[2 February, 2012] Tairiscint (atógáil) (0.02 n. fágtha): Motion (resumed) (0.02 m. remaining): 2. ‘‘That Seanad Éireann, noting that: • research on behalf of the Environmental Protection Agency shows that Irish consumers throw away 1 million tonnes of food a year which is approximately 30% of food bought; • the average person throws out almost 300kg of ‘black bin rubbish’ every year, and about one third of this waste is food waste. This is the equivalent of 3,750 apples; • this waste costs every household in Ireland about €1,000 per year; • restaurants dispose of about €125 million worth of food every year; • wastage is a huge financial cost to the State through the dumping of it in landfills; • food wastage is a major factor in greenhouse gas emissions through rotting; • food is inadequately labelled and its true origin is often obscured to the consumer; • food is inadequately labelled in terms of content; • there is a childhood obesity epidemic with over 300,000 children considered obese; • most requirements of the new EU Food Information Regulations requirements do not apply until 2014 and nutrition labelling will become mandatory in 2016; 21 Samhain, 2012 1267 calls on the Government to introduce proper food labelling to improve information to consumers and other food safety measures: • including the provision of ‘consume by’ dates of food products, in the ‘best before’ and ‘sell by’ dates (that is, many foods are in fact edible after the ‘best before’ or the ‘sell by’ or ‘display until’ dates which used by retailers) to reduce food wastage; • immediately ensure ‘‘verifiable country of origin’’ labelling on all farm produce sold by retailers to ensure that consumers are not confused and undermine local producers by passing off imports as Irish as is the case currently (e.g. through the use of tricolors, shamrocks, green labels, etc.) — especially as the EU debate about country of origin labelling has effectively been postponed; • ensure that terms like ‘‘Irish food’’ can only be used after specific criteria are satisfied — by doing so, it will

Appointment Update Appointment of Interim Government Chief Information Officer Michael McGrath has been appointed as Interim Government Chief Information Officer (CIO) for a six-month period, commencing on 24 March 2014. Mr. McGrath joins the Office of the Government Chief Information Officer (OGCIO) from his position as Executive Vice-President of IT at ICON plc, where he was a member of the Executive management team reporting to the CEO. ICON plc is a $1.2B Irish headquartered company and a global provider of outsourced drug development services to the pharmaceutical industry. The first Government CIO, Bill McCluggage, resigned in December after just seven months in the role for personal reasons. Mr Mc.Grath previously worked as Head of Group IT and Director of IT for Europe in ICON. Prior to this he held key senior IT roles in GE Capital and Woodchester Bank, as well as ESBI Computing Ltd.

DEPUTY DAVID STANTON IN THE CHAIR. 1 RURAL CRIME: IRISH FARMERS Association Rural Crime: Irish Farmers Association Chairman: The purpose of this part of the meeting is to have an engagement with the Irish Farmers Association, IFA, on the issue of crime affecting rural communities and farmers. I warmly welcome its president, Mr. Eddie Downey, whom I will ask to introduce his colleagues. The format of the meeting is that I will invite him to make a brief opening statement lasting approximately five minutes, after which we will have a question and answer session with mem- bers. We find this to be a highly effective approach. I ask everyone present to switch off his or her mobile phone or set it to airplane mode or another in order that it will not interfere with the recording system. By virtue of section 17(2)(I) of the Defamation Act 2009, witnesses are protected by ab- solute privilege in respect of their evidence to the committee. However, if they are directed by it to cease giving evidence on a particular matter and continue to do so, they are entitled thereafter only to qualified privilege in respect of their evidence.

    Publicpolicy.ie Potential Outcomes for the 2007 and 2011 Irish elections under a different electoral system. A Submission to the Convention on the Constitution. Dr Adrian Kavanagh & Noel Whelan 1 Forward Publicpolicy.ie is an independent body that seeks to make it as easy as possible for interested citizens to understand the choices involved in addressing public policy issues and their implications. Our purpose is to carry out independent research to inform public policy choices, to communicate the results of that research effectively and to stimulate constructive discussion among policy makers, civil society and the general public. In that context we asked Dr Adrian Kavanagh and Noel Whelan to undertake this study of the possible outcomes of the 2007 and 2011 Irish Dail elections if those elections had been run under a different electoral system. We are conscious that this study is being published at a time of much media and academic comment about the need for political reform in Ireland and in particular for reform of the electoral system. While this debate is not new, it has developed a greater intensity in the recent years of political and economic volatility and in a context where many assess the weaknesses in our political system and our electoral system in particular as having contributed to our current crisis. Our wish is that this study will bring an important additional dimension to discussion of our electoral system and of potential alternatives. We hope it will enable members of the Convention on the Constitution and those participating in the wider debate to have a clearer picture of the potential impact which various systems might have on the shape of the Irish party system, the proportionality of representation, the stability of governments and the scale of swings between elections.

The Committee asked for information, where it exists, on the following: • The remit and role of any Standing Committees in the UK and Ireland examining conformity with human rights and equality issues • The membership of these Committees • The main processes of these Committees, and in particular any common processes such as examining detailed human rights memoranda and/or equality impact assessments accompanying Government Bills. Providing research and information services to the Northern Ireland Assembly 1 NIAR 942-12 Briefing Paper 2 The wider human rights framework Legislation passed by the Northern Ireland Assembly, Scottish Parliament and National Assembly for Wales must be compatible with the European Convention on Human Rights (ECHR)1. The UK Parliament, as a sovereign Parliament, can pass legislation that is incompatible with the ECHR. The Supreme Court of the UK (unlike its US counterpart) cannot strike down an Act of Parliament, but can issue a declaration of incompatibility. It is then up to Parliament to decide what action it wishes to take and this is discussed below in relation to the Joint Committee. Therefore, there are no directly comparable committees in any other legislature in the UK or the Republic of Ireland with a remit similar to the joint committee at Westminster.
