Declaration of election results, for Co-Chair and Secretary We declare that the following candidates for Co-Chair of the Steering Committee of the Green Party of the United States were duly elected on July 14, 2007, according to the rules specified above: 1. Phil Huckelberry of Illinois 2. Jason Nabewaniec of New York 3. Kristen Olson of Minnesota 4. Budd Dickinson of California We declare that the following candidate for Secretary of the Green Party of the United States was duly elected on July 14, 2007, according to the rules specified above: 1. Holly Hart of Iowa We recommend that the Green National Committee certify the candidates named above as having been elected to the positions indicated. Narrative description, tabulation of votes Two teams each took half a stack of ballots and marked the choices. These teams switched the stacks of ballots and marked the choices. The results were compared, with corrections made by looking up the original ballot. The results were entered into the computer, converted into the proper format, and uploaded into the Lundell STV choice counter software on the website, http://www.lobitos.net/voting. The web site provided the results. Results in the election for the Secretary's position were determined using the same method as for the Co-Chairs. Observers from several state Green parties were present in the counting room during the tabulation of ballots, data entry, and calculation of results. Recommendations We recommend that during the coming year, the Green National Committee consider proposals to implement the following recommendations, for improvements to the election process. 1. Earlier election of ETC. The Election Tabulation Committee (ETC) urges the National Committee (NC) to conduct the election of the members of the ETC three (3) months prior to the convention. The committee needs time to elect a chair, whose primary duty should be to coordinate duties among members of the TEC prior to the convention. A longer lead time will further enable the committee to discuss procedures, such as clarifying how the election is to be conducted at voting time, deciding who is in charge of developing and distributing ballots, addressing state-specific issues (e.g. proxy vote policies á la GPCA), etc. 2. Written guidelines for ETC. The ETC recommends that a document outlining all duties of the ETC be produced, and distributed among the ETC members as soon as the ETC has been elected. This will ensure that committee members clearly understand the resonsibilities with which they have been entrusted. 3. Orderly ballot distribution. The ETC recommends that in order to avoid confusion during the distribution of the ballots during the convention, that after the number of ballots including proxy ballots for each state has been established, each state delegation designate one member of the delegation to receive all the ballots for the state and distribute them among their delegation. 4. Ballot security. The ETC recommends that after the ballots have been collected they be sealed and escorted by the committee chair and and at least two observers to a secure location in order to maintain the integrity of the voting procedure. 5. Ballot template. The ETC recommends that a template ballot be created that includes NOTA and spaces for write-ins. We thank the members of the Green National Committee for your confidence in our work, and appreciate the clarity and simplicity of the rules under which our responsibilities were carried out. We wish to also thank the observers, who helped ensure transparency in the voting tabulation process for the Green Party of the United States.
