• • • The GBC: A framework for private-sector leadership, collaboration In these challenging economic times punctuated by government partisanship and gridlock, where can innova- tive thinking, leadership and collaboration for the future be found? The answer: where they have always been found—in the private sector. It’s that way today, and it was that way in 1955 when a group of 83 entrepreneurs and business executives met on January 5 and formed the Greater Baltimore Committee to “take prompt and aggressive action” to address pressing problems facing Baltimore . The members of the new organization, which included Clarence W. Miles, an owner of the newly-purchased Baltimore Orioles, and a young mortgage banker named Jim Rouse, were “not interested in glamour, platitudes or false promises,” they said. Instead they sought to create an organization that would apply private-sector vision and resources to getting things done. Miles, whose law firm—Miles and Stockbridge—remains a leading GBC member today, was named the first chairman of the GBC. He and his colleagues envisioned a private-sector action committee to address the critical business climate issues of the day—Baltimore’s deteriorating and its need for revitalization, critical transportation infrastructure and new business development. From that beginning sprung major downtown development, a spectacular revival of Baltimore’s Inner Harbor and subsequent economic growth beyond to the city’s north and south shores. GBC-led accomplishments along the way also include downtown baseball and football stadiums, a convention center and restoration of the Hippodrome Theatre, just to name a few. Meanwhile, GBC policy advocacy has been influential in shaping government initiatives on issues ranging from regional transportation to competitiveness for economic growth and job creation. During the last six decades, the GBC has broadened its perspective to a regional focus, and strong private- sector vision and advocacy for progress is needed more than ever. The GBC remains uniquely positioned for this role, leading the way today to strengthen transportation infra- structure, the Inner Harbor, workforce development and to support the growth of industry sectors vital to our economic future. Such sectors include cybersecurity, bioscience, information technology and health care, as well as industries related to the thriving Port of Baltimore. The GBC also serves as a respected and credible voice of free enterprise in Annapolis, tackling policy issues related to our state’s competitiveness such as tax structure, government spending priorities and regulatory policies. Along the way, the GBC serves as the premier venue in the region for building business relationships as we work together to strengthen our business climate. The GBC provides the framework for a unified, connected, visionary and engaged business community. This directory lists the business and civic leaders who are part of the framework and who drive the work of the GBC. Sixty years after a group of visionaries met in Baltimore to form a new vehicle for meaningful private-​sector advocacy, the GBC remains the region’s “go to” organization for getting things done. The plan, developed with Ayers Saint Gross, outlines opportunities to increase green landscape throughout the Harbor, identifies new and strategically located free attractions and amenities to extend the destination experience throughout the Harbor district, develops a framework that knits together the promenade with public open spaces along the waterfront, guides capital planning for future renovations and improvements and develops a model for adapting the promenade and public open spac- es as a “green infrastructure” in support of the Waterfront Partnership’s Healthy Harbor initiative to make the Harbor “swimmable, fishable by 2020.” Hire One Youth For the third year, Mayor Stephanie Rawlings-Blake and GBC President and CEO Donald C. Fry partnered with city businesses to generate private-sector job opportunities for the city’s youth through the Hire One Youth program, part of the city’s larger YouthWorks summer jobs initiative. More than 100 private-sector employers signed up to participate in the program, which began at the end of June 2014. “Green Tracks” Project Baltimore Mayor Stephanie Rawlings-Blake launched the city’s “Green Tracks” project on November 5, 2014. The project was initiated by the GBC and Ayers/Saint/Gross several years ago to focus on the elimination of blight and creation of new green space along the East Baltimore Amtrak corridor. The initiative is focused on the blocks along the Amtrak rail corridor, from the tunnel at Bond Street to the overpass at Milton Street.

www.gbc.org 19 CEOs Fighting Diabetes The GBC Health Care Committee has focused on reducing and preventing diabetes in the workplace through a partnership with the Maryland chapter of the American Diabetes Association that engages six regional CEOs: Christopher Brandt, CEO of Audacious Inquiry; Skip Counselman, CEO of RCM&D, and committee chair- man; Charles Monk, managing partner, Saul Ewing, LLP; Brian Rogers, chairman of T. Rowe Price; Carmel Roque, CEO of Keswick Multi-Care; and Samuel Ross, CEO of Bon Secours Baltimore Health System. The CEOs are engaging their employees by promoting aspects of their company’s wellness. These efforts were showcased at a region-wide event in 2014.

2014 Maryland General Assembly Session After more than three years of advocacy by the GBC promoting its “Gaining a Competitive Edge” report and eight “core pillars” for economic growth and job creation, the issue of strengthening Maryland’s competi- tiveness for business growth gained significant traction in 2014. The General Assembly passed a first-ever joint legislative agenda for economic growth and job creation, championed by Senate President Mike Miller and House Speaker Michael Busch. The legislative leaders also created a commission to identify ways to keep EVENTS Maryland’s business climate competitive. in Baltimore City, the GBC’s ultimate focus was regional in nature, as evidenced by the GBC’s earlier support for the 1963 creation of the Council, now the Baltimore Metropolitan Council. ● Minority business development. Recognizing the need among fledgling minority businesses for financing, the GBC in 1984 facilitated the creation of the Development Credit Fund (DCF) to serve minority businesses. The GBC gained com­mitments from the state’s six largest banks totaling $7.5 million, coupled with direct loan guar­antees for minority businesses through the State of Maryland. The Development Credit Fund was the first joint public-private financing entity of its kind in Maryland.

D’Alesandro, Jr., and won the bid to bring the St. Louis Browns baseball fran­chise to Baltimore. Miles gained na- tional attention for his persistence on what was regarded as a lost cause. The GBC’s contributions to keeping the Orioles in Baltimore and winning legislative approval for construc- tion of the Camden Yards site are well documented. The GBC led business efforts to win legislative approval for the stadium project in 1987, and successfully defeated legal challenges from stadium opponents.

The GBC, stepping in at a critical juncture, broke the stalled lease negotiations between the Orioles and the Maryland Stadium Authority. The GBC arranged a guarantee to back the sales of season tickets for the next 10 years. GBC lead- ers recruited 30 members to support a $10 million letter of credit to back the ticket sales guarantee that helped close the Orioles’ deal. This initiative broke the impasse that led to agreement on a long-term Orioles lease and the Inner Harbor, 1977 construction of the Oriole Park at Camden Yards.
