Kay Bailey Hutchison Convention Center Dallas Area- Wide Master Plan Dallas, Texas

Hunden Strategic Partners worked as a subconsultant on the team lead by WSP USA contracted to complete the facilitation and development of the Kay Bailey Hutchison Convention Center Dallas (KBHCCD) Master Plan. The implementation of the master plan is projected to be a 10-year phased approach with the end-goal to provide recommended expansion/modification for the facility. The Master Plan was focused on finding solutions for revenue-generating development that provides continuity between the KBHCCD, other City- owned properties, private development(s), and transportation initiatives.

Hunden conducted a convention center market analysis for the KBHCCD facility, including review of current offerings, historical performance, and business model review. The scope also included an economic, demographic, and tourism analysis, a comprehensive convention center competitive set analysis, support amenity analysis, and a headquarter hotel and hospitality package analysis. Hunden then worked with the planning team to create a convention center needs and program for the expansion/modification of KBHCCD.

Once the program was established, Hunden created demand and financial projections to determine how the market would absorb the recommended expanded facility. From there, Hunden completed economic, fiscal, and employment impact models to determine the direct, indirect, and induced impacts generated by projected visitors to the expanded KBHCCD. Hunden and strategic partner Kirk Slaughter provided business planning support and recommendations related to the overall governance and funding structures for the master plan. Hunden’s work contributed to the overall creation of the final master plan presented to the City of Dallas.

Arena Market, Financial Feasibility & Economic Impact Analysis Augusta,

S.P.A.C.E. Venues, Hunden Strategic Partners, and Perkins and Will were engaged by the Coliseum Authority to perform a market demand and financial feasibility study of a new $228 million arena in Augusta, Georgia. The study included an analysis of the existing James Brown Arena’s historical performance and how that affected the market opportunity for additional concert and entertainment venue space in Augusta. HSP studied the market opportunity for consumer shows and indoor sports events in addition to entertainment and concert events. The proposed arena site is located adjacent to the current arena and served as the parking lot for the James Brown Arena. The arena development site is also located approximately a half-mile away from the Augusta Convention Center and other downtown amenities.

HSP examined many factors in the relevant regional market area to determine how the new arena would drive tourism, spending, and complement other businesses in the area. The regional market had an established and diverse competitive set. While top-tier tours were not stopping in Augusta at the old arena, the study revealed that the new arena could increase the appeal to these tours and enhance the areas opportunity to host these major tours. HSP also assessed comparable facilities and case studies around the US that were mostly new or recently renovated, were within similar markets, and were between 10-15,000 seats.

HSP and the rest of the consultant team provided the Coliseum Authority with recommendations for the new arena development, including a size expansion, a connected multipurpose event complex, a new outdoor public space, and enhanced suites, club areas, and unique experiences for the visitors. HSP provided multiple recommendation scenarios and projections. As of spring 2021, the client is moving forward with the project.

Multiple Studies & Solicitations Processes; Ongoing Advisory Services Fort Worth, Texas

For nearly 20 years, Hunden has worked with the City of Fort Worth to complete multiple market, financial feasibility, and economic impact analyses for convention, entertainment, hotel, arena, and event center developments and expansions. In addition, Hunden has conducted numerous solicitations for third-party services, including the successful Omni hotel. Through the years, HSP has established a long and trusted working relationship with the City and CVB and has remained one of the City’s closest advisors. HSP’s expertise has led the City to make informed development and governance decisions. HSP also regularly updates the City’s HOT projections and has done so since 2015. Previous studies include:

§ From 2001 – 2004, Hunden co-managed a hotel strategy for downtown Fort Worth, specifically related to the prior expansion of the convention center. § Hunden conducted the developer solicitation and selection process for the now thriving 600+ room full-service convention Omni Hotel. Food & Beverage Vendor Solicitation & Selection Process Fort Worth, Texas

Hunden Strategic Partners was retained by the City of Fort Worth to manage the vendor solicitation and selection process for an exclusive food and beverage operator at the Will Rogers Memorial Center (WRMC) in Fort Worth, Texas. The City was seeking a qualified vendor or team for the exclusive food and beverage operations (including concessions, catering, cafes, etc.) at the complex.

The purpose of the process was to boost the number of quality bidders and to attract a vendor that would synergize with the reputation, brand, and experience of the WRMC experience and venue, thereby maximizing the quality, revenues and repeat business built on an improved reputation.

Indiana Convention Center Expansion Studies Indianapolis, Indiana

Mr. Hunden has worked on multiple convention center expansions for the City of Indianapolis, as well as several convention hotel and arena projects. These span the years 1996 – 2010.

