Here, Japanese technocrats demarcated the borderlands through categories of ethnicity and livelihood. At the center of this endeavor was the perceived problem of nomadic decline: the loss of the region’s deep history of transhumance to Chinese agricultural expansion and capitalist extraction. -

Several local populations of E. chinganicum (Suvorov, 1909) and E. rubrosuturale are partly described. Most of localities were never published before, so new distributional records are proposed for several taxa. Specimens from about all new localities are figured. Two names are downgraded to subspecies rank: E. chinganicum mandschukuoense (Breuning, 1944), stat. nov. and E. chinganicum darigangense Heyrovský, 1967, stat. nov. The taxon described as E. chinganicum kerulenum Danilevsky, 2007 is regarded as E. rubrosuturale kerulenum Danilevsky, 2007. INTRODUCTION A complete revision of the genus was published not long ago (Danilevsky, 2007) on the base of materials from Russian and West European Museums and collectors. Several specimens were also studied in National Museum of Natural History, Washington, USA. Unfortunately no materials were available from Chinese Museums, neither from Mongolian. -

Li, China Leadership Monitor No.4 The Mishu Phenomenon: Patron-Client Ties and Coalition-Building Tactics Cheng Li China’s ongoing political succession has been filled with paradoxes. Jockeying for power among various factions has been fervent and protracted, but the power struggle has not led to a systemic crisis as it did during the reigns of Mao and Deng. While nepotism and favoritism in elite recruitment have become prevalent, educational credentials and technical expertise are also essential. Regional representation has gained importance in the selection of Central Committee members, but leaders who come from coastal regions will likely dominate the new Politburo. Regulations such as term limits and an age requirement for retirement have been implemented at various levels of the Chinese leadership, but these rules and norms will perhaps not restrain the power of Jiang Zemin, the 76-year-old “new paramount leader.” While the military’s influence on political succession has declined during the past decade, the Central Military Commission is still very powerful. Not surprisingly, these paradoxical developments have led students of Chinese politics to reach contrasting assessments of the nature of this political succession, the competence of the new leadership, and the implications of these factors for China’s future. This diversity of views is particularly evident regarding the ubiquitous role of mishu in the Chinese leadership. The term mishu, which literally means “secretary” in Chinese, refers to a range of people who differ significantly from each other in terms of the functions they fulfill, the leadership bodies they serve, and the responsibilities given to them. -

China Received: 04.05.2013 Accepted: 02.09.2013 Published Online: 01.01.2014 Printed: 15.01.2014 Abstract: Uncertainties would exist in the relationship between δ13C values and environmental factors such as temperature, resulting in unreliable reconstruction of paleoclimates. It is therefore important to establish a rational relationship between plant δ13C and a proxy for paleoclimate reconstruction that can comprehensively reflect temperature and precipitation. By measuring the δ13C of a large 13 number of C3 herbaceous plants growing in different climate zones in northern China and collecting early reported δ C values of C3 13 herbs in this study area, the spatial features of δ C values of C3 herbs and their relationships with humidity index were analyzed. The 13 δ C values of C3 herbaceous plants in northern China ranged from –29.9‰ to –25.4‰, with the average value of –27.3‰. The average 13 δ C value of C3 herbaceous plants increased notably from the semihumid zone to the semiarid zone to the arid zone; the variation 13 ranges of δ C values of C3 plants in those 3 climatic zones were –29.9‰ to –26.7‰ (semihumid area), –28.4‰ to –25.6‰ (semiarid 13 area), and –28.0‰ to –25.4‰ (arid area). -

Xi’s System, Xi’s Men: After the March 2018 National People’s Congress Barry Naughton The National People’s Congress meeting in March launched a significant administrative reorganization and approved the appointment of a new generation of economic technocrats. The technocrats are skilled and generally support market-oriented reforms. The reorganization is generally market-friendly, but its main purpose is to create a more disciplined and accountable administration to serve as an instrument for Xi Jinping. Last year, after the 19th Communist Party Conference in October, Xi Jinping laid out a general economic program for the next three years. This March, at the 13th session of the National People’s Congress, Xi introduced significant changes in the administrative structure and fleshed out the personnel assignments that will prevail for the next few years. These changes demonstrate once again how firmly Xi is in control of economic policy and personnel. Even if Xi had not also changed the constitution to eliminate term limits for the president (himself) and vice-president, these changes would be enough to demonstrates Xi’s power and ruling style. The policy framework laid out at the end of 2017 allows space for renewed system reforms. As explained in the previous contribution to CLM, successful economic management in 2017 has permitted Xi to prefer “high quality” growth over “high speed” growth, and in particular to launch “three battles”: reducing financial risk; eliminating poverty; and improving the environment.1 While deepening economic conflicts with the United States have certainly complicated the policy environment, until now the Xi administration has stuck to this basic policy orientation. -

Hu Chunhua 胡春华 Born 1963 Current Positions • Vice Premier of the State Council (2018–present) • Member of the Politburo (2012–present) • Deputy Head of the Central Leading Group for “Belt and Road Initiative” Construction (2018–present) • Full member of the Central Committee of the CCP (2007–present) Personal and Professional Background Hu Chunhua was born in April 1963 in Wufeng County, Hubei Province. Hu joined the CCP in 1983. He received a bachelor’s degree in Chinese literature from Peking University (1979–83) and a master’s degree (via part-time studies) in world economics from the Central Party School (1996–99). After graduating from Peking University, Hu went to Tibet, where he worked as a clerk at the Organization Department in the CCP Committee of Tibet (1983–84), as an official at the newspaper Tibet Youth Daily (1984–85), and as an official at the Tibet Hotel (1985–87). Hu advanced his political career largely through the Chinese Communist Youth League (CCYL). He served as deputy secretary (1987–92) and secretary (1992–95) of the CCYL in Tibet. He also worked as deputy head of Linzhi Prefecture, Tibet (1992), and as deputy party secretary and head of Shannan Prefecture, Tibet (1995–97). He then served as a member of the Secretariat of the CCYL National Committee and vice-chairman of China’s Youth Federation (1997–2001). In July 2001, Hu returned to Tibet, where he served as secretary-general (chief of staff) of the CCP Committee of Tibet (2001–03) and deputy party secretary and executive vice-governor of Tibet (2003–06).
