    8 marzo 2020 Caro Presidente Sassoli, Ti scriviamo per esprimere la nostra profonda preoccupazione per la diffusione della malattia infettiva causata dal coronavirus COVID-19 in Europa e per richiedere ulte- riori misure di sicurezza per salvaguardare i Membri del Parlamento europeo, il per- sonale e la popolazione locale. Come ben sai, il livello di emergenza legato alla diffusione di questo virus è note- volmente aumentato nel corso delle ultime ore: il numero di casi confermati si sta moltiplicando in molti Stati membri, compreso il Belgio, e sono state confermate nuove aree di contagio. Misure di sicurezza straordinarie sono state adottate dalle autorità pubbliche di tutta Europa e intere aree sono state messe in quarantena. Il numero di casi confermati è in costante aumento in Belgio e a Bruxelles e questa settimana abbiamo riscontrato i primi casi di nuovi coronavirus nelle istituzioni del- l'UE. Sebbene apprezziamo che siano già state adottate misure straordinarie per far fron- te a questa emergenza, riteniamo che la situazione in rapida evoluzione e i maggiori rischi per la salute richiedano ulteriori misure di sicurezza come l'immediata interru- zione di tutti i lavori parlamentari, compresa la prossima sessione plenaria, come misura precauzionale. Il Parlamento europeo, con oltre 5000 persone che vi lavorano e viaggiano regolar- mente tra la loro città natale e Bruxelles, ha il potenziale per diventare un focolaio di trasmissione del coronavirus. Con la presente ti chiediamo di sospendere tutte le attività parlamentari con effetto immediato, fino a quando i rischi per la salute legati alla diffusione del virus saranno sotto controllo.

The sector has been affected in severe ways by this unexpected crisis, and we need a strong support to help the workers and the families depending by one of the most important economic field in Europe. Nevertheless, we need an additional effort from the Commission in order to prevent any discrimination between Member States. In fact, the “Communication towards a phased and coordinated approach for restoring freedom of movement and lifting internal border controls” (C(2020)3250) states that “Measures to be taken at national level to gradually lift travel restrictions should take into consideration [...] the assessment of approximation of epidemiological situations in the Member States”. That could cause some discrimination, and could also give the possibility to create internal bilateral agreements penalizing some Member States. Of course, we need to keep the health security as priority, and to put in place every measure to control and prevent the spreading of the epidemic, but, at the same time, we need a strong coordination by European Commission to prevent any form of bilateral agreements against the principles of the internal market. Hence, we asks the Commission to block any form of “tourism corridors” between Member States that could affect a fair restoration of the market.     Nautical products in the Single Market under COVID-19 Brussels, April 28th 2020 To the attention of the Commissioner for the Internal Market, Mr. Thierry Breton, Dear Commissioner, The current internal EU border closures are producing widespread negative effects on the nautical sector and on the delivery of its products. The sector employs 280.000 workers across the EU and 95% of its companies are SMEs, supporting local jobs. It is therefore essential that these companies continue to deliver to customers. Maintaining production is capital for the liquidity of manufacturers and all companies along the supply chain, which supports jobs in an industry that is already severely affected by COVID-19. Any negative impact will be particularly felt in coastal and peripheral regions, islands, and along inland waterways where companies from the sector are primarily located. As this sector has a strong seasonal nature, it is essential that it is supported at EU and national level. One of the most severe limitation for nautical companies nowadays concerns the means of delivery of the final products. Several Member States have obliged companies to use lorries for deliveries as a reaction to the COVID-19 outbreak, but it should be noted that recreational boats cannot always be transported by lorry. We therefore urge you to protect the Single Market, the liquidity of its enterprises and jobs by clarifying that delivery of nautical products should be possible by whichever means suitable. This should include delivery of boats directly by sea, lorry, trailer, and collection by the customer, avoiding any excessive measures or additional burden.

