I. Opening of the Meeting EATON BOARD OF EDUCATION REGULAR MEETING Hollingsworth East Elementary School Cafeteria March 13, 2017 6:00 p.m. I. Opening of the Meeting A. Call to Order – President Noble called the meeting to order. B. Roll Call – President Noble called the roll. R. Cooper Present L. Noble Present T. Parks Present B. Pool Present K. Shepherd Present C. Pledge of Allegiance – President Noble led the Pledge of Allegiance. D. Recognition of Visitor 1. Jaqueline VanZant – Mrs. VanZant addressed the Board about her frustration with the High School not acknowledging the Competition Cheer Team participating at the State Competition this past weekend. She was also concerned about the lack of school spirit. 2. Davena Wilson – Mrs. Wilson was upset that none of the Cheer Competition events were on the High School’s Twitter account. Mrs. Wilson also expressed her frustration of the lack of coverage of the Cheer Competition. 3. Shelly Werts – Ms. Werts was concerned about bussing for her son when he starts 6th grade next year. 4. Chris Hartley – Mr. Hartley said he feels his kids should get bus transportation to and from school. Mr. Hartley said our focus should be education and getting kids to school safely, not sports. E. Executive Session To consider the employment of a public employee or official. Dr. Curry, Rachel Tait, Scott Couch, and Jeffrey Wassom were invited to participate in executive session. Treasurer’s Business – Rachel Tait ADOPTION OF CONSENT AGENDA ITEM - FINANCIAL Action by the Board of Education in “Adoption of Consent Agenda Item” at this point of the agenda means that item A is adopted by one single motion unless a member of the Board, the Superintendent, or the Treasurer requests that any such item be removed from the “Consent Agenda Items” and voted on separately. A. The Treasurer recommends approval of the following: 1. Approve minutes of the February 13, 2017 Regular Board Meeting. 2. Submission of Warrants. 3. Submission of Financial Report. 4. Submission of Investment Report. 5. Approve FY17 Supplemental Appropriations by Fund. 6. Accept the amounts and rates as determined by the Budget Commission and authorizing the necessary tax levies and certifying them to the County Auditor. Reports A. Miami Valley Career Technology Center Report – Mr. Parks said the MVCTC Board of Education recently received an award. B. Superintendent’s Report – Dr. Curry shared that there are 110 students enrolled for Kindergarten already for 2017-2018. D. Other Reports – Matt Robbins, Director of Operations, gave an update on transportation and possible changes to the walk zones. Mr. Shepherd said he has a concern about kids crossing St. Rt. 127 at the Sunoco Station. Mr. Pool inquired whether anyone has petitioned the city to install a flashing sign for a crossing zone. E. Legislative Report – The Biennium Budget will be a major focus. IV. Old Business – None. V. New Business ADOPTION OF CONSENT AGENDA ITEMS - PERSONNEL Action by the Board of Education in “Adoption of Consent Agenda Items” at this point of the agenda means that items A through J are adopted by one single motion unless a member of the Board, the Superintendent, or the Treasurer requests that any such item be removed from the “Consent Agenda Items” and voted on separately. A. Resignation The Administration recommends approval of the following resignation. 1. Emily Amburgey, Middle School Assistant Track Coach, effective March 2, 2017. B. Resolution to Implement a Necessary Reduction in Administrative Force The Administration recommends approval of a resolution to implement a necessary reduction in administrative force due to consolidation of administrative functions. WHEREAS, the Superintendent recommends a reduction in force due to consolidation of administrative functions; and WHEREAS, Ohio Revised Code 3319.171 authorizes the Board of Education to reduce its force, and permits the Board to adopt an administrative personnel suspension policy governing the suspension of administrative contracts; and Eaton Board of Education Regular Meeting March 13, 2017 P a g e | 4 WHEREAS, in accordance with Ohio Revised Code 3319.171, the Board adopted an administrative personnel suspension policy, specifically Board Policy 1540 entitled “Suspension of Administrative Contracts” (“hereinafter “Board Policy”); and WHEREAS, in accordance with Board Policy, the Board has determined that a reduction in force of administrative staff is necessary as a result