Democrats, Welcome to the California Democratic Party’s 2021 State Convention – California Strong! Much like the organizing and grassroots campaigning we did together over the past year, our virtual convention will be hosted on a digital platform to provide a seamless user-friendly experience. In 2020, Democrats across the state embraced the realities of our new socially distanced world by mobilizing from the comfort of our own homes. And even though we weren’t able to physically gather in one place, we stood united and made history. As a result, California Democrats elected our nation’s first Black, South-Asian woman Vice President, ; applauded the first Latino U.S. Senator, Alex Padilla; cheered for Secretary Xavier Becerra, the first Latino to helm the U.S. Dept. of Health and Human Services; appointed the first-ever Black woman to serve as Secretary of State in California, Dr. ; and, congratulated California’s first Filipino American Attorney General, . Looking ahead, we know that the road to recovering from the global pandemic won’t be easy. Recently, the Republican National Committee, wealthy Trump donors and right-wing extremists joined forces in a scheme to disrupt and divide Californians. That’s why the California Democratic Party (CADEM) has taken a stand to protect our deep blue state by playing a key role in fighting back against the Republican-led effort to recall Governor Gavin Newsom. As we move forward, CADEM is committed to doubling down on our work year-round to continue long-term investments in organizing Democrats across the state. We’ll do that by emboldening our grassroots campaign through small-dollar donor contributions, maximizing direct support to Democratic candidates, investing in our Party’s internal and external fundraising infrastructure, and empowering leaders from the local to federal level. Now more than ever, we must activate and unite Democrats of all stripes to protect the values of the Democratic Party. In Solidarity,

Dear California Democrats: As we come together virtually across California, I want to welcome you to the California Democratic Party State Convention and take a moment to reflect on how far we have come this year. Just a year ago, a once-in-a-century pandemic arrived on our shores. As did his very best to ignore the realities of COVID-19, we in California took a different path – one paved by leadership, health and science. Californians’ hard work and sacrifice saved countless lives, and now all that effort is paying off. California has distributed over 20 million vaccines – more than all but 5 countries. We are vaccinating communities that other states are leaving behind – communities of color, low-income families, and those most at risk. We are on our way to defeating this virus. California isn’t crawling back. We are roaring back. But when this pandemic ends, we’re not going back to normal. Normal was never good enough. We are leveraging this once in a lifetime moment to ensure every Californian – regardless of their race or zip code – can live a healthy and prosperous life. During this crisis, California has invested more than ever before in assistance programs that lift families from poverty to prosperity. We expanded access to healthcare like never before. We created the largest small business grant program in the country. We housed more unhoused residents than at any time in our history. And, now with the help of the Biden-Harris Administration, California is poised to put our fight against inequality into overdrive. But national Republicans and extreme right wingers aren’t sitting back. They are throwing everything they can at their recall power grab – all in hopes of rolling back the important progress we have made. We can’t let them win. If we place faith over fear – perseverance and optimism over hate and division – the power is in our hands. This is our moment to create the California we all want to live in – to extend the dream of prosperity, equity, and progress to all. I am honored to be in this fight with you.

When I was sworn in as California’s U. S. Senator, I made clear that my first priority was delivering aid to frontline workers and the communities of color that have disproportionately felt the deadly impacts of COVID-19.

I’m proud to report that with the passage of the American Rescue Plan – the most progressive legislation of our lifetime – billions of dollars in aid is already reaching Californians. But we cannot stop there. We must build an economic recovery for all by passing a $15 federal minimum wage and a Green New Deal that creates jobs and fights climate change.

Democrats brought hope to so many Americans – those devastated by the COVID-19 pandemic and facing financial, housing and food insecurity. We said, “no more” to hateful acts fueled by racism, xenophobia, homophobia and sexism. We committed ourselves to helping all those living with trauma and stress from these challenges.

We need to continue our work to restore the health of our communities and ensure health care for all. Our economy only succeeds by creating quality jobs for workers, advancing access to form a union, and supporting small neighborhood businesses. We need to establish long-term housing protections, especially for renters. We need to increase our investments in public education and combat climate change with urgency. All this is core to advancing racial and economic equity and justice.

Dear California Democrats,

A global pandemic. Reoccurring wildfires. Growing inequity. This last year was overflowing with endless hardship and heartbreak. But amid crisis, we also saw boundless hope.

