London Borough of Enfield LA0863 1.0 Site and Surroundings 1.1 The former Cat Hill Campus comprised accommodation for Middlesex University, located at the junction of Cat Hill and Chase Side. The University has vacated the Campus and relocated to a new purposes built facility on the University’s Hendon Campus as part of the universities rationalisation programme. The Campus currently has approximately 17,000sqm of Class D1 (Higher Education) floor space within buildings of varying heights ranging from single storey to three storey. The museum for Domestic Architecture was also previously located here until it closed to relocate to Beaufort Park, Colindale in October 2011. 1.2 The site is approximately 4.9 hectares and also contains a significant number of mature trees and two ponds: one at the north east corner fronting Cat Hill roundabout and a pond in the wooded undeveloped southwest corner. Due to the significant number of mature trees, vegetation and woodland around the boundaries of the site, the existing campus buildings are fairly well screened from neighbouring locations. 1.3 The site has a Tree Preservation Order in place which covers the trees/ woodland on the boundaries of the site as well as the woodland area in the southwest corner. In addition, it covers 4 individual trees, although excludes the trees within the main central core of the campus. The ground levels across the site change by approximately 13m from 88m in the northeast corner to 75m in the southwest corner. 1.4 The site is bounded by Oak Tree Special School to the south beyond which lies the extensive grounds of Oakhill Theological College. Oak Hill Woods Local Nature Reserve managed by the London Wildlife Trust on behalf of the London Borough of Barnet and a designated site of Borough importance for nature conservation is also within approximately 60m of the southwest corner of the site. To the east of the site are playing fields (Metropolitan Open Land) as well as the Chicken Shed Theatre, Bramley Road Sports Ground and Saracens Rugby Club. To the north there is a mixed area of detached and semi detached dwellings along Cat Hill, with a three storey block of flats at the corner with Cat Hill roundabout. Mansfield Avenue and Vernon Crescent located to the west are two storey semi detached dwellings and maisonettes. 1.5 The site is currently accessed by vehicles and pedestrians from two points, one at Cat Hill and one on Chase Side. The PTAL (Public Accessibility Level) of the site ranges across the site from 1b, and 2 (where1 is low and 6 is high). The site is within approximately 15minutes walking distance to two Tube stations Cockfosters and Oakwood on the Piccadilly Line. 1.6 The western boundary of the site forms the borough boundary with Barnet. 2.0 Proposal 2.1 The proposal involves the demolition of the existing campus buildings and the redevelopment of the site for residential purposes involving the construction of a total of 231 units comprising of 162 flats and 69 houses. The proposal involves 5 four storey blocks of flats (Blocks B to F) arranged in a crescent facing Cat Hill roundabout. Communal gardens/amenity space is shown between the blocks while the blocks have semi basement parking below and projecting lift shaft housing above. Block (A) is a 3/4 storey block with projecting balconies located near to the site entrance off Cat Hill. The third floor element of this block is now recessed back 1.5m. 2.2 In addition, the proposal involves 59 terraced houses which are two storeys with accommodation in the roof involving front and rear dormers. The terrace houses are arranged in a crescent type formation in 10 separate blocks and step down the site. Twelve semi detached houses built on raised ground level are also proposed with stepped raised rear garden levels backing on to Vernon Crescent. These properties are two storeys with accommodation in the roof including front and rear dormers. 2.3 Due to changes in levels down and across the site, some buildings are cut in to the ground whilst others are built on ground which has been raised.
