Signature: Caris Jalla Date: ii ABSTRACT In many Indigenous languages globally, there is often no directly translatable word for disability. For Australian Aboriginal and Torres Strait Islanders, the prevalence of disability is greater compared to non-Indigenous populations. Despite the gap in rates, access to disability supports and services are lower and disproportional. One factor impacting low service access may be the differing views of disability between Aboriginal and Torres Strait cultures and mainstream Western perspectives. The objectives of this research were to investigate the meaning of health, wellbeing and disability from the viewpoint of Aboriginal and Torres Strait Islander youths and to describe the facilitators and barriers to health and wellbeing for people with disabilities. These investigations also identified Aboriginal and Torres Strait Islander children and young people’s perceptions on the causes of disability and explored concepts associated with living with disability. Aboriginal and Torres Strait Islander youths, both with and without disabilities, residing in Perth, Western Australia (WA) and aged nine to 26 years were invited to participate in qualitative research. Yarning circles were conducted in various home and community settings around the metropolitan area. The research incorporated the voices of Aboriginal and Torres Strait Islander children and young people with and without a diagnosed disability. Results depict the holistic understanding of wellbeing, with health identified in terms of coexisting components – the physical, mental and spiritual/cultural self. Enablers and inhibitors to health and wellbeing for people with disabilities were discussed, with these facilitators and barriers later categorised as social and cultural, physical and medical, or material and environmental. The three categories provide a framework for the facilitators and barriers to health for Aboriginal and Torres Strait Islander people with disabilities. Participants also identified several beliefs on the causes of disabilities. Further discussions on disability explored varying emotions linked to living with disability. The results give a unique perspective on health, wellbeing and disability from Aboriginal and Torres Strait Islander youths. iii This research provides new insights for health professionals working with Aboriginal and Torres Strait Islander families caring for children with disabilities. The results identified can be used in recommendations for better service delivery in the health and disability sectors. RAHMAN, ADNAN JUSOH & YUNUS SAUMAN ABSTRACT Since a great contribution by Beck in 1930’s in studying beads especially in Southeast Asia region, a few other scholars have been encouraged to study the beauty of beads typologically and scientifically. Lamb for example has published several articles on beads in Southeast Asia and other parts of the world. Lamb also analyzed scientifically several beads from Kuala Selinsing, Pengkalan Bujang and Takuapa and demonstrated their compositional data. Tom Harrison, who has done a wonderful job on Sarawak beads also reported in his article, a research on Kuala Selinsing glass beads, Bukit Maras, Santubong associated with Tang and Song ceramics and a Buddha Gupta sculpture and also glass beads worn by Kelabit people. These beads have been analyzed scientifically and the result showed that Kuala Selinsing glass beads have a different compositional content with the Santubong glass beads and also Kelabit glass beads. Harrison suggested that glass beads from Kelabit have Chinese origin based on higher lead content in the beads. In this article, we would like to compare the compositional data of Sarawak glass beads with the data taken from Kuala Selinsing, Fort Canning, Singapore and Sungai Mas, Kedah glass beads. The compositional aspect of Santubong, Kelabit, Kuala Selinsing, Sungai Mas and Fort Canning will be analyzed and their differences and similarities will be discussed.

    42 (2) JMCL PROOF OF NATIVE CUSTOMARY 1 Proof of Native Customary Title through Evidence of Occupation on the Cultural Landscape Ramy Bulan1 According to established principles of British colonial and international laws when the Crown acquired sovereignty over a territory, the land rights of local inhabitants under their own system of laws continued and are recognised as pre-existing rights. Their rights exist because they are derived from native laws, governance, practices, customs and traditions. Common law also acknowledges that use and occupation of land by indigenous inhabitants at the time of sovereignty gave rise to real property rights for at common law, every person who is in possession of land is presumed to have a valid title and persons in exclusive occupation of land have title that is good against anyone who cannot show better title. This paper presents a case study of Kelabit occupation, connection and interaction on the lands and territories as evidenced through historical, anthropological and archaeological records as well as oral narratives and cultural traditions passed down through the generations. Against the backdrop of a limited recognition of occupation and cut- off date for creation of NCR under the Land Code 1958, the writer discusses the cultural landscape of the Kelabit Highlands in Sarawak, showing how the burial customs, rich historical activities as evidenced in the megalithic as well as other non-megalithic cultural practices, unique to the Kelabit, mark past and continuous presence and connection to the land. Despite the absence of state demarcated and surveyed boundary, their presence is etched in the landscape of the land that they call their ancestral homeland providing a basis of claim both under their own laws and customs and under common law as well as satisfying the requirements of statute.

