Camogie Association & GAA Information and Guidance leaflet on the National Vetting Bureau (Children & Vulnerable Persons) Act 2012 March 2015 1 National Vetting Bureau (Children & Vulnerable Persons) Act The National Vetting Bureau (Children and Vulnerable Persons) Act 2012 is the vetting legislation passed by the Houses of the Oireachtas in December 2012. This legislation is part of a suite of complementary legislative proposals to strengthen child protection policies and practices in Ireland. Once the ‘Vetting Bureau Act’ commences the law on vetting becomes formal and obligatory and all organisations and their volunteers or staff who with children and vulnerable adults will be legally obliged to have their personnel vetted. Such personnel must be vetted prior to the commencement of their work with their Association or Sports body. It is important to note that prior to the Act commencing that the Associations’ policy stated that all persons who in a role of responsibility work on our behalf with children and vulnerable adults has to be vetted. This applies to those who work with underage players. (The term ‘underage’ applies to any player who is under 18 yrs of age, regardless of what team with which they play). The introduction of compulsory vetting, on an All-Ireland scale through legislation, merely formalises our previous policies and practices. 1 When will the Act commence or come into operation? The Act is effectively agreed in law but has to be ‘commenced’ by the Minister for Justice and Equality who decides with his Departmental colleagues when best to commence all or parts of the legislation at any given time. -

Before War in Donbass (2014-present), which lead to 9,371 death up to June 3, 20161 it also can be called the bloodiest conflict, but unfortunately The Donbass War snatched from The Troubles “the victory palm” of this dreadful competition. The importance of this issue, however, is still essential and vital because of challenges Europe experience now. Both proxy war on Donbass and recent terrorist attacks had strained significantly the political atmosphere in Europe, showing that Europe is not safe anymore. In this conditions, it is necessary for us to try to assume, how far this insecurity and tensions might go and will the circumstances and the challenges of a international relations ignite the conflict in Northern Ireland again. Reconsidering the Troubles: An examination of paramilitary and state violence in Northern Ireland Erica Donaghy 2017 A thesis submitted in partial fulfilment of the requirements for the degree of Bachelor of International and Global Studies (Honours) in History, University of Sydney. 1 Abstract In the bitter sectarian conflict of the Northern Ireland Troubles, which spanned the years 1966- 1998, culpability has usually been firmly placed in the actions of the Irish Republican Army, a group seeking reunification with the Republic of Ireland. This thesis argues that the roles of Protestant loyalist paramilitaries and state forces such as the British Army and Royal Ulster Constabulary were equally as important. In popular memory and collective understanding outside of Northern Ireland and the Republic of Ireland this group exists as a singular entity, responsible for some of Western Europe’s most bloody, destructive and expensive acts of sectarian terrorism. -

‘Patchwork Para-militarism? Social and Economic Organization in the Ulster Volunteer Force before 1918’ Timothy Bowman (University of Kent) And Graham Brownlow (Queen’s University Management School) Historically violence has often required as much organization as commerce or peaceful political activity. Unsurprisingly collective action problems have long been identified by scholars concerned with violent political rebellions. More recently the connection between violence and social order has been to the forefront of institutional research. The Ulster Volunteer Force (UVF), which was established in January 1913 as a militant expression of Ulster Unionist opposition to the Third Home Rule Bill, provides such a case study of violence in a social order that had both open and limited access characteristics. Drawing on the collective action and contemporary organizational and institutional economics literatures, empirical evidence, previously neglected and newly opened archival sources, this paper offers a new perspective on the economic and social organization of the UVF as well as the economic organization of political violence more generally. While the role of business in overcoming collective action problems is highlighted, it is equally demonstrated empirically that the UVF was not as well funded as some historians have argued. There are elements of the UVF that indicate that selective incentives were at work as well as features that suggest that public good aspects were also important. You are here: Publications and Records > Commons Publications > Commons Hansard > Daily Hansard – Debate [...] 14 July 2008 : Column 112 McGurk’s Bar Bombing Motion made, and Question proposed, That this House do now adjourn. — [Mr. Watts.] 9.11 pm Michael Connarty (Linlithgow and East Falkirk) (Lab): I have asked for this debate on behalf of only one person, who is a relative of the people killed in the McGurk’s bar bombing on 4 December 1971—Mrs. Eileen Killin. I still refer to her as my aunt, and she is the sister of one of the people who was killed, Phillip Garry. She was Eileen Garry, and my grandmother is also a Garry. Others have contacted me, and I have had conversations with Patricia Irvine, who is still highly traumatised, all these years later. Her mother was killed, and she has written a number of open letters to one of the bombing team—a man who admitted that he was part of that team—asking him to explain why he did it, and to tell her who the other three men involved were and the name of the person who planted the bomb. That name has never been put into the public domain. It is only on behalf of Eileen Killin that I speak tonight. I would like to put the facts on the record. At 8.45 pm on Saturday 4 December 1971, 15 people died as a result of a bomb explosion at McGurk’s bar, 81 to 83 North Queen street, Belfast. I would like to write into the record the names of the innocent victims—people who had no connection with any paramilitary organisation—who were out for a quiet night with their wives or their friends. -

As has been stated by Mr Justice Henry Barron, “the true cost of these atrocities in human terms is incalculable. In addition to the loss of innocent lives, hundreds more were scarred by physical and emotional injuries. The full story of suffering will never be known and it is ongoing in many cases.
