One question was asked whether the Community Council were going to challenge the change of design of the business park. Agenda item 139-20 1. OPENING Cllr. RECORDING OR PERMIT TO RECORD THE MEETINGS ON ZOOM There was one proposition to record ZOOM meetings which failed an amendment was put forward to record the meeting only for the purpose of minute accuracy , f ollowing this the recording should be deleted. 142-20 4. CONFIRMATION OF MINUTES OF THE MEETING (previously circulated) Following review of the minutes. RESOLVED That the minutes of the meeting held on 2nd September 2020 were a true record of what transpired. 144-20 6. INFORMATION FROM THE MINUTES There was nothing to report 145-20 7. CORRESPONDENCE The clerk reported that he had received one grant application to date. Application deadline had been extended to 14th Oct. One Voice Wales Training available via ZOOM. (circulated) 146 -20 8. PLANNING 1. Update on Business Park and the Recycling development. There was nothing to report on the above. FINANCE Finance 1. To note the bank balances The balances stood at Current account £ 20383.45 Deposit account £ 21127.58 Page | 2 Giving a total of £ 41511.03 2. To consider the following invoices 1. HMRC £141.00p (Section 111 &112 LGA 1972) 2. Clerk’s expenses £156.99p (Section111 LGA 1972) (SLCC Subscription, office allowance and backup) 3. Spar Foodliner £118.80 (mileage 44 journeys) the will come out of the grant monies 4. Glasdon (new bin) £463.68p S.5 Litter Act 1986 The Clerk was instructed to pay invoices 1 – 4. 148 -20 10. HIGHWAYS Cefn y Coed Gully emptying. Cefn Lane a house has been doing work there and has caused the water course to be diverted onto the road way. Cllr. Pugh advised Grit bins would be filled, grit piles on verges on request. Advise via Newsletter. Broniarth to Llanmerewig still require sign ‘narrow road unsuitable for large vehicles’. Cllr. Rees confirmed new sign for Llanmerewig visible from both directions. 149 -20 11. C. CLLR UPDATE Cllr. Pugh had nothing further to report. 1. 150 -20 12. MALT The Clerk reported he had ordered the ‘danger sudden drop’ signs. Cllr. Davis had approached Caravan Park regarding Dog Waste bin, agreed to advise when replacing post and they would remove bin to replace on new post. Tree on entrance to Felin Hafren, Cll r Pugh would review. 151 -20 13. INFORMATION FROM MEMBERS Llandyssil are producing newsletter which will contain a survey within the newsletter. Council to request provision of Wi Fi Play Area at the School Clerk requested to pursue contractor as to when works would be carried out. Signage for Defibrillators in both villages required. Clerk to order. Poppy Wreaths Cllr. Jones to contact Llandyssil and Cllr Rees Llanmerewig. Wreaths to be paid out of Chairs allowance. Tentative inquiry received as to whether either Community or County Council had any type of hardship fund available, for resident who had lost their job through covid and was unable to Page | 3 claim benefit for 5 weeks. Advise to ask at Benefits office or citizen’s advice. 152-20 14. DATES OF NEXT MEETINGS: Planning meeting 14th October, 2020 7.30pm Finance Committee 29th October, 2020 7.30pm Regular meeting on 4th November 2020 7.30pm.