    Cross party MEP statement in support of fossil gas exclusion from the Recovery and Resilience Facility (RRF) To be consistent with the Parliament's climate ambition and to deliver a just transition to climate neutrality, fossil fuels should be fully excluded from EU public funds. This exclusion is especially relevant to the Recovery & Resilience Facility (RRF) which will be voted on in the ECON/BUDG committees in November. We, elected MEPs, call on the EU institutions to adopt an EU budget and recovery package excluding all new fossil fuel investments from EU public funding, including the RRF, the Just Transition and the Cohesion Funds. The EU budget and Next Generation EU will together total over €1.8 trillion in public investment. The investment decisions made within these frameworks will determine not only how and whether the EU meets its climate targets in line with limiting global temperature rise to 1.5°C, it will decide whether it recovers sustainably and whether the recovery and transition is just. The European Parliament has demonstrated undeniable ambition with its recent call to raise the emission reduction target from 40% to 60% by 2030 as well as the ENVI committee’s decision to exclude fossil fuels from the €672,5bn heavy EU recovery and resilience facility (RRF). Investing further into European fossil fuel infrastructure is not cost effective and will create stranded assets, condemning regions and EU citizens to yet another, costly and difficult transition within the next 15 years. The commitment announced by the Commission last month that the UE would deliver 651.000 Pfizer/BioNTech doses of coronavirus vaccines to Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, and Serbia from May to August, finally materialized with the start of the distribution of hundreds of thousands of coronavirus vaccines this week. We also welcome and greatly appreciate the visits paid by Commissioner for Neighbourhood and Enlargement, Olivér Várhelyi, to the Western Balkans in these days and his encouraging words of support for the enlargement perspectives of these countries, which are not only neighbours and partners but first and foremost future Members of the European Union. The vaccines the EU is delivering right now are coming directly from the EU, rather than the COVAX programme, being part of the €70 million aid package adopted in December 2020.

In 2010, the Committee of Ministers of the Council of Europe adopted the Enlarged Partial Agreement (EPA) with a view to encouraging dialogue and cooperation between countries that were interested in developing cultural routes. In October 2019, the European Association of the Via Francigena (EAVF) unanimously approved the ‘new’ Via Francigena in southern Italy, from Rome to Brindisi and right up to Santa Maria di Leuca, providing for a future historical alternative route in Basilicata (via Bradanica), ending in Matera. It is not actually an official route, but a ‘route in progress’, identified in 2012, on which local government departments are working. On the basis of that information, can the Commission answer the following question: Will it launch any studies and monitoring activities – and if so, can it provide details – in support of the New Via Francigena route in the SOUTH, also with a view to a

Particularly at a time of aggravated health risks due to the COVID-19 pandemic, we urge you to prioritize the human rights of detainees and immediately release those unjustly detained. Despite these risks, we note the continued detention of a number of human rights defenders, lawyers, political activists, and other prisoners of conscience in Egypt. Among these we note the continued pre-trial detention of political activist Ramy Shaath, who has been held for more than a year without charge. We note the continued detention of activist Alaa Abdel Fattah, whose sister Sanaa Seif was detained while she and her family attempted to make a complaint to the Public Prosecution about an assault they suffered in front of Tora prison. We also note the continued detention of human rights lawyers Mohamed el Baqer, Zyad el Elaimy, Mahienour el Massry, Haitham Mohamedeen and Ibrahim Metwally, researchers Patrick Zaki and Ibrahim Ezz el-din, and journalists Esraa Abdelfattah, Solafa Magdy, Hossam al-Sayyad and Mahmoud Hussein. We note that these are but a few of the many prisoners of conscience held in Egyptian prison at risk to their lives. We recall the preventable deaths this year of musician Shady Habash and US citizen Mustafa Kassem, both as a result of medical negligence while in detention. A joint statement issued by the World Health Organization, the UNODC, the OHCHR, and UNAIDS issued in May called for releases in order to mitigate overcrowding in prisons, and an April OHCHR press briefing reiterated this call to Egypt directly.