In the 1990s, Hunden worked on the financing as well as competitive positioning of the Indiana Convention Center as well as the development of the 615-room Marriott hotel. He also worked on pre-development planning for future expansions as well as additional hotel proposals.

In 2006, Mr. Hunden worked with the City of Indianapolis to develop a design solicitation for the most recent convention center expansion, which took the physical space of the RCA Dome after it was dismantled and replaced by Lucas Oil Stadium. The old dome space allowed the convention center to double in size. Hunden Strategic Partners worked with the ISCBA (Indiana Stadium and Convention Building Authority) to develop and manage the process. In addition, HSP provided the ISCBA with its commentary on the overall budget and programming in the early stages of the process.

The project opened in early 2011 and has helped Indianapolis grow its convention business significantly.

Stadium & Convention Center Feasibility & Impact Study San Diego, California

HSP worked with Conventional Wisdom Corporation to perform a multi-pronged public sector financial risk analysis study related to the proposed San Diego Convention Center and Stadium Project initiated by the San Diego Chargers NFL franchise. HSP looked at the likely market that the Project would penetrate for sports, concerts, meetings, conferences and conventions, the experience of other similar facilities and cities, and the ultimate impact that the Project would have on the City of San Diego.

HSP’s analysis showed that the proposed Project would have a major positive impact on the City of San Diego’s hotel receipts and the overall local economy, due to the new, retained and expanded events that the proposed facility would accommodate compared to the status quo.

The key findings of the study revealed that the Project would generate more than 200,000 San Diego hotel room nights annually, would lead to major ADR increases, would lead to hundreds of new events and thousands of attendees. The fiscal impact, like with many major league stadium deals, would not necessarily generate the net new fiscal revenues to overcome the size of the public sector investment. However, the alternative of this project was the loss of the team and the proposed event and convention facility, which is ultimately what occurred after the public vote to fund the project failed to achieve the two-thirds majority required.

T-Mobile Center Arena Public Sector Risk & Impact Analysis Kansas City, Missouri

Mr. Hunden completed two studies related to the Sprint Center (now T-Mobile Center) arena located in downtown Kansas City, Missouri. Hunden has completed a number of studies in downtown Kansas City related to sports, convention and entertainment district facilities, as well as hotels.

The first assignment was for the Kansas City Civic Council as it reviewed the proposed development agreement between the City and AEG, the developer and manager of the facility. Hunden was requested to review the deal points for the project and make suggestions for improving the public’s long-term position and protect them from risk.

The second study was a study of the market, financial and economic impact of the arena on Kansas City since it opened. Along with the Power & Light District and convention center expansion, the Sprint Center had a major positive impact on downtown as well as the city as a whole. The number of events and attendees to downtown activities increased markedly since the project opened. There was also an impact in the form of new residents, businesses and other hotels, attractions and activities. The facility is one of few of its kind that generates an operating profit.

Major League Soccer (MLS) Stadium Impact Analysis Charlotte, North Carolina

Hunden Strategic Partners (HSP) worked with the City of Charlotte to provide a high-level economic impact assessment of the proposed major league soccer (MLS) venue, MLS franchise, and associated facility amenities redevelopment in Charlotte. A private development group was proposing this new development and asking for significant taxpayer investment from the City of Charlotte ($100-$215 million). The project included: § Major renovations to the Bank of America Stadium, § Franchise fees, § New Headquarters at the old Eastland Mall property, and § Additional amenities.

HSP completed the first phase of work for the City, which included a high-level economic and employment analysis of the proposed project elements. HSP and the City will now move into the second phase of study, which will include a full market analysis and financial feasibility assessment of the project details, MLS stadium industry trends and comparable development profiles, and refined revenue and impact projections.

Downtown Mega Mixed-Use Redevelopment Analysis Richmond, Virginia

HSP worked in tandem with the City of Richmond and Davenport and Company to study a comprehensive $1.4 billion downtown redevelopment district. The proposed development includes the following elements: § New convention center headquarter hotel, § Blues Armory renovation, to be repurposed as a music venue, and restoring its historic role as a food market, § New arena with approximately 17,500 seats, and § Active streets, including raising Leigh Street to grade level, which will enhance new, privately developed uses including: residential, retail, research, office, and hospitality.

HSP conducted an independent analysis of how each component of the development would perform in the Richmond market and provided demand projections and financial models to ensure a thorough feasibility assessment. HSP also conducted an economic, fiscal and employment impact analysis to determine the projected impact that the potential development and TIF district would have on the community.

