Comments of Planning Conservation Officer

Grade II* Listed Building.

Former home of Earls of Shrewsbury set in 27 acres of Parkland. It serves as a Residential Arts Centre with accommodation up to 60 pupils.

The building is in the area of District Council and County Council, both of whom have interests and staff working on heritage and historic buildings. Any change of use or development at the site will require Listed Building Consent and/or planning permission from these Councils. As a Grade II* Listed Building in open countryside, any scheme for the house or ground will be closely scrutinized.

In the past, grant has been received from English Heritage for work to the building and grounds which were given subject to conditions regarding public access. Even though the requirement may have lapsed through passage of time, the fact that public money and grant has been paid is a matter of record.

Ingestre is significant building which earns an entry in Parsner’s Buildings of . Any proposals for its future use and development will need to be conceived having regard to its historic/architectural merits.

The building is believed to be in fair condition but as a II* building its long term survival needs to be considered. As an out of Borough facility/asset, its value on disposal/sale can only be maximised if the building and fabric is in condition appropriate for II* building.

Comments of Building Services Manager

The 2002 schedule (at least the copy I have) did not give a condition category for or make any comments on this building. During the 1980s a number of phased contracts with English Heritage financial support were carried out at Ingestre Hall by Sapcotes under the supervision of our Architects section. Since 1996 we have spent from the Property Maintenance Account some £450k - £500k on this facility but the building now requires further capital investment in planned repairs.

Ingestre Hall 1 A capital bid for £460k was submitted in late 2002 for essential investment in this building but this bid was unsuccessful. Most of the works identified in this bid are still to be addressed and will become increasingly more significant as the building continues to deteriorate.