We rallied and marched. We flipped the U.S. Senate. We took back the White House. But our work isn’t done. I know mine isn’t. As your Insurance Commissioner, I am on your side as we demand equity, fight climate change, and expand health care.

n That’s why I directed insurance companies to return health care and auto insurance premiums during this crisis, resulting in cost savings of over $1.7 billion for California drivers so far.

n That’s why I’ve been fighting for fire survivors as they rebuild their lives – using my authority to protect more than 2 million policyholders when insurance companies tried to flee and not renew coverage.

n That’s why, when I was a State Senator, I authored legislation to create a single-payer health care system, and why I now continue to lead efforts to help reduce the number of uninsured Californians, strengthen our clinics and public health system, and lower costs for all. As California’s first openly gay statewide elected official and the son of formerly undocumented immigrants, I will never stop fighting for families too often overlooked. The truth is, the insurance industry doesn’t particularly like me, and that makes me proud – because I’m on your side, not theirs.

Together, this is our moment to deliver hope and rebuild – by demanding corporate America put people over profit, expanding health care, taking action to end racism, and by solving the climate crisis.

“After four years on the outs in Washington, California is roaring back.” he Golden State, after being relentlessly targeted and punished for its mere existence by a Republican president, is suddenly center stage Tagain in Washington’s policy arena. There was little doubt that Californian interests would be well represented in Congress, with Nancy Pelosi as Speaker of the House and Vice President Kamala Harris, born and raised in the Bay Area, holding the tie-breaking vote in the Senate. But President Biden has also tapped several Californians for top cabinet positions – and dozens more in advisory and staff roles – and the state’s clout is again on the rise. Xavier Becerra will run the massive Health and Human Services Department. The Treasury Secretary, Janet Yellen, is a professor at UC Berkeley, as is the Energy Secretary, Jennifer Granholm. Immigrant and 60-year California resident Ali Mayorkas will lead the Dept. of Homeland Security, Isabella Guzman is head of the Small Business Administration, and Julie Chavez Rodriguez, the granddaughter of César Chávez, will direct the White House Office of Intergovernmental Affairs. They bring with them distinctly Californian-grown policy perspectives on climate action, healthcare, criminal justice reform, workers’ rights, economic empowerment, and immigration. Xavier Becerra U.S. SECRETARY OF HEALTH AND HUMAN SERVICES

“Xavier Becerra may surprise some people with his sheer determination.” Washington Post merica has enormous health care issues to address A – in addition to COVID – including a long overdue reckoning with the inequity of our health care system. In Congress and as California’s Attorney General, Xavier Becerra’s strong record proves he’s up to the challenge. Born and raised in Sacramento, Becerra grew up in a working-class family of six living in a 685ft2 house. The son of Mexican immigrants, he was the first in his family to graduate college, earning undergraduate and law degrees from Stanford. “He was a really well-rounded guy – an athlete and a nerd and a leader,” said a McClatchy High classmate. Becerra worked as a Deputy Attorney General with California’s Justice Department and served 12 terms in congress representing a poor and working class majority Latino district in Los Angeles where he championed the causes of underprivileged communities. He told the Los Angeles Times, “My parents inform everything I do in Congress, whether it’s because of their immigrant background or just their hardworking nature or the fact that education was not open to them.” As State Attorney General, Becerra battled the Trump administration on behalf of Californians. He filed more than 120 lawsuits protecting healthcare, immigrants, the environment, climate change, women struggling to get medical services, and many other priorities of the state. Back in Sacramento, Gov. Gavin Newsom lauded Biden’s choice of Becerra. “It’s a game-changer for us,” he said. “We’ve had our eye on some big reforms. We’ve been looking for a great partner. Janet Yellen U.S. SECRETARY OF THE TREASURY