The Project would open up the downtown corridor north of Broad Street that is currently cut off from neighborhoods, such as the Jackson Ward, increasing foot traffic and recreational time spent in the area. The Project would set Richmond apart from other cities in the region by increasing the city’s capability to host national scale events at the GRCC and in the new arena. Due to political setbacks, the project never moved forward.

Columbia Convention Center Expansion, Headquarter Hotel & Mixed-Use District Study Columbia, South Carolina

Experience Columbia, in conjunction with the City of Columbia, engaged Hunden Strategic Partners to conduct a market, financial feasibility, and economic impact analysis of an expansion of the Columbia Convention Center, accompanied by a surrounding mixed-use district. The proposed convention center district development includes: § Columbia Convention Center expansion: approximately 100,000 square-foot expansion, including 75,000 square feet of new exhibition space; § Hyatt Regency: 300-key full-service convention center hotel, to include 25,000 square feet of additional meeting space; § Tapestry by Hilton: 150-key boutique hotel, an 8-story building to include restaurant and retail components and a rooftop amenity deck with event space; § Additional restaurant, retail, office and residential components on the remaining acreage; and

As part of the project, HSP conducted the following analyses: economic, demographic and tourism analysis; meetings market analysis; meeting planner interviews; hotel market analysis; convention hotel market analysis; mixed-use (retail, office, residential) analysis; demand and financial analysis; and economic, fiscal and employment impact analysis.

HSP worked on multiple studies with Dane County to determine the best path forward for future economic activity and overall development of the Alliant Energy Center campus and surrounding area.

Initially in 2016, HSP provided an analysis of Dane County regarding meetings, events, entertainment and sports markets to understand the current economic climate. HSP examined opportunities to expand AEC’s impact via new facility developments or enhancements to provide a complete package of walkable amenities to the already robust campus of event facilities onsite.

The AEC is comprised of multiple buildings that span 164 acres. The campus features: Veterans Memorial Coliseum, Exhibition Hall, Willow Island, the New Holland Pavilions, and the Arena Building. HSP made recommendations and impact projections for a variety of scenarios. Recommendations covered infrastructure investments, ROI, impact, highest and best uses, new business opportunities and others.

In April 2018, HSP joined a team led by Perkins+Will to complete the comprehensive campus master plan. HSP served on the team as the tourism/entertainment strategic advisor. The plan outlined steps for improvements to the Alliant Energy Center campus to draw supporting private development. Approximately $90 million in public investment will trigger more than $205 million in private investment on the campus for the first phases alone, creating 1,400 new jobs and generating nearly $3 million in annual local property, sales and lodging taxes. In 2019, Dane County will be starting initial design work and preparing a public-private funding strategy with the goal of breaking ground in the next two to three years.

MetraPark Expo Center Expansion Study Billings, Montana

Hunden Strategic Partners worked with officials at MetraPark to provide advisory services related to the potential expansion of the MetraPark Exp Center in Billings. The 189-acre MetraPark campus is comprised of the following facilities: § First Interstate Arena - 12,000-seat arena, § Montana Pavilion - multi-purpose 28,800-square foot exhibit building, § Expo Center - largest multi-purpose exhibit building at MetraPark, 77,400 square feet, § Collection of smaller facilities - including horse barns, park, large pond, and paved parking, § 4-H Building Renovation –historic building located on the MetraPark fairgrounds

Hunden provided the client with a final deliverable that included a situational analysis of current offerings and a high-level perspective on the need to do a deep-dive study on the market and financial feasibility of the campus expansion.

Convention Center & Hotel Feasibility Study Springfield, Missouri

Springfield Convention and Visitors Bureau, in collaboration with the City of Springfield, Missouri, engaged Hunden Strategic Partners (HSP) to update its 2011 study and complete a new analysis for the development and expansion of convention and attached hotel facilities for the city.

The purpose of the study was to help the community understand if it investment to expand its current exposition center into a full-fledged convention center was viable. In addition. HSP considered the existing site and others for such a development. The need for a compelling hotel package was also considered and analyzed fully.

The report included a recommendation to add a ballroom, meeting rooms and a catering kitchen to the facility, making it a true convention center. In addition, HSP recommended a 200+room branded hotel adjacent. HSP also recommended the current management agreement and funding be restructured to improve the amount of activity at the facility.

