I have a very pleasant duty to perform before we start the meeting this afternoon. Some of you will know that our stenographer and record-taker Diane Budding is in fact due to retire shortly and, since she has been doing this job for us splendidly for more than 40 years, it was felt appropriate that we should make a small presentation to her, and I am about to do that now. Thank you very, very much indeed on behalf of the Council. (Applause) (The presentation was made) THE LORD MAYOR: Just one or two announcements, fellow Members of Council, before we move on to Item 1. As you will all know, this is the last full meeting of Council before the local elections, and I think that we ought to just remember the excellent contributions that have been made by people who we know already at this stage will not be rejoining us after the elections because they are in fact retiring from the Council. You will know that Michael Davey has resigned, that Stuart Bruce will not be seeking re-election. Nor, I am told will Mitchell Galdas or Claire Nash, and I am sure that each one of those has made a meaningful contribution to the successful operation of this Council over the years, and I think perhaps we ought to give them a round of applause for all their contributions and wish them well. -

Det Sgt We're at a convert location and what we're attempting to do is to take a significant statement from Derek. POULTON No. Det Sgt I should get that out the way to start with. If you can just tell me a little bit about yourself, when you joined the police force and that sort of stuff and a bit of background information and then we'll work on from there. POULTON I joined the Met Police in, on August 6th 1973 and after my initial training at Hendon I was posted to Croydon where I served for approximately two years, until my probationary period was finished and then I went straight on as, through a board to TDC. Notes 1 Introduction 1. Maxwell Confait was a male prostitute found asphyxiated after a house fire in Catford in 1972. Three youths were arrested, two of whom confessed to arson and one of whom confessed to Confait’s murder. However, subsequent evidence revealed that Confait had died some time prior to the house fire and the youths’ convictions were overturned. 2. However, as Reiner (2007a) argues, the officially recorded profile of offend- ers is likely to be biased misleadingly towards lower-status groups on whom police activity tends to bear most heavily (Reiner 2010). In this respect, the socio-economic characteristics of offenders in media stories may actually be closer to what Reiner describes as the ‘ultimately unknowable – “real” pattern’ (Reiner 2007a, p. 309) of offending. 3. The first film was released in 1971 and the most recent of the four sequels in 1988. 4. By comparison, it is worth noting that, although there had been some changes to police patrol work in terms of the introduction of radios and the patrol car in the 1960s, contemporary criminological studies still repre- sented the police as contending mainly with rain, boredom and tired feet (Cain 1973). 5. The consultant for Prime Suspect was a then serving Detective Inspector, Jackie Malton, whose real-life vicissitudes, I was told in a personal interview, formed the basis of many of the incidents in the first series written by Lynda La Plante. 6. Page 2 of 312 Abstract This thesis examines the process of storytelling on television police drama, The Bill. It explores how factors such as commercial imperatives, working processes and artistic constraints affected representation of the police. The study argues that, in the early days of the show, stories originated with the freelance writers and were based on research and observation of police work. Representation of the police was favourable, partly due to the ideological views of the makers and partly due to the format: stories had to be resolved within a half-hour timeslot, which militated against writers being able to tell stories about issues such as racism, sexism and corruption.
