    SOLDIERS & COLONISTS Imperial Soldiers as Settlers in Nineteenth-Century New Zealand John M. McLellan A thesis submitted to Victoria University of Wellington in fulfilment of the requirements for the degree of Master of Arts in History Victoria University of Wellington 2017 i Abstract The approximately 18,000 imperial troops who arrived in New Zealand with the British regiments between 1840 and 1870 as garrison and combat troops, did not do so by choice. However, for the more than 3,600 non-commissioned officers and rank and file soldiers who subsequently discharged from the army in New Zealand, and the unknown but significant number of officers who retired in the colony, it was their decision to stay and build civilian lives as soldier settlers in the colony. This thesis investigates three key themes in the histories of soldiers who became settlers: land, familial relationships, and livelihood. In doing so, the study develops an important area of settler colonialism in New Zealand history. Discussion covers the period from the first arrival of soldiers in the 1840s through to the early twentieth century – incorporating the span of the soldier settlers’ lifetimes. The study focuses on selected aspects of the history of nineteenth-century war and settlement. Land is examined through analysis of government statutes and reports, reminiscences, letters, and newspapers, the thesis showing how and why soldier settlers were assisted on to confiscated and alienated Māori land under the Waste Lands and New Zealand Settlement Acts. Attention is also paid to documenting the soldier settlers’ experiences of this process and its problems. Further, it discusses some of the New Zealand settlements in which military land grants were concentrated.

See also Chapter 3.5 Authorised Uses of Public Conservation Lands Chapter 3.6 People’s Benefit and Enjoyment 4.2.6 Desired Outcome for Hokitika Place Section 4.2.6 describes what the Hokitika Place will be like in 2020 if the direction of this CMS is followed. See also Chapter 4.1 Desired outcome for the Conservancy 4.2.6.1 Place description The Hokitika Place extends from the Taramakau River in the north to the Waitaha River catchment in the south and inland to the crest of the Southern Alps Kä Tiritiri o te Moana (Maps 16-17). Part of Arthur’s Pass National Park is located within this Place (see Map 16). Hokitika is split in two both geologically and ecologically by the Alpine Fault, which lies about 20 km west of the crest of the Main Divide. East of the fault, the schist mountains and valleys are rugged and broken, and a large portion is protected as public conservation land. West of the fault the geology is more complex, landscapes extensively modified and public conservation lands fragmented. This Place is the historic heart of the West Coast Te Tai o Poutini ’s pounamu trade and is the scene of gold mining, forestry and farming industries - particularly dairying. Hokitika is the largest town (population of 3,700 as at 2010). 4.2.6.2 Arthur’s Pass National Park in 2020 Arthur’s Pass National Park straddles the Main Divide of the Southern Alps Kä Tiritiri o te Moana .

    Update on Westland broadband and mobile connectivity 19 May 2020 1 Westland broadband and mobile connectivity progress • Deployment of towers is progressing very well - 9 new mobile towers already built with 21 more to come • Westland has secured a large amount of PGF funding for connectivity • 2 new towns will receive UFB (Kaiata, Haast) • For rural broadband, 319 households and businesses on the Westland now have access to improved broadband and the total will be 1,191 on completion • Under MBSF, 8 tourism spots have new mobile coverage, with 12 more on completion • Under MBSF, ~32 kilometres of State Highway mobile black spots covered • There are two eligible marae in Westland able to be connected • Construction of a fibre link from Fox to Hawea will commence shortly 2 Connectivity programmes on the West Coast CIP is managing the deployment of the following broadband and mobile programmes on the West Coast: 1. Ultra-fast Broadband (UFB) programme 2. Rural Broadband Initiative phase two/Mobile Black Spots fund (RBI2/MBSF) 3. Provincial Growth Fund (PGF)-funded West Coast digital connectivity package 4. PGF marae digital connectivity programme 3 UFB programme - New towns • There is one town in Westland complete already – Hokitika, with uptake of 58% (completed in 2018). Our last presentation had an error in stating Kumara was complete (it is due for completion in July 2020). • As part of the UFB programme expansion, there are two new towns in Westland now added to the deployment schedule.
