Hinckley & Bosworth Local Development Framework The Local Development Framework Local Development Framework The Local Development Framework (LDF) for & Bosworth will consist of four main documents: • Core Strategy • Site Allocations Document • Hinckley Town Centre Area Action Plan • Generic Development Control Policies PLUS a series of: • Supplementary Planning Documents (SPDs) Blank Slate? • The Local Development Framework is not starting from a blank slate. • Regional Plan sets the context for the whole East Midlands and identifies needs including the number of houses to be built and key infrastructure requirements for Hinckley & Bosworth. • The Local Development Framework must be in conformity with this Plan and provides local interpretation of the Regional policies. Core Strategy • Sets out the overarching strategy and core policies to guide the future development of the Borough to 2026. • Sets out the Council’s preferred options and the other options that were considered but discounted. • Council wants to know whether you agree with the preferred options or whether you think a different option would be better. • Focus majority of growth around the Hinckley Sub Regional Centre (including Burbage, Barwell & ): – develop on previously developed land within the settlement boundary and make small amendments to the existing settlement boundary. Majority of this growth focuses around the town centre and will assist in the regeneration of the Hinckley Town Centre – Two sustainable urban extensions: 1 to the west of Barwell (2500 home) and 1 to the south of Earl Shilton (2000 homes)- sustainable communities with mix of jobs, schools, community infrastructure etc linking to existing centres of Barwell & Earl Shilton and to Hinckley. Regeneration focused. Core Strategy:Rural Areas Core Strategy: Rural Areas

• Focus on sustaining the Borough’s rural communities rather than wholesale change. • Key rural centres (Desford, Groby, Ratby, Markfield, Bagworth, Thornton, Barlestone, Market Bosworth, Newbold Verdon and Stoke Golding) focus for most new development and improvements to service and employment provision, public transport and green infrastructure (600 homes across the 10 Centres). • Limited development in Rural Villages of Higham-on- the-Hill, Stanton Under Bardon, Sheepy Magna, Nailstone, Twycross, Witherley, Congerstone (200 homes across the 7 villages) to maintain existing services. Town Centre AAP

• Sets out detailed policies and proposals to regenerate the town centre. Focuses on 8 key redevelopment sites and includes general town centre policies relating to retail, design, transport etc. • Preferred Options Consultation: Monday 24 th September- Monday 5 th November

Site Allocations DPD

• Will allocate sites for housing, gypsy & traveller sites, employment, retail, recreation/open space, nature conservation and other land uses in accordance with the Core Strategy and Regional Plan

• Currently out for consultation- ends 31 st October 2007

Affordable Housing SPD

• Provides supplementary guidance to policies in the local plan • Seeks 40% affordable housing on appropriate sites throughout the Borough • In urban areas, affordable housing will be sought on all sites with developments of 15 or more houses or sites of 0.5 ha or over • In rural areas, the limit will be reduced to 6 dwellings or sites of 0.2 ha. • Consultation ends on the 15 th October 2007 Sustainable Design SPD

• Provides supplementary guidance to policies in the local plan in relation to sustainable development • Will require that all ‘major’ developments (10 or more dwellings or 0.5ha or more; and 1000sqm or 1 ha and over) must provide 12% of anticipated energy demand per unit/dwelling by renewable technologies. • This % will increase by 1% each year. • Consultation ends on the 15 th October 2007 Play & Open Space SPD

• Will provide additional guidance in relation to developer contributions for play & open space. • Consultation begins November 2007. Get Involved!
