Copyright and re-use policy See http://shura.shu.ac.uk/information.html Sheffield Hallam University Research Archive http://shura.shu.ac.uk LGBT Hate Crime: Promoting a Queer Agenda for Hate Crime Scholarship James Pickles Sheffield Hallam University INTRODUCTION Hate crime laws in England and Wales have emerged as a response from many decades of the criminal justice system overlooking the structural and institutional oppression faced by minorities. The murder of Stephen Lawrence highlighted the historic neglect and myopia of racist hate crime by criminal justice agencies. It also exposed the institutionalised racism within the police in addition to the historic neglect of minority groups (Macpherson, 1999). The publication of the inquiry into the death of Ste- phen Lawrence prompted a move to protect minority populations, which included the lesbian, gay, bisexual, and transgender (LGBT) community. Currently, Section 28 of the Crime and Disorder Act (1998) and Section 146 of the Criminal Justice Act (2003) provide courts the means to increase the sentences of perpetrators who have committed a crime aggravated by hostility towards race, religion, sexuality, disability, and transgender iden- tity. Hate crime is therefore not a new type of crime but a recognition of identity-aggravated crime and an enhancement of existing sentences. -

Ryan May 2021 Examining Committee Members: Jan Fernback, Advisory Chair, Media and Communication Nancy Morris, Media and Communication Fabienne Darling-Wolf, Media and Communication Ron Becker, External Member, Miami University ABSTRACT This study considers the case of representation of transgender people and issues on American fictional television from 2004 to 2014, a period which represents a steady surge in transgender television characters relative to what came before, and prefigures a more recent burgeoning of transgender characters since 2014. The study thus positions the period of analysis as an historical period in the changing representation of transgender characters. A discourse analysis is employed that not only assesses the way that transgender characters have been represented, but contextualizes American fictional television depictions of transgender people within the broader sociopolitical landscape in which those depictions have emerged and which they likely inform. Television representations and the social milieu in which they are situated are considered as parallel, mutually informing discourses, including the ways in which those representations have been engaged discursively through reviews, news coverage and, in some cases, blogs. ii To Desmond, Oonagh and Eamonn For everything. LGBT Terminology & Cultural Information Orientation Related Terms Sexual Orientation - The internal experience that determines whether we are physically and emotionally attracted to men, to women, to both, or neither (asexual). Biphobia - Fear and intolerance of bisexual people. Bisexual/Bisexuality/Bi - A person who feels love, affection, and sexual attraction regardless of gender. Down-low - slang term that refers to men who have sex with men (MSM) but are either closeted or do not identify as gay. Most often associated with and has its origins in African American culture in the US Gay Man/Homosexual - A man who feels love, affection, and sexual attraction toward men. Heterosexism - Institutional policies and interpersonal actions that assume heterosexuality is normative and ignores other orientations. The belief that heterosexuality is superior to other orientations. Heterosexual/Heterosexuality/Straight - A person who feels love, affection, and sexual attraction to persons of a different gender. Homophobia - Fear and intolerance of homosexual people and/or of same sex attraction or behavior in the self or others. Lesbian/Homosexual - A woman who feels love, affection and sexual attraction toward women. Men who have Sex with Men (MSM) - or Males who have sex with Males (MSM) a clinical term that refers to men who engage in sexual activity with other men, whether they identify as gay, bisexual, or neither Omnisexual/pansexual: a person who feels love, affection and sexual attraction regardless of their gender identity or biological sex. Thus, pansexuality includes potential attraction to people (such as transgender individuals) who do not fit into the gender binary of male/female. Pomosexual: describe a person who avoids sexual orientation labels (not the same as asexual) Same gender loving (SGL) - coined for African American use by Cleo Manago in the early 1990s. -

Identities that fall under the Nonbinary umbrella include, but are not limited to: Agender aka Genderless, Non-gender - Having no gender identity or no gender to express (Similar and sometimes used interchangeably with Gender Neutral) Androgyne aka Androgynous gender - Identifying or presenting between the binary options of man and woman or masculine and feminine (Similar and sometimes used interchangeably with Intergender) Bigender aka Bi-gender - Having two gender identities or expressions, either simultaneously, at different times or in different situations Fluid Gender aka Genderfluid, Pangender, Polygender - Moving between two or more different gender identities or expressions at different times or in different situations Gender Neutral aka Neutral Gender - Having a neutral gender identity or expression, or identifying with the preference for gender neutral language and pronouns Genderqueer aka Gender Queer - Non-normative gender identity or expression (often used as an umbrella term with similar scope to Nonbinary) Intergender aka Intergendered - Having a gender identity or expression that falls between the two binary options of man and woman or masculine and feminine Neutrois - Belonging to a non-gendered or neutral gendered class, usually but not always used to indicate the desire to hide or remove gender cues Nonbinary aka Non-binary - Identifying with the umbrella term covering all people with gender outside of the binary, without defining oneself more specifically Nonbinary Butch - Holding a nonbinary gender identity -