Major Mixed-Use & Arena Development Market, Financial Feasibility & Impact Study Overland Park, Kansas

HSP worked with the City of Overland Park on market, feasibility, economic impact, retail sales, and sales tax studies for the proposed Bluhawk master development. The project is set for development on 100 acres of land located between 159th Street, 167th Street, US Highway 69 and Antioch Road. One of the main anchor components of the project is the multi-sport complex. An approximately 300,000 square-foot multi-sport indoor athletic complex for regional sports tournaments and local sports leagues, practices and community wellness, the Multi-Sport Complex will be designed and operated to attract and host sporting events and tournaments for multiple sports, including local, regional and national hockey, basketball, volleyball, soccer, and futsal tournaments, practices, and clinics. The Multi-Sport Complex will also include supporting amenities that will serve both participants and spectators, including without limitation, food services, team meeting and party rooms, and viewing mezzanines overlooking the fields and courts.

The sports park will be one piece within the mega mixed-use development that is also set to include a 3,500- seat arena/civic and community center to host sporting events and concerts, retail, restaurant and entertainment space, a neighborhood shopping center, three new hotel developments, class A office space, and residential multifamily developments. The project is seeking use of various public tax investments, including Sales Tax Revenue (STAR) bond financing, Community Improvement District (CID) financing, and Transportation Development District (TDD) financing. HSP’s analysis will include projections related to the use of these public investment tools.

Covington Central Riverfront Redevelopment Kentucky TIF Incentive Program Impact Study Covington, Kentucky

Hunden Strategic Partners evaluated the City of Covington’s application for the Cabinet of Economic Development TIF incentive program to redevelop an area along the Covington Central Riverfront district into a mixed-use development. The City of Covington proposed to redevelop a 31.6-acre area along the southern bank of the Ohio River through the Covington Central Riverfront Project. The estimated total cost of the Project was approximately $314.3 million, including nearly $81 million in public infrastructure improvements. Specific components of the Project include: § Expansion of the Northern Kentucky Convention Center, adding 111,000 square feet, § Development of multiple parking structures totaling 1,370 spaces, § Development of 348 apartment units, § Development of 200,000 square feet of office space and 87,800 square feet of retail, § Development of a 177 new hotel rooms, § Various public infrastructure improvements, including a new City Hall, roads, street lighting, utilities, public spaces and parks, sidewalks, transportation facilities, etc.

Hunden prepared a report that included estimated approved public infrastructure costs, projected financial feasibility, and economic impact.

Chicago Navy Pier Restaurant, Retail & Hotel Expansion; Developer & Operator Solicitation Process Chicago, Illinois

HSP conducted numerous studies and processes for Navy Pier, Inc. related to its renovation and expansion, including deal development and developer/operator selection for a major new Curio hotel onsite. HSP analyzed the expansion plan, conducted public sector risk analysis, and projected the future results of all revenue streams, which include: § Tour Boats § Restaurants, Retail, Kiosks and Carts, Attractions & Pier Park Rides § Advertising & Sponsorships § Festival Convention Hall Events, Ballroom Food & Beverage § Special Events & Entertainment; Nightlife District § New Boutique Hotel

In addition to the market feasibility and financial projections, HSP projected the new tax impacts of the project on city, county and state. HSP also conducted the hotel developer and operator selection process. This process included creation of the hotel developer RFQ/P documents and management and promotion of the solicitation process. HSP also conducted interviews with the shortlisted firms, conducted evaluations and rankings, and negotiations with the top-ranked firm. The resulting project was financed, built, and opened as the Sable Hotel at Navy Pier in late 2020. The food and beverage operations of both the hotel and Navy Pier are massive and critical to the success of the projects. The rooftop deck associated with the hotel is among the largest in the world.

Nassau Coliseum Renovation & Mixed-Use District Market, Financial Feasibility & Economic Impact Study Long Island, New York

Mr. Hunden worked for the Office of Legislative Budget Review to conduct due diligence on all potential land uses surrounding the Nassau Coliseum as part of a major redevelopment district. Hunden reviewed proposals received from multiple developers for the redevelopment of 77 suburban Long Island acres surrounding the Nassau Coliseum – then home of the New York Islanders NHL team. The aging facility was in dire need of repair and redevelopment was necessary to remain competitive and financially viable. The County determined that a long-term lease of (and development on) the land and Coliseum would be made available through a competitive developer process. The OLBR was most concerned about the long-term fiscal impact of the proposals on the County.

Mr. Hunden analyzed all real estate uses, reviewed the proposals, interviewed developers, and worked with multiple consulting and public organizations throughout the process to provide two separate review and recommendation reports. The final report included a complex analysis of all developer submittals and the impacts to the County over a 99-year period. The report recommended developer choices for the County as well as provided specific recommendations for the development plans and related agreements. Ultimately, the OLBR used the analysis to choose the Wang-Reckson team, which had planned to renovate the Coliseum and redevelop the surrounding area with a hotel, conference center, sports medicine facility, offices, condos, and a baseball stadium. On November 5th, 2015, Nassau County held a groundbreaking ceremony celebrating plans to renovate the new Nassau Veterans Memorial Coliseum.

