Previously Senator Lara earned the support of Equality California (EQCA). Founded in 2005, HONOR PAC advocates for the political empowerment of the Latino/a LGBT community by endorsing and supporting candidates who are committed to advancing Latina/o and LGBT rights in California. In announcing their endorsement of Senator Lara's campaign, HONOR PAC's President Mario Ceballos released the following statement: "Ricardo Lara's candidacy is unique because it would break down one of the last barriers in California for the LGBTQ community. To date, there's never been an LGBTQ leader elected statewide in California. HONOR PAC is not only endorsing Senator Lara, but we plan to do everything we can to ensure he wins this race so that he can finally shatter that final glass ceiling for the Latinx and LGBTQ communities in our state. Dubbed by the Los Angeles Times as the "Point man in the push for immigrant rights," Senator Lara, who also previously served as Chair of the California Latino Legislative Caucus and currently serves as Vice Chair of the California Legislative Lesbian, Gay, Bisexual, and Transgender (LGBT) Caucus, announced his candidacy by previously releasing the following statement: "Our nation is in full blown crisis mode right now. We have a man in the White House with no popular mandate, who is methodically working to strip Americans of their healthcare, their economic security and their civil liberties. "I'm running to be California's next State Insurance Commissioner because I believe at my core that California needs a strong defender, and a counterpuncher, who will stand up to fight our bullying President, Donald Trump, and his increasingly reckless federal government on issues from healthcare access to economic security and more. If millions of Californians begin losing their health insurance because of actions taken by Donald Trump, I will be there to fight him tooth and nail at every pass. "As California's Insurance Commissioner, I'll work tirelessly to represent the great people of California, not the corporations, the billionaire class, the pharmaceutical or the insurance companies. I plan to work with anybody who is willing to come to the table, but my allegiance will always be first and foremost to the consumers, the patients, our working families, and our most vulnerable communities in our Golden State." As a State Senator, Ricardo Lara has already been a leader on numerous issues that the office of the Insurance Commissioner interacts with. As stated above, he recently co-introduced a single-payer healthcare system for the state, and also spearheaded the groundbreaking law that provided health care for 170,000 immigrant children, and has played a strong, dynamic role in shaping, implementing and expanding Covered California. In 2016, Senator Lara engineered the successful statewide campaign to allow for multi-lingual education in California's schools. He was also one of the key leaders behind a landmark effort to grant driver's licenses to undocumented immigrants in California. This legislation is more important than ever, now that Donald Trump has instructed border patrol agents that they may deport undocumented immigrants for the "crime" of driving without a license. Senator Lara was born and raised in East Los Angeles and attended schools in the Los Angeles Unified School District. He graduated from San Diego State University with a double major in Journalism and Spanish. He worked as a legislative staffer for years, including working for State Assembly Speaker Fabian Nuñez and for then-Assemblymember and now State Senate President pro Tem Kevin de Léon. In 2010, Senator Lara was elected to the California State Assembly, and in 2012, he was elected to the California State Senate, where he made history as the first openly gay person of color in the State Senate. His 33rd Senate District is expansive, encompassing nearly one million people, roughly 70% of which is Latino. The district is located in the heart of the South Bay and stretches from Long Beach to Lynwood, and from Huntington Park to Lakewood and Los Angeles. Significantly, if elected, Senator Lara would be the first openly gay statewide elected official in California.     WOMEN IN STATE LEGISLATIVE LEADERSHIP 2019 In 2019, 2,129, or 28.8% of the 7,383 state legislators in the United States are women. Women currently hold 510, or 25.9%, of the 1,972 state senate seats and 1,619, or 29.9%, of the 5,411 state house or assembly seats. Since 1971, the number of women serving in state legislatures has more than quintupled. In 2019, of the 352 state legislators holding leadership positions1 nationwide, 77, or 21.9%, are women. Women hold 38, or 23.6%, of the 161 leadership positions in state senates and 39, or 20.4%, of the 191 leadership positions in state houses. Women hold leadership positions in 29 state senates and in 28 state houses; in 12 states, women do not hold leadership positions in either chamber.     California SEIU Developmental Disabilities Council 2015 First Quarter Update First Quarter Meeting Lanterman Coalition ‐ Budgetary Advocacy ‐ Catherine McCoy and David Mulvey have been representing the council on the Lanterman Coalition monthly meetings. We were successful this year in encouraging the Lanterman Coalition to adopt and promote a joint budget plan. Across the state we have been supporting the Lanterman Coalition 10% plan. On January 23rd our ARC SF members worked in concert with Golden Gate Regional Center and other local service providers to put on a successful rally in San Francisco is support of the campaign. The rally was covered by local media including KTVU Fox, and KCBS Radio. On March 4th we also participated in a large Lanterman Coalition Rally on the Capitol steps. Dave Mulvey was one of the speakers chosen to address the group. Later that day our members attended and gave testimony at the Assembly budget sub-committee hearings. On March 12th our members attended and gave testimony at the Senate Budget Sub Committee. California State Council on Developmental Disabilites – Employment First Committee. Dave Mulvey continues to represent us on this committee that has a legislative mandated to look at ways to increase employment for persons with Developmental Disabilities. Department of Developmental Disabilities Self-Determination Program Workgroup Dave Mulvey also represents us on this group, and continues to consult with SEIU Local and International staff on organizing opportunities this program may present and how to best structure the program. A special election is being held March 26, 2019 to replace Ricardo Lara, who resigned to serve as California's 6th elected Insurance Commissioner. Although nine Democrats will appear on the ballot, only four sought the Party’s endorsement. Long Beach City Councilwoman Lena Gonzalez received the clear majority of the votes cast at the caucus. The votes for the four candidates were: Lena Gonzalez – 33 Ali Saleh – 0 Jose Luis Solache – 1 Leticia Vasquez-Wilson – 2 Although Gonzalez received almost 52% of the vote, she fell short of the 60% threshold needed for endorsement because several ballots were case in favor of “No Endorsement.” Therefore the official position of the California Democratic Party was that NO CONSENSUS was reached in ​ ​ the endorsement process. The individuals who were able to cast votes in this endorsing caucus are members of the Democratic State Central Committee who reside in the 33rd State Senatorial District including Congressman Alan Lowenthal who personally attended the endorsing caucus to vote for Gonzalez. The geographic diversity of the delegates who voted for Gonzalez highlights the wide support she is receiving in all parts of the 33rd State Senatorial District. “With nine Democrats in the race, it is indeed humbling to have received the support of a clear majority of delegates in the 33rd Senate District,” said Gonzalez.
