It has come to our attention that companies operating under various names have been sending subscription renewal notices and new subscription offers to both subscribers and non-subscribers of various NAA member newspapers. These notices falsely imply that they are sent on behalf of a member newspaper and falsely represent that the consumer is obtaining a favorable price. In reality, these notices are not authorized by our member newspapers, and often quote prices that far exceed the actual subscription price. We understand that the companies sending these deceptive subscription renewal notices operate under many different names, but that many of them are subsidiaries or affiliates of Liberty Publishers Services or Orbital Publishing Group, Inc. We have sent this letter to this address because it is cited on many of the deceptive notices. Liberty Publishers Services, Orbital Publishing Group, and their corporate parents, subsidiaries, and other affiliated entities, distributors, assigns, licensees and the respective shareholders, directors, officers, employees and agents of the foregoing, including but not limited to the entities listed in Attachment A (collectively, “Liberty Publishers Services” and/or “Orbital Publishing Group”), are not authorized by us or any of our member newspapers to send these notices. C–122–862 and A-122-861 Dear Secretary Ross: On behalf of the thousands of employees working at the more than 1,100 newspapers that we publish in cities and towns across the United States, we urge you to heavily scrutinize the antidumping and countervailing duty petitions filed by North Pacific Paper Company (NORPAC) regarding uncoated groundwood paper from Canada, the paper used in newspaper production. We believe that these cases do not warrant the imposition of duties, which would have a very severe impact on our industry and many communities across the United States. NORPAC’s petitions are based on incorrect assessments of a changing market, and appear to be driven by the short-term investment strategies of the company’s hedge fund owners. The stated objectives of the petitions are flatly inconsistent with the views of the broader paper industry in the United States. The print newspaper industry has experienced an unprecedented decline for more than a decade as readers switch to digital media. Print subscriptions have declined more than 30 percent in the last ten years. Although newspapers have successfully increased digital readership, online advertising has proven to be much less lucrative than print advertising. As a result, newspapers have struggled to replace print revenue with online revenue, and print advertising continues to be the primary revenue source for local journalism. If Canadian imports of uncoated groundwood paper are subject to duties, prices in the whole newsprint market will be shocked and our supply chains will suffer.

    CNHI Newspapers School dispute gives Texas court something to pray over • By John Austin CNHI State Reporter • May 30, 2018 • AUSTIN — After The Episcopal School of Dallas gave a student a choice of withdrawing or expulsion for claimed policy violations, he sued, but a state court said it would not act. The conflict ended up at the Supreme Court of Texas, where lawyers for the former pupil and his father argue the school can’t shield itself from liability over the child’s emotional trauma, saying the judicial system should treat the dispute as it would any other civil lawsuit. The school stands behind a First Amendment claim of protection for faith-based organizations’ right to make rules without judicial interference. Critics of the school’s actions say that allowing it to assert so-called ecclesiastical abstention doctrine — a constitutional protection that allows faith-based organizations to have religious beliefs, and to make religious decisions without judicial interference — opens the door to unchecked abuse. “The case affects every student in faith-based private schools throughout the state of Texas,” Dallas attorney Lawrence J. Friedman, who represents the father and son, said in a videotaped statement. “It may even have implications for every student attending faith- based schools throughout the country.” The argument goes that if allowed, the precedent could spread to religiously affiliated universities, nursing homes or day-care centers. The Postal Service Reform Act of 2017, HR 756, recently ordered reported by the Oversight and Government Reform Committee would do just that, and create a savings of $6.3 billion in the process, according to the Congressional Budget Office. We urge you to approve or otherwise move this bill forward as swiftly as you can. The Postal Service is the hub of a diverse mailing industry critical to the economy and the growing e- commerce sector so important to our economic recovery. The combined industry and its suppliers in paper, printing and technology, comprising hundreds of large companies and thousands of small businesses, employs 7.5 million Americans and generates $1.4 trillion in sales revenue.1 That is 4.6% of total U.S. output. Yet, the Postal Service teeters on the financial brink, threatening many of those jobs and the industry’s economic output. HR 756 would put the Postal Service on a firm path to financial stabilization and is a bipartisan- sponsored bill that enjoys broad bipartisan support. It was approved by OGR by voice on March 16. It has also managed the virtually unprecedented feat of uniting all of the Postal Service’s stakeholders – the mailing community, the postal unions, and the Service itself – in support.