of consolidation of administrative functions; and WHEREAS, the Superintendent has recommended the elimination of the position of Technology Integration Specialist based on the best interest of the District; and WHEREAS, the administrator impacted by the proposed reduction in force has been notified of the intended suspension at least 15 days prior to the Board’s action under this Resolution; and WHERAS, the Board has complied with all applicable requirements of Board Policy and Ohio Revised Code 3319.171. NOW, THEREFORE, BE IT RESOLVED by the Eaton Community Schools Board of Education hereby finds that a reduction in force is necessary due to consolidation of administrative functions. BE IT FURTHER RESOLVED, the Board hereby approves the elimination of the Technology Integration Specialist position, the duties of which shall be consolidated within another administrative role. BE IT FURTHER RESOLVED, based on the reduction in force, a contract will be suspended. The Board, upon the recommendation of the Superintendent, hereby suspends the administrative contract of the following administrative staff, which shall be effective June 30, 2017: 1. Rodger Clark, Technology Integration Specialist BE IT FURTHER RESOLVED, the Superintendent is directed to provide written notification of this action to the affected employee and to take such other actions as are necessary or appropriate to implement the reduction in force which the Board has determined to be necessary. BE IT FURTHER RESOLVED, that it is found and determined that all formal actions of this Board concerning and relating to the adoption of this Resolution were adopted in an open meeting of this Board, and that all deliberations of this Board and of any of its committees that resulted in these formal actions were in meetings open to the public and in compliance with the law. Employment – Certificated Administrators and Directors The Administration recommends the following administrators for limited contracts. Salary, benefits, and duties per Board Policy, Administrative Rules and Regulations, and all applicable state and local requirements. 1. Ross Dearth, High School Assistant Principal, July 1, 2017 – June 30, 2019 2. Melissa Imhoff, Director of Curriculum and Instruction, July 1, 2017 – June 30, 2019 D. Employment – Certificated Administrators and Manager The Administration recommends the following administrators and manager for limited contracts. Salary, benefits and duties per Board Policy, Administrative Rules and Regulations and all applicable state and local requirements. 1. Pam Friesel, East Elementary Principal, July 1, 2018 – June 30, 2020 2. Pam Lohnes, Cafeteria Manager, July 1, 2018 – June 30, 2020 E. Employment- Certificated Staff The Administration recommends the employment of Jeffrey Wassom on a one year limited contract for the 2017-2018 school year (July 1, 2017 – June 30, 2018). Salaries, benefits and duties per Board Policy, Negotiated Agreement and Administrative Rules and Regulations. F. Employment – Certificated Staff – Substitute Teachers/Tutors as Certified by the Preble County Educational Service Center The Administration recommends approval of the substitute teachers/home instruction tutors for the 2016-2017 school year, as certified by the Preble County Educational Service Center. 1. Kindra Mullins 2. Letta South G. Employment – Non-Certificated Staff – Substitute Employee The Administration recommends approval of the following substitute for the 2016- 2017 school year. Employment contingent upon certification (if necessary), criminal background check, and all applicable state and local requirements. Salary and duties per board Policy and Administrative Rules and Regulations with no fringe benefits. 1.     2020 LABETTE COMMUNITY COLLEGE COMMENCEMENT MAY 22, 2020 NINETY-FIFTH COMMENCEMENT The Commencement Ceremony tonight marks the 95th Commencement of Labette Community College. Labette Community College was founded as Parsons Junior College in 1923 on the top floor of the old high school – now Parsons Middle School – on West Main. The College relocated to its present campus in the former East Middle School at 14th and Broadway in 1963 and became Labette Community Junior College in 1966. In 1978 the College was renamed Labette Community College. The College has awarded more than 9,000 Associate Degrees. Thousands more traditional and nontraditional students have received special training to improve job skills and personal interests.
