However, they have also consistently condemned homophobia during this period (and often seemed unaware of their own complicity in it). This thesis draws on the work of René Girard to analyse popular English evangelical writings and the ways in which they have implicitly encouraged violence against gays even whilst explicitly condemning it. This analysis of evangelical writings on homosexuality is placed in its historical context by drawing on the work of relevant historians and social scientists. It is further contextualised by reference to an analysis of evangelical writings on holiness during the same period. The thesis argues that English evangelical violence towards gays is a byproduct of internal conflicts within English evangelicalism. Gays are seen as prototypical liberals and treated as scapegoats for an evangelical identity crisis. Homophobia and fundamentalism are discussed and reJected as alternative explanations. It is argued that the crisis in English evangelicalism in the period 1960-2010 has had a distorting effect not only on approaches to homosexuality, but also to other areas of English evangelical spirituality. Kingston, Ontario 1 PREFACE My original intent in writing this paper is primarily two fold. First to review the development within the Anglican Communion and the Anglican Church of Canada of the traditional thinking regarding same-sex relationships. Second, since Anglican theology has relied on Scripture, Tradition and Reason, to study the scriptural foundation of the position taken by various biblical scholars on the issue and to apply reason to this issue in order to develop further my own thinking on this issue. Subsequently in July 6, 2013 the General Synod of the Anglican Church of Canada voted to bring to its next meeting in 2016 a resolution changing the church’s law to allow same-sex marriage. A Commission on the Marriage Canon was established. The Commission has invited submissions from interested parties. I am therefore submitting this paper to the Commission. I am especially indebted to the book, The Anglican Communion And Homosexuality: A Resource To Enable Listening And Dialogue (2008), edited by Philip Groves, published at the request of the Primates of the Anglican Communion. Its excellent list of references allowed me to read many of the original papers by scholars referred to in the book. Many of those papers are available online.     Dear Secretary Salazar: I strongly oppose the Bush administration's illegal and illogical regulations under Section 4(d) and Section 7 of the Endangered Species Act, which reduce protections to polar bears and create an exemption for greenhouse gas emissions. I request that you revoke these regulations immediately, within the 60-day window provided by Congress for their removal. The Endangered Species Act has a proven track record of success at reducing all threats to species, and it makes absolutely no sense, scientifically or legally, to exempt greenhouse gas emissions -- the number-one threat to the polar bear -- from this successful system. It coincides with a period of transition in the Bureau’s management. Prof Brij Lal, the chair of the Pacific Manuscripts Bureau Management Committee since 1994, is nearing retirement; I am in a transition to retirement; Kylie Moloney has been appointed as PMB archivist with a view to taking over the management of the Bureau. At the PMB management committee meeting in May 2009 member libraries asked the Bureau’s staff to conduct a survey of the existing PMB collections so they can make a more informed decisions about the future strategic direction of Pambu projects. Pambu resources are minimal – time is short and maintaining momentum has been a key factor in the Bureau’s survival – therefore, in order to economise, this paper combines celebration and review. A natural reference point for both celebration and review, and thus this paper, is Robert Langdon’s unpublished report, “Pacific Manuscripts Bureau: pros and cons of its continuance”, written as he was retiring from the Bureau in April 1986.1 Langdon’s style is blunt and focused on the question of whether the Bureau would be able to continue to operate after his departure.