    Community efforts in developing and financing an MLE project: The Kelabit Language of Sarawak Lucy Bulan & David Lian Labang Rurum Kelabit Sarawak Abstract This paper attempts to portray the struggles the Kelabit community faces in seeking to revitalise, document and develop the fast disappearing Kelabit language, spoken by 5000-6000 people in Sarawak, Malaysia. Topics to be covered include the action plans currently undertaken to achieve language revitalization goals. These include the use of ICT as a promotion tool, a dictionary-making project, and the mobilisation of the elderly to teach and promote the language through traditional arts, crafts, songs and music. An important aspect of this effort is the establishment of an agricultural project by the Community Association (Rurum Kelabit Sarawak-RKS) to raise funds for a new language school. In essence, this presentation aims to share the Kelabit experiences and struggles, particularly with financing, with the hope of creating greater awareness and stimulating discussion to generate creative ideas, thus building upon each other’s experiences and knowledge. Background: Who are the Kelabit? The Kelabit are one of Malaysia’s smallest ethnic minority groups comprising about 6,000 people. Our traditional homeland is the remote and inaccessible Kelabit Highlands with Bario as the community hub. Bario is famous for the production of the uniquely fine-grained organic Bario Rice , the organic Bario Highland Salt taken from its natural salt springs and the extremely honey-sweet, luscious organic Bario pineapples. It is also the home of the multi-international award winning e-Bario project that introduced computers, telephones and the internet to this hitherto isolated community.

Where Spirit and Bulldozer Roam: Environment and Anxiety in Highland Borneo Abstract This paper explores changing perceptions of the natural environment among the Kelabit, an indigenous people of the Borneo interior. It considers both traditional and post-Christian conversion understandings about forest spaces. The former animistic ritual practices of the Kelabit centered on a spiritual dialogue with the natural world and this dialogue was often marked by active efforts to avoid or mitigate danger through ritual practice. One key example presented here is the former ceremony of 'calling the eagle' (nawar keniu), a ritual employed in times of crisis that exemplifies the dialogical and entwined relationship Kelabit had to the natural world.

Submitted in partial fulfilment of the Master of Development Studies (MDS) Degree ii Abstract There is an ongoing debate over whether the construction and upgrading of roads in remote rural areas is beneficial for the communities that reside within them. The majority of studies carried out thus far have indicated that the introduction of rural roads may assist in alleviating poverty. However, studies commonly do not consider social measures of well- being and resilience (such as education, health care, and the maintenance of cultural identity and way of life), despite the fact that these are increasingly recognised to be important alongside economic measures. This thesis examined the perceptions of the Kelabit community on the social and economic impacts of the construction and upgrading of the road networks into and around the Kelabit Highlands of Sarawak, Malaysia. This study is based on a qualitative participatory research design. It gathered data through the use of semi-structured interviews, participant observation, and a literature review (including government documents). In total, 48 community members and eight government employees were interviewed. Results corroborate the findings in or similar research elsewhere, such as the construction of roads has both positive and negative impacts, including the increased mobility of people and goods, increased access to off-farm employment, the increased availability of undesired products and the facilitation of environmental damage.

    REMAKING THE LANDSCAPE: KELABIT ENGAGEMENTS WITH CONSERVATION AND DEVELOPMENT IN SARAWAK, MALAYSIA by SARAH LYNNE HITCHNER (Under the Direction of J. Peter Brosius) ABSTRACT This research aims to document an indigenous culture in a remote place in the process of actively re-negotiating its identity and connections to a changing landscape. The Kelabit have always interacted with other ethnic groups and other places; they have never been completely isolated in the secluded Kelabit Highlands of Sarawak, Malaysia. But the nature and the pace of their engagements with the outside world have changed dramatically in recent decades; numerous external forces have acted upon the Kelabit community, from colonialism to missionization to globalization. They have had very little control over some of these forces, but neither have they been passive recipients of changes wrought by these forces. The Kelabit have always displayed great agency, ingenuity, pride, entrepreneurship, and political savvy during their interactions with the world outside the plateau, and these characteristics extend to their current engagements with conservation and development in the Kelabit Highlands. Building on recent advances in the historical ecology of anthropogenic landscapes and the political ecology of conservation, my research employed an array of ethnographic methods to address three main objectives: (1) to document the relationship between cultural sites and anthropogenic landscape modification in the Kelabit Highlands; (2) to advance a multidisciplinary methodology of gathering, monitoring, and analyzing spatial and temporal data from different sources; and (3) to promote a multi-level collaborative approach to participatory anthropological research methods in the context of planning for several possible alternative conservation and development scenarios in the Kelabit Highlands.
