MESSAGE FROM ICLEI USA’S EXECUTIVE DIRECTOR

Dear Colleagues and Friends, These postcards capture the acceleration of an extraordinary year of local climate action, leadership and accomplishments. Among the achievements: doubling the number of U.S. local governments in ICLEI, new mayoral voices, innovation in technical tools, dynamic partnerships, deepening reductions by local governments in greenhouse gas emissions, advancing sustainability through planning and practice, and engaging more partners, members, leaders and stakeholders to lead climate protection and sustainability across the country. Here at ICLEI we believe that Local Action Moves the World. Fortifi ed by the scientifi c community, media attention and climate champions, US local governments are taking the challenge of reducing their climate impacts head on – and reaping the benefi ts. 2007 was a journey of triumph realized by hard work, persistence and willingness to take risks. The road for 2008 holds signifi cant opportunity to push the envelope to demonstrate that local action and leadership offers the great promise to effectively fi ght climate change and advance sustainability for our communities and generations to come. On behalf of ICLEI, I extend my thanks to the ICLEI USA Board of Directors, ICLEI local government members, funders and our many partners and allies. We are deeply grateful for the leadership you exhibit and the work you do on behalf of ICLEI, local action and protecting the Planet. Please use these postcards to let others know that you are joining ICLEI in this journey of leadership and action. Our journey is an open invitation to all, so please join us!

WESTERN STATES Arizona • Colorado • New Mexico • Utah • Wyoming The Western States have been served by a Regional Capacity Center (RCC) in Fort. Collins, Colorado, since 2005. In addition to supporting ICLEI members in the region, which grew by 70% in 2007, the Western States RCC was also the hub for ICLEI’s Climate Resilient Communities pilot program, of which Fort Collins was a member. Membership growth in the region will no doubt continue in 2008 with the addition of ICLEI’s fi rst mayor to staff – Mark Ruzzin, recent Mayor of Boulder, Colorado – as Director of ICLEI’s Western States Regional Capacity Center, now hosted by the City of , Colorado in January. Thank you to the City of Fort. Collins, and now the City of Denver, for hosting ICLEI’s Western States Regional Capacity Center!

CLIMATE INNOVATION INVITATIONAL Celebrating Cutting-Edge Local Climate Action That local governments have been leading the global response to climate change is no secret. Yet the sheer innovative spirit with which they have tackled this challenge has long deserved more acclaim. To that end, ICLEI opened the inaugural Climate Innovation Invitational in 2007 to recognize these achievements and to help inform and inspire others to new heights. The winner of the fi rst annual Climate Innovation Invitational was the City of Ann Arbor, Michigan. Ann Arbor was honored for exceptional design and implementation of energy- effi cient white LED street lighting. Ann Arbor received a $1,000 prize and was invited to present their work at the Sundance Summit: A Mayors’ Gathering on Climate Protection. After a study by city offi cials found that about 25 percent of its energy budget was spent on traffi c signals and street lights, Ann Arbor instituted a groundbreaking program to switch the downtown street lights to LEDs, which use just a fraction of the electricity, and to expand the program across the city. The cost of the change will be paid back in energy cost savings within less than 5 years. The Climate Innovation Invitational will be back in 2008, with winners to be announced at the ICLEI Local Action Summit in Albuquerque in May. Visit www.iclei.org/usa or www.icleiactionsummit.org for submission guidelines for the 2008 Climate Innovation Invitational.

MIDWEST Illinois • Indiana • Iowa • Kansas • Michigan • Minnesota • Missouri • Nebraska • North Dakota • Ohio • South Dakota • Wisconsin The most exciting development for ICLEI’s Midwest Region in 2007 was the opening, in November, of our Midwest Regional Capacity Center (RCC) in Chicago, Illinois, which promises to support an already robust network in a region that is rapidly turning its attention to promoting clean energy and climate protection. Working in partnership with our host city, the Midwest RCC supported Chicago’s 2007 GreenWorks Awards program, started develop- ment of the Chicago Green Offi ce Challenge, and set the stage to support local government engagement in the Illinois Cool Cities Act and the Midwestern Governors Association’s Energy Security and Climate Stewardship Platform and Greenhouse Gas Accord. SUNDANCE SUMMIT: A MAYORS GATHERING ON CLIMATE PROTECTION Convening the Gatherings that Advance Leadership Hosted by Robert Redford, Salt Lake City Mayor Rocky Anderson, ICLEI, and The Sundance Preserve, the Sundance Summit combines the foremost tools and expertise with the infl uence of visionary local leaders to mitigate global warming, one of the greatest threats to the health and prosperity of communities today. Cities and citizens tangibly experience the impacts of global warming fi rst—rising sea levels, shrinking snow packs, ravishing droughts, fl oods, and hurricanes. U.S. mayors are the political leaders closest to the solutions of climate change and cities taking action are boosting their economies along the way. The Sundance Summit has inspired new local climate leaders and created a widely recognized voice—that of US mayors leading on climate change. For more information visit, www.sundancesummit.org

