INFORMATIONAL GUIDE FOR: City of Residential Kitchen Laguna Beach Community Development Remodel Department When is a permit required for a kitchen remodel? A permit is required for kitchen remodels that include relocation/replacement of electrical/plumbing fixtures or cabinets or if additional electrical/plumbing fixtures will be installed. If a permit is required, it shall be obtained prior to the start of the remodel. Following is a listing of the general requirements based on the 2019 California Building Code, 2019 California Residential Code, 2019 California Electrical Code, 2019 California Plumbing Code and 2019 California Energy Efficiency Standards. This brochure is intended to provide general information. 1. Before approval and issuance of a building permit for kitchen remodel applicant shall submit two sets of plans, which are drawn to scale (or at the very minimum fully dimensioned), readable, legible, and include the following information: A. On first sheet of plans include the following information: (a) project address; (b) owner’s name, address, phone number; (c) name, address and phone number of the person preparing the plans, (d) scope of work statement; (e) sheet index indicating each sheet title and number, (f) legend for symbols, abbreviations and notations used in the drawings. B. Proposed Kitchen Floor Plan showing type and location of proposed cabinetry, countertops, appliances, plumbing & gas fixtures, etc. Include legend or plan notes describing construction elements on floor plan clearly showing the difference between the existing and proposed conditions. 2. Electrical Requirements: A. Provide receptacle outlets at each kitchen counter space wider than 12”, located so that no point along the counter wall is more than 24” from a receptacle per CEC Art.210-52.C.1 B. Provide at least one receptacle outlet at each island or peninsular counter space with a long dimension of 24” or greater and a short dimension of 12” or greater per CEC Art.210-52(c).Z C. Receptacles shall be located within 20” above countertops. D. All electrical outlets serving countertops shall be GFCI protected (CEC Art.210-12(A) & AFCI) E. Provide at least two separate 20-amp circuits (for small kitchen appliances), which are limited to supplying wall and counter space outlets only. (CEC Art.210-50) F. All added/replaced 125-volt, 15- and 20-ampere receptacles shall be listed tamper-resistant receptacles. (CEC 406.12) 02/2020 3. Lighting Title 24 Energy Requirements A. At least half the installed wattage of luminaries in kitchens shall be high efficacy. fixtures (e.g. fluorescent) as defined in the table below (2019 Energy Standards Section 150): B. High efficacy lighting must be switched separately from low efficacy lighting. Clearly show and identify switch types and locations on the plan. C. Recessed luminaries in insulated ceilings shall be rated for zero clearance insulation cover (IC), and shall include a label certifying air-tight (AT) designation. D. Fluorescent lamps with a power rating of 13 W or more shall have an electronic ballast that operates the lamp at a frequency of 20 kHz or more. E. Gas cooktop over cannot have continuous pilots F. All exhaust fans shall be dampered. G. All recesses lights shall be “IC rated and Air Tight Certified.” 4. Smoke Detectors When a permit is required, smoke detectors shall be installed: (a) in each sleeping room, (b) outside each separate sleeping area in the immediate vicinity of the bedrooms, (c) on each story of the dwelling, including basements and habitable attics but not including crawl spaces and uninhabitable attics. (CRC Sec.R314) 5. Carbon monoxide alarms When a permit is required for alterations, repairs or additions exceeding $1,000, existing dwellings that have attached garages or fuel burning appliances shall be provided with a carbon monoxide alarm in the following locations: (a) outside of the dwelling unit sleeping area in the immediate vicinity of the bedroom(s); (b) on every level of a dwelling unit including basements.
