Spring Street, Room 455 Los Angeles, CA 90012 Dear Chairman Cardenas: During today's meeting of the Committee on Commerce, Energy and Natural Resources, the agenda includes a discussion of the recommendations contained in the Rand Corporation's report from February 3, 2005 entitled "Near-Term Options for Improving Security at LAX .. " Like you, members of the Air Transport Association (ATA) 1 are united in our support of creating a safer and more secure LAX that maintains a high degree of customer service. We believe these objectives are not mutually exclusive, but are characteristics that should reflect LAX's standing as the world's number one origin and destination airport. We renew our pledge to work with you, your Committee, Rand and LAWA toward the development of cost-justified initiatives which are based on identified risks . When the Rand report was released last year, ATA made public statements expressing the industry's reservations with several of the report's recommendations. We continue to be concerned with the report's focus on staffing requirements as a means of achieving greater security at LAX when in fact there are certain facility and TSA policy constraints that require greater attention in pursuit of the overall goal. And, we encourage your Committee to withhold taking any further action related to the first Rand report until this process is completed.     Nevada-California, USA November 2014 While the end of 2014 was approaching, I still had about ten vacation days left. Therefore I decided to spent these on a spotting trip. I teamed up with fellow reader EC and we agreed that the south-western part of the United States would be a great place to visit. The chances of finding nice airplanes and good weather in this part of the world are rather high, even at the end of November. We decided to spend three days in Las Vegas and then drive to southern California, where we would spend almost a full week. The primary focus would be on photographing airliners and fire fighting aircraft, but some number crunching was done as well (although most logs below are not complete). Please note that all mm’s mentioned apply to a 1.5 crop factor camera and all aircraft are only noted once per airport. On the morning of Wednesday 19 November Eddy and I met at Schiphol at approximately 8 AM. There we learned that our flight to Houston was delayed for several hours. The flight to Chicago was uneventful in my opinion. However some other passengers complained about the cabin temperature and as a result all passengers received an 100 USD online voucher, to be spent on United Airlines flights with in the next year.

NWAC and DAL filed for Chapter 11 protection yesterday, becoming the 20 and 21st airlines to do so since 2000. Now with 47% of industry capacity in bankruptcy, the playing field looks set to become even more lopsided pressuring non-bankrupt legacies to lower costs further and low cost carriers to reassess their shrinking CASM advantage. *** CAPACITY PULLBACK. Over the past 20 years, bankrupt carriers decreased capacity by 5-10% on avg in the year following their filing. If we assume DAL and NWAC shrink by 7.5% (the midpoint) in '06, our domestic industry ASM forecast goes from +2% y/y to flat, which could potentially be favorable for airline pricing (yields). *** NWAC AND DAL INTIMATE CAPACITY RESTRAINT. After their filing yesterday, NWAC's CEO indicated 4Q:05 capacity could decline 5-6% y/y, while Delta announced plans to accelerate its fleet simplification plan, removing four aircraft types by the end of 2006. *** BIGGEST BENEFICIARIES LIKELY TO BE LOW COST CARRIERS. NWAC and DAL account for roughly 26% of domestic capacity, which, if trimmed by 7.5% equates to a 2% pt reduction in industry capacity. We believe LCC-heavy routes are likely to see a disproportionate benefit from potential reductions at DAL and NWAC, with AAI, AWA, and JBLU in particular having an easier path for growth.

Highlights July 1, 1962 The Hawaii Visitors Information Program was established to welcome passengers at Honolulu International Airport and Honolulu Harbor, to encourage travel to the Neighbor Islands, and to provide information and other help to airport and harbor visitors. As of June 30, 1963, the staff of the HVIP consisted of 33 full-time and nine part-time employees. July 10, 1962 The widening of Taxiway X and restoration of P Road with a crossing over a new drainage ditch was com- pleted at a cost of $113,463.82. July 22, 1962 The Empress of Lima, a four-engine Britannia jet turboprop, crashed at 11:19 p.m. and burned while making an approach to Runway 8 on the Hickam Field portion of the airport. Twenty-seven persons were killed and 13 survived. It was the worst civil air carrier accident in the Islands’ history. The Air Force Fire Department acted promptly to minimize loss of life. Personnel of the Airport, Navy and City and County assisted in fighting the fire, maintaining order, and pro- viding ambulances and other services. The crash dramatically showed the need for continued cooperation between the Air Force and the airport. Several meetings were held after the crash and a number of suggestions developed for further improvement of the pattern for teamwork.

INTRODUCTION – SUPPLEMENTAL AND OTHER COMPENSATIONS 1.1 The apocalyptic terrorist attack by the means of four hi-jacked planes committed against the World Trade Center in New York, NY , the Pentagon in Arlington, VA and the aborted flight ending in a crash in the rural area in Shankville, PA ON September 11th, 2001 is the only real time example that triggered this proposed Convention on Compensation for Damage to Third Parties from Acts of Unlawful Interference Involving Aircraft. 1.2 It is therefore important to look towards the post incident resolution of this tragedy in order to adequately and pro actively complete ONE new General Risk Convention (including compensation for ALL catastrophic damages) for the twenty first century. 2. DISCUSSION 2.1 Immediately after September 11th, 2001 – the Government and Congress met with all affected and interested parties resulting in the “Air Transportation Safety and System Stabilization Act” (Public Law 107-42-Sept. 22,2001). 2.2 This Law provided the basis for Rules and Regulations for: a) Airline Stabilization; b) Aviation Insurance; c) Tax Provisions; d) Victims Compensation; and e) Air Transportation Safety.