Chester Waterfront Master Plan – Mixed-Use District & Soccer Stadium Study Chester, Pennsylvania

Hunden Strategic Partners (HSP) worked with planning and design professionals at NBBJ to prepare a master plan for a section of the Delaware River Chester waterfront. The goal of the plan is to build upon the existing assets, which include: § The 18,500-seat Talen Energy stadium, § The Delaware River, § The Commodore Barry Bridge and Barry Bridge Park, § The 1.5 mile Chester Riverwalk, part of the East Coast Greenway, and § The 400,00-square foot Wharf office building

The Riverfront Alliance is looking to make the area more than just a place to go to work or to see a soccer game. The specific target area extends from Highland Avenue to the Delaware River, from Norris Street to Route 291. In addition, major corridors, such as Flower and Engle Street, providing direct connections to the waterfront were considered as part of the planning area. The master plan addressed in-depth market conditions and reuse options, land use, parking demand and analysis, transportation and trail alignment and connections, environmental and maritime issues, landscape architecture and enhancement of public spaces.

USL Stadium & Mixed-Use Riverfront Redevelopment Pawtucket, Rhode Island

HSP performed a market and financial feasibility study, as well as an economic, fiscal, and employment impact analysis related to TIF recapture, in connection with elements of a proposed mixed-use redevelopment plan along the riverfront in Pawtucket.

The Client was interested in emphasizing and supplementing the growing interest in soccer in the Pawtucket and Rhode Island Region. The project was proposed to have a new state-of-the-art, 11,000-seat USL stadium as an anchor and home to the newest USL franchise. The stadium, in tandem with the other mix of elements in the proposed project, was proposed to draw residents and visitors alike to downtown Pawtucket and establish the area as a world-class tourism destination.

Other elements in the mixed-use riverfront development included an indoor flexible event space, 120-200 room hotel, retail, office, residential, and parking spaces.

HSP analyzed United Soccer League and USL stadium industry trends, the USL stadium market potential in Pawtucket and comparable market and stadium performance, as well as local and regional sports facility supply and demand and tournament opportunity. The extensive market research on all of the proposed uses led to implications for the client’s site plans and recommendations for any program changes.

Finally, HSP conducted demand and financial projections and economic, fiscal, and employment impact projections for the recommended mix of uses.

Mixed-Use Development Proposal Review Study, Including USL Stadium, Convention Center & Arena Suffolk County, New York

HSP worked with BJH Advisors to perform a real estate market demand analysis and feasibility study as part of the Ronkonkoma Vision Project for a new mixed-use development near the Ronkonkoma Station on the Long Island Railroad. The study included market validation for the appropriate amount and mix of uses to be sure that the development, as currently proposed by the developer, was feasible in the marketplace, realistic, and still contained the compelling mix of uses, nodes and anchors that would sustain the area for the next generation.

The study contained estimates of supply and demand for the following uses: USL stadium, arena, convention and meeting/tourism facilities, youth sports complex, convention hotel, office, medical, restaurant, multifamily, and retail. HSP’s work provided historic and projected demand in all of these categories, and an analysis of the estimated demand and financials of the recommended mix of uses.

As noted above, the study included an assessment of the potential for a new USL stadium as part of the mixed- use development. The current estimate for size range of this asset is 5,000 – 7,000 seats. HSP’s research revealed that the lack of professional sports tenants in the Long Island area presents an opportunity to attract multiple minor league sports tenants to the development. A mid-sized stadium should be designed with the ability to accommodate a tenant to generate consistent event days.

At the conclusion of the study, Suffolk County had a comprehensive understanding of the highest and best uses for the site, the future market potential and the feasibility for all of the viable potential uses proposed by the developer.

Chicago Mixed-Use District Economic Impact Analysis Chicago, Illinois

Hunden Strategic Partners (HSP) was engaged by a private developer to provide an economic impact analysis of a proposed 62-acre mixed-use development on the south side of Chicago. During the analysis, HSP provided full market analytics with independent analyses of how each component of the project would perform in the Chicago market.

The Project plans include: § Riverfront and Public Green Space, § Commercial/Office, § Residential, § Retail, and § Restaurants.

HSP examined each market and provided a comprehensive economic, fiscal and employment analysis with full projections and financial modeling including the identification of incentives and applicable tax credits. The Project is currently proceeding towards development.
