Although the majority of the population is in need of humanitarian assistance and civil servants in many areas have not received salaries since 2016, many healthcare providers continue to work, and families continue to need and seek care. Methods: This case study examines how reproductive, maternal, newborn, child and adolescent health and nutrition (RMNCAH+N) services have been delivered since 2015, and identifies factors influencing implementation of these services in three governorates of Yemen. Content analysis methods were used to analyze publicly available documents and datasets published since 2000 as well as 94 semi-structured individual and group interviews conducted with government officials, humanitarian agency staff and facility-based healthcare providers and six focus group discussions conducted with community health midwives and volunteers in September–October 2018. Results: Humanitarian response efforts focus on maintaining basic services at functioning facilities, and deploying mobile clinics, outreach teams and community health volunteer networks to address urgent needs where access is possible. Attention to specific aspects of RMNCAH+N varies slightly by location, with differences driven by priorities of government authorities, levels of violence, humanitarian access and availability of qualified human resources.

    (Translated from Arabic) Permanent Mission of the Kingdom of Saudi Arabia to the United Nations Office at Geneva • The Government of the Kingdom of Saudi Arabia decided, in recognition of the worsening humanitarian crisis in the Republic of Yemen, to establish forthwith the King Salman Humanitarian Aid and Relief Centre in response to orders from the Custodian of the Two Holy Mosques, King Salman bin Abdulaziz Al-Saud, so that it could serve as the Kingdom’s relief agency for the implementation of humanitarian relief projects in a highly professional manner and in accordance with the humanitarian principles enshrined in the teachings of the true religion of Islam. • The establishment of the King Salman Humanitarian Aid and Relief Centre coincided with the launching of the United Nations humanitarian appeal for US$ 274 million on behalf of Yemen. The Custodian of the Two Holy Mosques pledged that the Kingdom would pay the full amount of the appeal and that the Centre would finance the projects and programmes. The order from the Custodian of the Two Holy Mosques was also intended to save the Yemeni people, who have been living in dire humanitarian circumstances since the attacks of the Houthi militias and their supporters. It was noted that the provision of humanitarian assistance by the Kingdom would draw the attention of the international community in a rational manner to the tragic events in Yemen and its innocent victims. • In accordance with the order issued by the Custodian of the Two Holy Mosques, the Centre rapidly proceeded to sign agreements with United Nations organizations concerning the implementation of the relief and humanitarian programmes and projects.

In a worst-case scenario, significant declines in commercial imports below requirement levels and conflict that cuts populations off from trade and humanitarian assistance for an extended period could drive food security outcomes in line with Famine (IPC Phase 5). • Large-scale humanitarian assistance continues to play an important role in reducing the severity of acute food insecurity outcomes in Yemen. In 2017, the humanitarian community reached on average nearly six million beneficiaries, and that number is increasing in 2018.     TASK FORCE ON POPULATION MOVEMENT | TFPM YEMEN | 16th Report - October 2017 THE TFPM OBSERVES A SLIGHT INCREASE IN DISPLACEMENT & RETURN MOVEMENTS The Task Force for Population Movement (TFPM) is a Technical Working Group to the Inter-Cluster Coordination Mechanism. (ICCM) The TFPM implements an information management tool that gathers data and location of displaced persons across Yemen. As of 01 Sep 2017, the TFPM has identified, 2,014,026 internally displaced persons (IDPs) (335,671 households) who have been displaced due to conflict since March 2015, dispersed across 21 governorates. For the same period, the TFPM has identified 956,076 returnees (159,346 households), across 20 governorates. As a result, 10.3% of the total population of Yemen has experienced the shock of displacement due to conflict in the last 30 months. The data collected is a compilation of data collection activities conducted through the period of May to August 2018. The data presents the best estimates of displacement and returnee movements in locations across Yemen. 2 Million 1 Million 10.3% Internally displaced persons Returnee individuals of the total population of Yemen remain displaced and or have returned. 1.1 | Where have IDPs been displaced from? 1.2 | Where are IDPs returning to? The 16th TFPM Report data was collected through May, June, July and August 2017.