2007 NATIONAL WORKSHOP IN FAYETTEVILLE, ARKANSAS The Power Of The ICLEI Network More than 150 local governments from as far away as Homer, Alaska and Key West, Florida, came together in Fayetteville, Arkansas, in July for ICLEI’s annual technical workshop on climate and sustainability tools. The 2007 ICLEI annual meeting was hosted by the City of Fayetteville and its Mayor Dan Coody. In May of 2008 the annual ICLEI meeting will be hosted by the City of Albuquerque, New Mexico, and Mayor Martin Chavez. For more information, visit www.icleiactionsummit.org.

“Fayetteville’s partnership with ICLEI was key to our many successes in 2007. We gained considerable momentum in the community by hosting ICLEI’s National Workshop this summer and then followed up with the National Conversation on Climate Action in October. We continue to use the CACP software to help track emissions and are making use of the almost constant fl ow of information between member cities to choose best practices. And in 2008, we look forward to benefi ting from ICLEIs partnership with the Clinton Climate Initiative and subsequent expansion of the C40 program as well as the new Star Community Index.” — Mayor Dan Coody, Fayetteville, AR

ICLEI MEMBERS: LEAD, ACT AND EXCEL While public awareness of and concern about global warming skyrocketed and federal climate legislation remained in limbo in 2007, local government leaders continued to step up to the plate to identify and implement solutions. In fact, ICLEI USA membership doubled in 2007, with signifi cant growth in the Pacifi c Northwest, Mid-Atlantic and Western regions. We started the year with 142 members and closed out with about 350 and more knocking on our door every day. And there is strength in numbers. As more local governments join the ICLEI ranks, the network grows more robust and diverse. Becoming an ICLEI member is more than signing a piece of paper or paying annual dues – it’s about joining a committed network of colleagues from across the country and around the world holding each other accountable on climate protection. It is sharing successes, overcoming challenges and creating vibrant, sustainable communities together. ICLEI’s goal over the next three years is to build a network of 1,000 actively engaged local government members. We’re well on our way and looking forward to all that we will accomplish together. For more information on how to become and ICLEI member or the benefi ts of joining, please call 510.844.0699, visit www.iclei.org/usa or email: [email protected].

“ICLEI has been a great partner in bringing more Alaska mayors to the table to cut climate emissions. ICLEI has helped Anchorage move forward on several projects that are cutting emissions and saving taxpayers money. This will make our operations and our economy more effi cient.” — Mayor Mark Begich, Anchorage, AK

ICLEI STAFF GROWTH Powering the Organization ICLEI is a nonprofi t organization dedicated to supporting local governments in advancing sustainability and climate protection through measurable actions and leadership. ICLEI invests 80% of its revenue on providing direct technical support, program and tools development and policy guidance for its members. As local climate and sustainability action accelerates, so does the demand for ICLEI’s help. Our staff growth represents our response. We are committed to retaining quality and effi cient service to our members and local governments across the country.

“ICLEI’s fi ve-milestone process makes sense and yields results. That’s what sold the Walnut Creek City Council on ICLEI. ICLEI staff is knowledgeable, accessible and invaluable in organizing our coordinated local effort. ICLEI provides training and technical assistance to city staff, identifi es best practices and meets with regional air quality, utility, solid waste and transportation agencies to generate baseline emissions inventories that are both useful and defendable. Thank you ICLEI! — Mayor Susan Rainey, Walnut Creek, CA

ICLEI coached us through the process of measuring our emissions and this has helped us put sustainability into action. Our crowning achievement this year is that city operations will have emissions below 1990 levels. Now that we have proven we can do it we can go out to our community with confi dence to ask them to do the same.” — Mayor Mark Foutch, Olympia, WA
