, Defense and Security passed a resolution condemning Azerbaijan's pardoning convicted murderer Ramil Safarov.

Artsakh President received Swiss parliamentarians to discuss political and economic cooperation between the countries.

'Hayastan' All-Armenian Fund announced a decision to "include assistance to Syrian Armenians as a part of its fundraising efforts for the year 2012". The Fund will contribute 10% of all donations from Armenia and Artsakh during the 2012 Telethon, and Phone-a-thon by Fonds Armenien de France to the humanitarian needs of Syrian Armenians. Artsakh's population increased by 968 in 2012. Birth rate in January - September 2012, was twice as high as death rate; number of marriages increased by 128 in comparison with the same period in 2011, while cases of divorces decreased by 13 (click for video).

SECURITY & POLITICS

President of the House of Representatives of Uruguay Jorge Orrico visited NKR and met Artsakh Republic President Bako Sahakyan and other officials to discuss development of relations between Uruguay and NKR. Earlier in Yerevan, Jorge Orrico condemned Azerbaijan's recent pardoning and promotion of a convicted axe murderer, stressing the importance of protection of human rights on the international arena. He also noted that Uruguay was the first country in the world to recognize the .

During his visit to Artsakh, President of the House of Representatives of Uruguay Jorge Orrico spoke at the NKR parliament. He stressed the importance of peaceful resolution of the conflict and respect freedom and basic human rights. Artsakh Speaker of the Parliament Ashot Ghoulian welcomed the visit of Uruguay delegation to Artsakh and stressed the importance of this visit for Artsakh. Later, the Uruguay delegation visited Shushi and Gandzasar as well as met Armenian refugees from Azerbaijan.

"Rehabilitation of the Stepanakert airport is the sovereign right of the Nagorno Karabakh Republic and pursues solely civilian and humanitarian objectives, including the realization of such a basic human right as the freedom of movement", the NKR Foreign Ministry said in a letter circulated at the UN General Assembly and Security Council in a response to Azerbaijan's efforts to thwart the airport's opening.

Azerbaijan officially continues encouraging hatred against Armenians, stressed Armenia's Representative to the United Nations, Amb. Garen Nazarian in his address during a UN session on elimination of racism, racial discrimination and intolerance.

Armenia will continue pushing for a negotiated settlement to the Karabakh conflict, but the country will not stand aside in case of new aggression against NKR from Azerbaijan, Armenian President Serzh Sargsyan stated in his interview with the Wall Street Journal. Sargsyan stressed that "...Azerbaijan is waiting for an occasion to start a conflict" and warned that that "would harm the people of Nagorno- Karabakh and Armenia but that most harm would come to the people of Azerbaijan."

The recent meeting of Foreign Ministers of Armenia and Azerbaijan mediated by the OSCE Minsk Group Co-Chairs was an attempt to bring Azerbaijan to constructive dialogue, said Armenian Foreign Minister Edward Nalbandyan.

Azerbaijan did not allow U.S. Ambassador to Azerbaijan Richard Morningstar to visit the site in Julfa, Nakhijevan, where a medieval Armenian cemetery with thousands of cross-stone monuments (khachkars) was destroyed by the Azerbaijani authorities in 2005 (see the video). The Armenian

'Hayastan' All-Armenian Fund's 15th international telethon will take place on November 22 live between 8:00am-8:00pm PST. (click for more info). This year's contributions will assist in the rural development in Armenia and Artsakh and the urgent humanitarian needs of Syrian Armenians.

President Sahakyan stressed the importance of rural development projects for Artsakh, in his speech , during the Hayastan All-Armenian Fund's annual fundraising dinner in Moscow that secured pledges of more than $12 million. NKR President called upon Armenians to participate actively in the upcoming telethon.

Shoushi played host for a joint meeting of NKR and Armenian parliaments' standing committees on Science, Education, Culture, Youth and Sport Affairs.
