A Restricción Del Servicio Plan de Administración de Cargas El Gobierno Bolivariano a través del Ministerio del Poder Popular para la Energía Eléctrica, informa al pueblo venezolano la rotación de los bloques del Plan de Administración de Cargas manteniendo los mismos horarios, haciéndose efectivo a partir del lunes 6 de junio. Con la intención de preservar la operatividad de la Central Hidroeléctrica Simón Bolívar, la cual a consecuencia del Fenómeno Climático El Niño ha sido severamente afectada, el PAC será prorrogable dependiendo de las condiciones climáticas y el nivel del embalse de El Guri. A continuación se presentan los sectores organizados en 5 bloques (A, B, C, D y E) con sus respectivas parroquias y horarios rotativos. Las horas comprendidas entre las 10:00 de la noche y las 7:00 de la mañana no serán afectadas. Reiteramos el llamado a hacer un Uso Eficiente y Racional de la Energía Eléctrica. Conceptualizing universities as political institutions that occupy a liminal position within the borderlands of state and society, and using an approach that emphasizes the relational and procedural nature of political change, I compare four higher education initiatives advanced by Venezuelan reformers: a series of universalization programs, the 2001 Organic Education Law, the 2009 Organic Education Law, and the 2010 University Education Law. My analysis reveals that the adoption and implementation of these initiatives primarily depended upon how the distribution of institutional autonomy and capacity between the state and the oppositional university sector conditioned the strategic choices of key actors. In the case of universalization reform, actors within the executive branch were enabled by considerable autonomy relative to oppositional forces in the agenda-setting,

Athis axaqua and Castnia invaria volitans are two new records of Castniinae (Lepidoptera) for Margarita Island, Nueva Esparta State, Venezuela. Only a few species of these large, Neotropical butterfly moths are present on Caribbean Islands. We reviewed specimens deposited in public and private collections, not only in Venezuela but worldwide, but found few Castniinae. It will not be surprising if other species of Castniinae are eventually found in Margarita, because host plants, such as bananas, pineapples and coconut palms, are now common throughout the island. Key words: Athis axaqua, Castnia invaria volitans, Castniinae, Lepidoptera, Margarita Island, new records, Nueva Esparta, Venezuela. NOTAS SOBRE LAS CASTNIINAE (LEPIDOPTERA: CASTNIIDAE) DE LA ISLA DE MARGARITA, VENEZUELA Resumen. Athis axaqua y Castnia invaria volitans son dos nuevos registros de Castniinae (Lepidoptera) para la isla de Margarita, estado Nueva Esparta, Venezuela. Pocas especies de estas polillas diurnas Neotropicales se encuentran en islas Caribeñas. Se revisaron ejemplares depositados en colecciones públicas y privadas, no solo en Venezuela sino en otras latitudes, encontrando pocos Castniinae. No sería sorprendente si otras especies de Castniinae se encuentran en Margarita, debido a que plantas huésped tales como cambur, piña y palma del coco, son comunes en varias partes de la isla.

Schultz This paper is the third report on the collections made by me in Venezuela during 1942 and those made by the U. S. S. Niagara in the Gulf of Venezuela during 1924 and 1925. Other miscellaneous small collections were included when they were found in the National Museum, as were others kindly lent for study and report. To the following I express my sincere gratitude for their kindness and coop- eration: Dr. Reeve M. Bailey, Museum of Zoology, University of Michigan, lent some of the Bond Venezuelan collections made in 1938-40. Dr. Karl P. Schmidt and Marion Grey, Chicago Natural History Museum, lent the W. H. Osgood specimens taken in the Maracaibo Basin. Dr. William Beebe, New York Zoological Society, lent his collections from the vicinity of Caripito. Isaac Ginsburg, U. S. Fish and WildUfe Service, identified all the specimens of Gobiidae and Eleotridae in the above-mentioned collections. Dr. Samuel F. Hildebrand, of the same Service, while working up his collections of marine fishes from Panama, identified several species of Venezuelan marine fishes and aided in many other ways. ACKNOWLEDGMENTS I suppose that every researcher, when writing up their results of months or years of study, is at one time beset by regrets of what they did not do. They did not get that one interview, or perhaps did not have time to peruse all the archives in whatever the church. And like a thorn embedded in your flesh, this nagging annoyance of what could have been and what could still be never seems to diminish. But in order to present the data, one must eventually come to grips with the inadequacies and put on the face of an optimist and cheerfully say, "Well, at least there is always more work to be done, more questions to be answered!" This is the feeling I have had ever since I left Isla Margarita in the late summer of 1994. Even staying in contact with Venezuelan friends familiar with my research can be no substitute for learning of events on the island firsthand. Unfortunately, one person cannot physically live in two places at one time. And so there must be, even temporarily, an end to the research and a time to make the best of what you have and begin to write.