he United States has had 77 Treasury Secretaries in the Tlast 231 years, and they’ve all been men. Not anymore. A brilliant economist with great humility and empathy for the people behind the statistics, Secretary Yellen has had a long career of breaking glass ceilings and handling big crises. She earned a PhD in economics from Yale University – the only woman in her class – and is the first person in history to have led all three of the most important positions of U.S. economic governance: Council of Economic Advisers, Federal Reserve, and the U.S. Treasury. A Bay Area resident for three decades, Yellen taught macroeconomics for 19 years at UC Berkeley Haas School of Business before her appointment as president of the Federal Reserve Bank of San Francisco. In 2014, Obama nominated Yellen to chair the Federal Reserve, making her one of the most powerful women in the world. Under her watch, unemployment had its largest drop in 70 years. Despite her success, and against tradition, Trump did not renominate Yellen, partly because he felt that she was too short for the job. She is 5'3". Throughout her career, Yellen has handled difficult problems like inequality, sexism, racism, climate change and financial regulation.She will play a leading role in shaping economic policy as the United States continues to dig its way out of the deep hole caused by the coronavirus pandemic. Recently, President Biden mused about a Hamilton-style ode to the first woman Secretary of the Treasury. Dessa, a contributor on The Hamilton Mixtape, stepped up with Who’s Yellen Now? Granholm’s family immigrated from Canada to California when she was four years old. She grew up in Anaheim, San Jose, and San Carlos. A graduate of UC Berkeley, she earned her law degree at Harvard where she met her husband, Daniel Mulhern. After graduation, they moved to his home state of Michigan. She served as Attorney General of Michigan before becoming the first woman elected Governor; she handily defeated Trump’s Education Secretary Betsy DeVos’ husband to win her second term. Gov. Granholm is widely credited with guiding her state through a recession and working with the Obama administration on a recovery plan that steered Michigan towards clean energy and electric vehicles and helped prevent the collapse of the U.S. auto industry. Granholm returned to California in 2011 and taught as a professor of law and public policy at UC Berkeley. She also served as a senior research fellow at the Berkeley Energy and Climate Institute, and a senior advisor to The Pew Charitable Trusts’ Clean Energy Program. Alejandro “Ali” Mayorkas U.S. SECRETARY OF HOMELAND SECURITY

li Mayorkas’ understanding of immigration issues runs A deep, both personally and professionally. He now heads a U.S. immigration system that provided refuge to his own family 60 years ago. Born in Cuba to Jewish parents and a mother who escaped the Holocaust, Mayorkas’ family fled Cuba during the communist revolution and settled with family in Southern Californian. After graduation from UC Berkeley and Loyola Law School, Mayorkas became a top federal prosecutor in Los Angeles before he was appointed U.S. Attorney for the Central District of California by President Clinton – the youngest U.S. Attorney to serve the nation at that time. During Obama’s first term, he won unanimous confirmation to head the U.S. Citizenship and Immigration Services, earning praise as the chief architect of creating and quickly rolling out DACA. Many of the traits former colleagues and staffers say Mayorkas possesses include tough, hardworking, persuasive, personally invested in issues, and owning an inherent empathy for the plight of refugees. “When I was very young, the United States provided my family and me a place of refuge,” he said. “Now... he small size of the Office of Governmental Affairs T(IGA) belies its enormous mission: serving as the Biden administration’s liaison to every local, state and tribal elected official in the country. The IGA operates as both a doorway to get vital federal information out to states and localities – including on COVID – but also as a doorway in to the president and key decision-makers. It is the front door to the White House, and Chavez Rodriguez is now its gatekeeper. The granddaughter of civil rights and labor leader César Chávez, Chavez Rodriguez grew up in the Farm Worker Movement and brings a wealth of political experience that was forged, first and foremost, as an organizer. Born and raised in Delano, CA, she spent her childhood at UFW rallies, knocking on doors and passing out leaflets. At age 9, she was arrested during a protest outside a market while distributing fliers about pesticide risks. While other families went on picnics, she said, her family went on pickets. Those battles have shaped her path. A graduate of UC Berkeley and an Obama-Biden administration veteran, Chavez Rodriguez’s previous work as deputy director of public engagement involved the management of the White House’s outreach program to Latino, LGBT, veteran, Asian American and Pacific Islander, Muslim, youth, education and progressive communities. “Every day that I walk through the gates of the White House,” said Chavez Rodriguez, “I’m reminded that this is more than a job; it is a life’s work that began generations before me and will continue for many generations to come.”

Born in Burbank, Guzman attended Schurr High School in Montebello and earned degrees in business and economics from the Wharton School of the University of Pennsylvania. She is the daughter of a small business owner and learned at an early age how important small businesses are to the communities they serve, the people they employ, and the economies they help power. Guzman previously served in the Obama Administration as a Senior Advisor and as SBA Deputy Chief of Staff, where she oversaw making the agency more accessible to entrepreneurs of all backgrounds.
