Klotz Larson Design Group, Inc. 1 Introduction Introduction This report serves as an addendum to the previously completed “Upper Kettle Creek Fish Habitat Conservation Plan” completed in April 2002. Additional field assessment was completed in 2003. This second study assessed over forty miles of stream channel in major tributaries to Kettle Creek upstream of the Alvin R. Bush Dam in Clinton and Potter Counties, Pennsylvania. The additional data collection and assessment was com- pleted to further define impacts to fish habitat and geomorphic function within the watershed. Tributaries included in this analysis are portions of Upper Kettle Creek, Little Kettle Creek, Cross Fork, Hammersley Fork, Trout Run, and Beaverdam Run. Descriptions and analysis of the assessed stream reaches are organized by sub-watershed from headwa- ters downstream. Stream reaches are indicated on maps included for each sub watershed. Each reach includes an overview of the current stream channel conditions, riparian canopy cover, stream dimensions, and detailed reach-by-reach information on fluvial geomorphology and habitat. Water temperatures reported were collected on a single day and represent only the water temperature at that point in time. 2 Upper Kettle Creek Fish Habitat Conservation Plan Tributaries Addendum Introduction FIGURE 1. Upper Kettle Creek Fish Habitat Conservation Plan Tributaries Addendum 3 Introduction STREAM CLASSIFICATION The Rosgen Stream Classification System is widely used to represent a variety of natural states of stream channels. The classification system uses a number of physical measurements to categorize the general stream channel form of a stream reach. The physical measurements and ratios of these measurements are also used in some instances to determine whether or not the stream channel is functioning properly. The following physical measurements are incorporated in the Rosgen Stream Classification System. Bankfull Discharge - The discharge (or flow) that occurs, on average, every 1.2 to 2.0 years. This discharge, from relatively frequent storms, is largely responsible for the shape of the stream channel within the floodplain. Bankfull Width - The width of the water surface at the bankfull dis- charge. Bankfull Depth - The depth from the elevation of water surface at the bankfull discharge to the deepest point in the channel. Slope - The distance that the stream channel drops divided by the dis- tance over which that drop occurs. Sinuosity - The ratio of the linear valley floor length to the stream length measured along the thalweg. Particle Size Distribution

    Brook Trout Outcome Management Strategy Introduction Brook Trout symbolize healthy waters because they rely on clean, cold stream habitat and are sensitive to rising stream temperatures, thereby serving as an aquatic version of a “canary in a coal mine”. Brook Trout are also highly prized by recreational anglers and have been designated as the state fish in many eastern states. They are an essential part of the headwater stream ecosystem, an important part of the upper watershed’s natural heritage and a valuable recreational resource. Land trusts in West Virginia, New York and Virginia have found that the possibility of restoring Brook Trout to local streams can act as a motivator for private landowners to take conservation actions, whether it is installing a fence that will exclude livestock from a waterway or putting their land under a conservation easement. The decline of Brook Trout serves as a warning about the health of local waterways and the lands draining to them. More than a century of declining Brook Trout populations has led to lost economic revenue and recreational fishing opportunities in the Bay’s headwaters. By Bill Boyd The Susquehannock Trail System was established in 1967 Digging side hill trail by linking up a network of existing trails, woods roads, and old railroad grades with short stretches of new construc- tion. Most of the sections linked together are fire trails built by the Civilian Conservation Corps in the 1930s. In 1967 the CCC trails were about thirty years old, and still in moderately good condition. The only significant recrea- tional activity in the forest in those days was hunting, and most of the trails saw little use. The deer population was very high during those decades, and their annual browsing kept woody brush from invading the trail. The trails incorporated into the STS have been repeatedly cleared of fallen debris, and the foot traffic has increased many fold. (But it’s still not very much.) Fare consists of delicious recipes made from wild game and plants harvested from the great outdoors, as well as a few dishes made from prepackaged foods. There will be main dishes and desserts, wild and domestic meats, fish, vegetables, fruits, pie and cakes. There is always a great variety of wild food for all to enjoy. This year's program is the documentary Appalachian impressions -- Hiking the Appalachian Trail from Georgia to Maine. We plan to watch the first half at the dinner and if people are interested we can continue with the second half afterward. Each half is about 1 hour long. We hope to see you there! A major change is the proposed elimina- tion of the Individual Junior Membership, for ages 14-17, which was rarely, if ever used. An Individual Junior Mem- ber can vote but not hold office.     Pennsylvania The Keystone State's Offieial Fishing and Boating Magazine Just before the July meeting of the Pennsylvania Fish Commission, a flurry of correspondence fell on us related to some proposed changes in Lake Erie fishing regulations for 1982. Most of these seem to have been inspired by a venomous column in the Erie Times News, which used such expressions as, "the silent arts of corruption," and "the sacrilegious hands of the very people entrusted to protect our natural resources." We were likened to Aaron Burr, having come forward "sword in hand, to slash away at the very rigging that holds the flag aloft." Such criticism is unjust and reflects a fundamental misreading of our proposal. The Commission's well-established objectives for the new Lake Erie commercial regulations, effective in January of 1982, were to reduce the commercial catch of yellow perch, increase the size and age of the yellow perch caught by commercial interests, and stabilize the harvest of walleye. To meet these objectives, the Commission imposed several new restrictions, including a quota on both yellow perch and walleye. Thus, 1982 became the base year for data concerning the effects of the commercial regulations. For 1983, we are proposing changes designed in a large measure to give us the flexibility we need to manage the resource and meet our objectives in light of the actual data, which is being gathered and assessed in 1982. The proposed changes for 1983 are very minor in scope compared to the severe restrictions placed on the commercial interests for 1982. Under our law, regulations must bear a rational and substantial relationship to the purposes for which they are established.

    Notice Classification of Wild Trout Streams Proposed Additions, Revisions, and Removals April 2017 Under 58 Pa. Code §57.11 (relating to listing of wild trout streams), it is the policy of the Fish and Boat Commission (Commission) to accurately identify and classify stream sections supporting naturally reproducing populations of trout as wild trout streams. The Commission’s Fisheries Management Division maintains the list of wild trout streams. The Executive Director, with the approval of the Commission, will from time-to-time publish the list of wild trout streams in the Pennsylvania Bulletin. The listing of a stream section as a wild trout stream is a biological designation that does not determine how it is managed. The Commission relies upon many factors in determining the appropriate management of streams. At the next Commission meeting on April 24 and 25, 2017, the Commission will consider changes to its list of wild trout streams.
