It argues that practices of scholarly publishing in the US university environment are grounded in myths and ideological systems of gatekeeping which may prevent participants from recognizing dangers and opportunities associated with digital librarianship. Three such myths operate to support the status quo system of scholarly communication: the myth of authority, the myth of influence, and the myth of permanence. These myths portend and reflect structural changes in relationships governing the intertwining of library and university organizations, including emergent organizational forms, intellectual property challenges by commercial scholarly publishers, and new library-centered forms of publication enabled by new technologies. ii DEDICATION For Holly iii ACKNOWLEDGEMENTS To begin, I would like to thank wine, cheese straws and coffee.     How to search for Academic Journal Articles Online While you CAN get to the online resources from the library page, I find that getting onto MyUT and clicking the LIBRARY TAB is much easier and much more familiar. I will start from there: Within the Library tab, there is a box called “Electronic Resources” and within that box is a hyperlink that will take you to “Research Databases by Name.” Click that link as shown below: The page it will take you looks like the picture below. Click “Listed by Name.” This will take you to a list starting with A, and the top selection is the one you want, it is called “Academic Search Complete.” Click it as pictured below: THIS SECTION IS ONLY IF YOU ARE ON AN OFF-CAMPUS COMPUTER: You will be required to log-in if you are off campus. The First page looks like this: Use the pull-down menu to find “University of Toledo” The Branch should default to “Main Campus,” which is what you want. Then click “Submit.” Next it will ask for you First and Last Name and your Rocket ID. If you want to use your social security number, that is also acceptable (but a little scary.). If you use your rocket ID, be sure to include the R at the beginning of the number. Then click Submit again and you are IN. The opening page has the searchbox right in the middle. When searching, start narrow and then get broader if you do not find enough results. For Example, when researching Ceremony by Leslie Silko, you may want your first search to be “Silko, Ceremony.” If you don’t find enough articles, you may then want to just search “Silko.” Finally, you may have to search for “Native American Literature.” And so on and so forth.

This content is free of charge at point of use, free of most copyright and licensing restrictions, and free of technical or other barriers to access (such as digital rights management or requirements to register to access). Communicating and sharing discoveries is an essential part of the research process. Any author of a research paper wants it to be read, and the fewer restrictions placed on access to those papers means that more people may benefit from the research. In many ways, the OA movement is very much in line with the shared mission of researchers, scholarly societies, and publishers. Journal publishing programs perform many services for researchers including peer review, communication, and career advancement. In society publishing programs, revenue from journal publishing directly supports the important work societies do on behalf of their scholarly communities. How do we maximize the dissemination of knowledge while at the same time maintaining both a high level of quality and a sustainable financial future for our professional society, the AMS? The OA movement can be traced to a letter from the year 2000, signed by around 34,000 researchers, demanding publishers make all content free after 6 months. The signatories of the letter said they would boycott any journals refusing to comply. In 2002, the accepted definition of OA was encapsulated in the Budapest Open Access Initiative declaration.

AGRIS was one of the huge bibliograph- ical databases of the time which collected information about scientific and tech- nical publications in agriculture and made them available especially to partners in developing countries. AGRIS already had the two elements about which most of the contributions to this publication are speaking. Community and Technol- ogy. AGRIS centers were holding annual meetings at FAO to coordinate their efforts to cover all publications in their area. The AGRIS secretariat initiated the development of specific software which should help them to accomplish this task. CDS-ISIS3 was developed already in the early 90s. In a way, FAO had a pioneering role in creating collaboration between scientific institutions. WUR and INRA, two contributors to this volume were very important centers of the AGRIS network. Nearly all of the contributions in this volume emphasize the human factor and the necessity of community building before the technological aspects. This is understandable. Technological questions are straightforward (normally) and resolvable (theoretically). For com- munity building there exists something similar as the 2nd law of thermodynamics. DeltaS>=0. Entropy (non collaboration) in a closed system can only grow. Collaboration is not a given. Every unit has its own business model and even every single person pursues specific goals.

    Annex I Definitions Free and Open Source Software (FOSS): Software whose source code is published and made available to the public, enabling anyone to copy, modify and redistribute the source code without paying royalties or fees. Open source code evolves through community cooperation. These communities are composed of individual programmers and users as well as very large companies. Some examples of open source initiatives are GNU/Linux, Eclipse, Apache, Mozilla, and various projects hosted on SourceForge1 and Savannah2 Web sites. Proprietary software -- Software that is distributed under commercial licence agreements, usually for a fee. The main difference between the proprietary software licence and the open source licence is that the recipient does not normally receive the right to copy, modify, redistribute the software without fees or royalty obligations. Something proprietary is something exclusively owned by someone, often with connotations that it is exclusive and cannot be used by other parties without negotiations. It may specifically mean that the item is covered by one or more patents, as in proprietary technology. Proprietary software means that some individual or company holds the exclusive copyrights on a piece of software, at the same time denying others access to the software’s source code and the right to copy, modify and study the software. Open standards -- Software interfaces, protocols, or electronic formats that are openly documented and have been accepted in the industry through either formal or de facto processes, which are freely available for adoption by the industry. The open source community has been a leader in promoting and adopting open standards. Some of the success of open source software is due to the availability of worldwide standards for exchanging information, standards that have been implemented in browsers, email systems, file sharing applications and many other tools.