Glossary: LGBTQ+ terms * This list is neither comprehensive nor inviolable, but a continual work in progress. With identity terms, trust the person who is using the term and their definition of it above any dictionary. 1. Agender: a person with no (or very little) connection to the traditional system of gender, no personal alignment with the concepts of either man or woman, and/or someone who sees themselves as existing without gender. Sometimes called gender neutrois, gender neutral, or genderless. 2. Ally: person who supports and respects members of the LGBTQ community. Sometimes re-framed as a verb: “How am I allying myself with x or y community?” 3. Androgynous: a gender expression that has elements of both masculinity and femininity. 4. Asexual: a person who does not have significant sexual attractions. Romantic, emotional, and physical attractions, as well as partnered relationships, may or may not be present. 5. Bisexual: a person who has significant romantic, emotional, physical and sexual attractions to both women and men. May also be framed as attractions to two or more genders. The frequency, intensity, or quality of attraction is not necessarily directed toward both/all genders equally. 6. Cisgender: /“siss-jendur”/ a gender description for when someone’s sex assigned at birth and gender identity correspond in the expected way (e.g., someone who was assigned male at birth, and identifies as a man). A simple way to think about it is if a person is not transgender, they are cisgender. The word cisgender can also be shortened to “cis.” 7. Demisexual: little or no capacity to experience sexual attraction until a strong romantic connection is formed with someone, often within a romantic relationship. -
University LGBT Centers and the Professional Roles Attached to Such Spaces Are Roughly
INTRODUCTION University LGBT Centers and the professional roles attached to such spaces are roughly 45-years old. Cultural and political evolution has been tremendous in that time and yet researchers have yielded a relatively small field of literature focusing on university LGBT centers. As a scholar-activist practitioner struggling daily to engage in a critically conscious life and professional role, I launched an interrogation of the foundational theorizing of university LGBT centers. In this article, I critically examine the discursive framing, theorization, and practice of LGBT campus centers as represented in the only three texts specifically written about center development and practice. These three texts are considered by center directors/coordinators, per my conversations with colleagues and search of the literature, to be the canon in terms of how centers have been conceptualized and implemented. The purpose of this work was three-fold. Through a queer feminist lens focused through interlocking systems of oppression and the use of critical discourse analysis (CDA) 1, I first examined the methodological frameworks through which the canonical literature on centers has been produced. The second purpose was to identify if and/or how identity and multicultural frameworks reaffirmed whiteness as a norm for LGBT center directors. Finally, I critically discussed and raised questions as to how to interrupt and resist heteronormativity and homonormativity in the theoretical framing of center purpose and practice. Hired to develop and direct the University of Washington’s first lesbian, gay, bisexual, and transgender (LGBT2) campus center in 2004, I had the rare opportunity to set and implement with the collaboration of queerly minded students, faculty, and staff, a critically theorized and reflexive space. -

Forshee, Ph.D., Early Education & Family Studies Portland Community College Portland, Oregon INTRODUCTION Homophobia and transphobia are complicated topics that touch on core identity issues. Most people tend to conflate sexual orientation with gender identity, thus confusing two social distinctions. Understanding the differences between these concepts provides an opportunity to build personal knowledge, enhance skills in allyship, and effect positive social change. GROUND RULES (1015 minutes) Materials: chart paper, markers, tape. Due to the nature of the topic area, it is essential to develop ground rules for each student to follow. Ask students to offer some rules for participation in the postperformance workshop (i.e., what would help them participate to their fullest). Attempt to obtain a group consensus before adopting them as the official “social contract” of the group. Useful guidelines include the following (Bonner Curriculum, 2009; Hardiman, Jackson, & Griffin, 2007): Respect each viewpoint, opinion, and experience. Use “I” statements – avoid speaking in generalities. The conversations in the class are confidential (do not share information outside of class). Set own boundaries for sharing. Share air time. Listen respectfully. No blaming or scapegoating. Focus on own learning. Clear definitions also provide a context and platform for discussion. Homophobia: a psychological term originally developed by Weinberg (1973) to define an irrational hatred, anxiety, and or fear of homosexuality. -
